• The Indian Banks Association estimates that such defaults have crossed Rs 2,500 crore with power supply utilities of Madhya Pradesh, Assam, Meghalaya, Bihar, Uttar Pradesh and Orissa
• The most recent example is the bailout of the Maharashtra State Road Development Corporation by the Life Insurance Corporation and the Housing and Urban Development Corporation (Hudco). Hudco has also extended its largesse to other smaller Maharashtra government projects.

  • This was written about 8-9 years ago how do you think the project has been going now? are there any results formt hsi projects and is there a way to track the overall progress for this project
• TheMaharashtra State Electrcity Board which has a  daily cash deficit of Rs. five crores is to be broken up into  three companies, one each for generation, transmission and  distribution
• This was decided by the State Cabinet  on the premise that unless it was done, to meet the World  Bank(WB) requirement, no aid would be forthcoming for any of  Maharashtra Government projects like water and sewage handling,  urban transport and even power generation.
• The WB declined to advance any funds unless the MSEB was able to  generate on its own a rate of return (ROR) of 4.5 per cent on its  fixed assets. A loan of Rs. 800 crores for a power station had  been cancelled then.

• Corruption is a Way of Indian Life
• Rajiv Gandhi's famous quote about only 15% of any relief to the poor actually  reaches the intended beneficiaries. The rich and powerful of this country have  been routinely siphoning off funds and resources meant for the poor. Thus, food  grains meant for the needy, under the PDS scheme, are siphoned off by rich  traders and sold at market rates.

• There are many ways to temporarily stop it, the two main ones being:

   
   
  1. Improving law enforcement, sentencing and punishment/correction via the home ministry and the judiciary; and/or
   
  2. Improving transparency in the taxation regime and tax compliance through reform of the finance ministries at the center and the state.

• involving collaboration with civil society including NGOs and Activists.

• The Main objectives of this program would be as follows:

   

  a) To build social conscience and consciousness amongst citizens so as   to prevent corruption
    b) To build a sustained mechanism for ACB to engage with citizens and   citizen groups and vice versa
    c) To facilitate joint programs with NGOs, Citizen groups, Educational   institutions, etc. to disseminate information, create awareness, provide   guidance, and invite & receive feedback
    d) To recommend systemic improvements in policies or procedures of various   government organizations
    e) To encourage citizens to come forward to lodge complaints with ACB
    f) To act as a channel for citizens to access / approach ACB
