Section 11 of the Children Act 2004 places a statutory duty on key people and bodies to make arrangements to safeguard and promote the welfare of children. The statutory guidance on the duty, which was first issued in 2005, has been updated. The revised version was published in April 2007.
Part one of the guidance sets out the arrangements that are likely to be common to all or most of the agencies concerned. Part two deals with implementation in each particular agency to which the section 11 duty applies.

People who work with children and young people have responsibilities to safeguard and promote their welfare. This is an important responsibility and requires careful attention. It means being able to recognise when a child or young person is not achieving their developmental potential, or when their physical or mental health is impaired. It means recognising when a child is displaying risky or harmful behaviour, or is being neglected or abused. It also means being able to identify sources of help for them and their families. Sometimes more than one risk factor may be affecting a child or young person and it may be necessary to work with others to address them.
Faster and easier contact between children’s services professionals will now increasingly become a reality as ContactPoint starts to be rolled out across England.
