"# Goals and objectives or 'Why?' Why are you embarking on mobile development? Are you looking for an additional revenue opportunity? If so, is the opportunity clearly defined? Are you trying to provide your content to new audiences? What is the business need your mobile development is trying to solve for your organization? Perhaps more importantly, how does solving that business need translate into value for your target audience?
# Target audience or 'Who?' Who will you serve with the new mobile application? Will you serve a segment of your existing customers or are you trying to attract new customers. Knowing who will help you identify use cases for your site or application.
# 'What' do users want to accomplish? If you can't map your organizational goals and objectives to a visitors need, it's going to be hard for a mobile site or application to be successful. In the web world, the focus has to be on helping the user accomplish what they're trying to accomplish and in the mobile landscape that focus is even more critical. Focus in general is even more critical. Imagine a mobile website home page that has as many links as most organizational home pages. It simply wouldn't be usable. Focusing on the core tasks that your target audience wants to accomplish is a crucial component of a mobile web strategy.
# 'How' will you measure success? In past jobs, I've sat in strategy meetings with clients and when we would get to the 'how will you measure success' question, clients always needed help. While I think it's hard to benchmark success against an industry average, and good answers can come in a variety of shapes and sizes, I've found that typically the best metrics are specific, measurable, and tied to the organization's goals. Traditionally, the number one metric I've seen is traffic increases. I always encourage aligning these metrics more closely to business objectives. Traffic is great-but what the traffic can lead to, from purchases to user-generated content, is usually better.
