1. Export your entire delicious bookmarks
2. Import that file into Diigo.
3. Wait until the previous process completes. (Diigo will notify you by email).
4. Go to delicious, and filter by private bookmarks. Set the view to 100 bookmarks. Use Bulk Edit to tag all of your private bookmarks as "private" tag. You may need to do this across several pages if you have more than 100 private bookmarks.
5. In Delicious, Export the bookmarks tagged "private".
6. In Diigo, import the file generated by step 5, and import it as "Private".
