Of the 90,427 forcible rapes reported in 2007, 40% were cleared by arrest or "exceptional means" (FBI, 2008d) with 23,307 of those being arrests (FBI, 2008b). Clearance of a report by exceptional means occurs when the known suspect dies before an arrest is made, when the victim refuses to provide the information or assistance necessary to follow an investigation through to an arrest, or when the known suspect is being held in another jurisdiction for a different crime and extradition is denied. In order to clear a case by exceptional means, the officers must have an identified suspect, know where he can be found, and have enough evidence for a legal arrest.

"A spurned lover whose cry of rape cost police coffers £10,000 was jailed for nine months yesterday.

Belfast Crown Court heard that Lisha Tait cried rape after being given the “cold shoulder” in a Belfast nightclub by a man she had a previous liaison with.

The 22-year-old, from Laurel Lodge in the Flush Gardens area of Lisburn, pleaded guilty to perverting the course of justice.

The charge relates to making a false report and two false written statements to police on dates between July 6 and August 15, 2013 claiming she had been raped.

Crown prosecutor Simon Jenkins said the series of events began in the early hours of July 7 when police received a call from the Ambulance Service in relation to a distressed woman who claimed she had been raped outside the Odyssey complex in Belfast.

After making the claim, Tait was taken to the Sexual Assault Referral Centre in Antrim, where she was examined."

An Ohio prison intake report on sex offenders imprisoned in 1992 revealed that 2.2 percent of child molesters were strangers to their victims, and 89 percent of perpetrators had never been convicted before.

In their 1993 textbook, The Juvenile Sex Offender, Howard Barbaree and colleagues estimated that teenagers perpetrated 20 percent of all rapes and half of all child molestations.

A 2006 report for the Ohio Sentencing Commission said 93 percent of molestation victims were well known to their perpetrators, over half the offenders victimized close relatives, and 93 percent of molesters had never been arrested for a previous sex crime.

A December 2009 study by David Finkelhor of UNH and colleagues for the US Justice Department analyzed national sex crime data from 2004. That year the estimated population of underage sex offenders was 89,000, and they had committed 35.8 percent of all sex crimes reported to police. One in eight juvenile sex offenders was under age 12. The study said that between 85 and 95 percent of young offenders would never face another sex charge.

"KINGSPORT, TN (WJHL) - The Sullivan County Sheriff’s Office says a Kingsport woman is behind bars after she admitted to making a false rape claim.  Wednesday, deputies received a call of a rape at a home on Poplar Grove Road in Kingsport.

When officers arrived, they found broken glass inside the home and a torn shower curtain.

Amanda Rowland, 36, told authorities someone entered her home while she was in the shower and proceeded to rape her.

Rowland also told investigators that her ex-boyfriend received text messages saying that she was going to be raped. She was taken to the hospital.

After interviewing Rowland’s ex-boyfriend, investigators found out he had been receiving text messages concerning the rape for the last couple of days from different phone numbers. He told police that he advised his ex to leave the home."

"An innocent man spent 12 hours in custody after being falsely accused of sexually assaulting a young mum.

Joanna Robertson also cost police 69 man hours - at least £1,380 - investigating the complaint that the man had stalked her and forcefully touched her, Dundee Sheriff Court heard.

Robertson, 25, of Leith Walk, pleaded guilty to a charge of wasting police time on July 6 last year.

After admitting she had made up the sex attack, Sheriff Richard McFarlane deferred sentence for reports and granted her bail.

The court heard Robertson went to police HQ in Dundee and claimed she had been stalked through the city centre before being pushed against a wall and attacked."

"Robbinsdale Police Chief Steven Smith resigned his post over the weekend, more than one month after being arrested Feb. 20 in a Coon Rapids prostitution sting.

The successful sting resulted in the arrest of approximately 10 suspects, including Smith, Coon Rapids police said. All were detained and issued citations for hiring and or engaging in prostitution.

According to Robbinsdale Mayor Regan Murphy, the news came as a complete shock to him.

"I, like you, am also curious," said Murphy. "I just learned of the date today. I do know he did a lot for the city and his record speaks for that. That's why we were caught off guard.""
