The worst fighting in four years of<br/> <br/><br/>conflict has disrupted planting and forced <br/>tens of thousands of subsistence<br/> <br/>farmers and herds men to flee their <br/>villages.<br/> </p><br/><p><br/>Western relief agencies have operated <br/>programs in south <span class="hitHighlite">Sudan</span> for several years, but <br/>were forced to suspend<br/> <br/>operations earlier this year because they <br/>could no longer count on safe passage.<br/> <br/>They are <br/>caught in the crossfire between the Sudanese Government in Khartoum<br/> <br/><br/>headed by Prime Minister Sadiq al-Mahdi <br/>and the <span class="hitHighlite">Sudan</span> People's Liberation Army <br/>(SPLA).<br/> </p><br/><p><br/>The SPLA does not seek independence for <br/>the south as did rebel groups during<br/> <br/>the <br/>country's first <span class="hitHighlite">civil</span> <span class="hitHighlite">war</span> (1956-72). It demands regional autonomy, a <br/>larger<br/> <br/>voice in national affairs and a bigger <br/>share of economic development. The south<br/> <br/>is <br/>populated by Christian and animist blacks, who resent the domination of <br/>the<br/> <br/>Moslem Arabic north.<br/> </p><br/><p><br/>Former president Jaafar Nimeiry was able <br/>to halt the earlier conflict with an<br/> <br/>offer of <br/>semi-autonomous status to the south, but the accommodation did not<br/> <br/><br/>last. Mr. Nimeiry revoked the <br/>semi-autonomous status and tried to impose Islamic<br/> <br/>laws on <br/>the entire country before he was toppled by a military coup in April,<br/> <br/><br/>1985.<br/> </p><br/><p><br/>After a year of military rule, Sadiq <br/>al-Mahdi was elected prime minister, but<br/> <br/>polling <br/>was suspended in half of the southern districts due to rebel activity.<br/> <br/><br/>The SPLA has added a demand for new <br/>nationwide elections to its terms for a<br/> <br/>settlement. The Sudanese P.M. met the <br/>SPLA leader in July, but no breakthrough<br/> <br/>resulted.<br/> </p><br/><p><br/>Both sides wish to mobilize food as a <br/>weapon to control the south. In June,<br/> <br/>armed men <br/>ambushed a relief convoy heading for Juba (the southern capital), and<br/> <br/><br/>killed eight Kenyan drivers. A Band Aid <br/>worker was killed when the SPLA shot<br/> <br/>down a <br/>military plane in May. Then, in August, an SPLA surface-to-air missile<br/> <br/><br/>shot down a civilian <span class="hitHighlite">Sudan</span> Airways airplane as it<br/> <br/>took off <br/>from Malakal airport. All 60 people aboard died.<br/> </p><br/><p><br/>It was this despicable attack that <br/>prompted the World Food Program, the UN<br/> <br/>agency <br/>which is the primary supplier of food relief to the south, to suspend <br/>its<br/> <br/>operations and evacuate its personnel. <br/>Since then, a WFP official has tried to<br/> <br/>extract <br/>promises of safe transit from both sides. But the SPLA has warned it<br/> <br/><br/>will shoot down any aircraft which does <br/>not deliver food and medicine to the<br/> <br/>airstrip <br/>it controls in the southern town of Yirol as well as to<br/> <br/>Government-controlled towns. The Khartoum <br/>Government, however, has said it will<br/> <br/>not <br/>approve any flight to a site arranged between the UN and the SPLA.<br/> </p><br/><p><br/>A Hercules transport plane loaded with 16 <br/>tons of food and medicine for the<br/> <br/>south squats on the tarmac at Khartoum <br/>airport as time runs short for the<br/> <br/>Sudanese <br/>trapped by the conflict. Recent visitors to the SPLA- controlled<br/> <br/>refugee <br/>camp near the Kenyan border reported that 10 children die every day from<br/> <br/><br/>hunger and malnutrition.
