That's because your friend didn't had any SMS plan. Twitter doesn't charge you for SMS, Your mobile provider does if you have no plan for txt messages. That's what "Standard rates apply" means... -
Anybody know of a way to get mobile updates in unsupported areas? I am in Kuwait and a few months ago they stopped allowing SMS updates.

At least in the UK, I many operators charge for Twitter SMS updates as a premium service. (It's about 20p on Orange prepaid, if I remember correctly).
