Served as president of the US from 1993 to 2001.

He served two terms, from 1992 then again 1996

During his terms the country's attention was shifted from international affairs to domestic ones.

By 1992, Americans were troubled with the fears of the country's economic health and the unemployment rate which had reached a level that was only seen in 1984

Many people saw a decline in American productivity compared with other nations such as China and the EU

Another major national concern was the policy of "deficit spending" or the borrowing of financial expenditure from another country. This led to a large national debt.

Americans had also become concerned and frustrated with the obvious signs of growing racial conflict, crime, and poverty.

When Clinton took office and during his campaigns he promised to reduce the need for deficit spending and to expand the economic and educational opportunities of the poor and middle-class.

His views were a mix of conservative and liberal ideas.

In December of 1998 Clinton was impeached by the House of Representatives for perjury and obstruction of justice.

The charges were developed out of Clinton's efforts to conceal an improper sexual relationship.

The house sent these findings to the senate, where he was found not guilty.

Took office when he was 46, which made him the third youngest president in history

Clinton was a skillful public speaker known for his ability to seize the attention of a wide variety of audiences.

He said that the gap between the rich and the poor had widened under Bush Sr. and his predecessor.

Clinton promised to stimulate the economy by encouraging business expansion.

He also promised to reduce government spending and raise taxes on the wealthy Americans to help reduce the federal budget deficit.

Clinton won the presidency and he appointed more women and minorities to his cabinet than any other president.

In 1993 Clinton planned for a sweeping reform on the Health Care system of America.

This committee was headed by his wife Hillary Clinton.

It was not acted upon by the Congress.

In 1996 the Congress approved the Kennedy-Kassebaum bill, which contained two parts of Clinton's 1993 plan.

    (1) That workers can change jobs without losing their medical insurance coverage (2) that workers cannot be denied medical insurance coverage because of preexisting illness.

In August of 1994. Congress passed an anticrime law he supported.

It called for billions to be spent on crime prevention, law enforcement, and prison construction.

It also outlawed the sale of certain types of "assault" weapons.

The unemployment rate declined after Clinton took office

The 1993 and 1994 budgets made cuts in government spending and tax increases helped lower the federal deficit.

In 1994 Clinton lost the almost all Democratic Congress to the Republicans

The Republicans called for larger spending cuts and attempted to erase the deficit by 2002.

Clinton said that the goals were too steep and had to be lowered, so he proposed his own set of goals for erasing the deficit.

He accepted a Welfare Bill which caused upsetting many in his own party.

The bill reduced the amount of time people can receive welfare benefits.

    Clinton vetoed the legislation.

In late 1995, Clinton called for meeting of the representatives from either side of the war.

There they settled a cease-fire agreement, this was to be overseen by the NATO Forces

In 1991 an American led coalition liberated the Iraqi occupied state of Kuwait in Operation Desert Storm.

But in 1996 the Iraqis attacked the Kurds to the northern part of Iraq which was a breach of the restrictions placed by the UN.

This was the first surplus achieved since 1969.

In 1994 a former Arkansas state employee Paula Corbin Jones filed a sexual harassment charge against Clinton.

In April of 1998 a federal judge dropped the case as there was a lack of substantial evidence.

During the investigation, Jones's lawyers got a testimony from a White House Intern named Monica Lewinsky who was suspected of having an affair with Clinton.

In Jan of 1998 Kenneth Starr was granted the authority to investigate the claim

In a sworn statement both Clinton and Lewinsky denied ever having a sexual relationship.

In July of 1998 Clinton agreed to questioning before a grand jury wether he urged Lewinsky to lie about her testimony.

If this was proven true he could be charged for obstruction of justice and perjury, he testified on August 17th.

That night he told the nation about his relationship with Lewinsky, he said it was a personal failure.

He reported offenses were enough to impeach him and the Congress did so in December of 1998.
