Health & Community Services Workforce Council's List: Workforce Innovation & Planning

This paper identifies a number of challenges and opportunities for Australia’s research workforce over the decade to 2020 and proposes a set of priority areas for focus to meet those challenges and opportunities.

The greatest economic turmoil since the Great Depression will create the perfect storm of falling revenues and increasing spending for social welfare. At the same time, democratic governments are taking on a greater role in financial markets and other ailing industries. The temptation will be for government to hunker down, to depend on established approaches. This would be a big mistake.

Innovation is at the heart of good public administration. A high-performing public service is relentless in its commitment to continuous improvement. It never assumes that the current policies, processes and services are the best or only solution.

The opportunity for innovation attracts many to the public service. These Australians want to help make changes that benefit the wider community, and empower citizens to help themselves.

The Blueprint outlines a comprehensive reform agenda to ensure the APS can meet today’s challenges of unprecedented complexity and scale. It identifies four broad areas where performance can be improved. Nine interdependent reforms, supported by twenty-eight specific recommendations, provide a comprehensive strategy to deliver these outcomes.

Once enacted the recommendations will strengthen strategic direction and citizen engagement across the APS; while equipping the staff and leaders of the APS to perform at their best.
