(1) When we talk about an INTENTION to do something in the future, although no definite arrangement has been made, we prefer going to rather than the present continuous
(2) To emphasise the fact that we are talking about a DEFINITE ARRANGEMENT we prefer the present continuous.
I have put the words emphasise and prefer in red, because I think they show the writer is trying to say that these are tendencies, not hard-and-fast rules.
So if you are talking about an intention rather than an arrangement, you're more likely to say "going to", but the present continuous isn't ruled out; and if you are talking about an arrangement rather than an intention, you're more likely to use the present continuous but "going to" isn't ruled out.
In practice, I think you can always use "going to", though the same isn't true for the present continuous.
