It also includes a great section on a case study that follows a specific school district and the steps they took to reduce the noted disparity between african american students in the overall school pop. and the % of african americans in the special ed program.

this case follows the flowerton school district. this district became aware of a high disparity between the african american population in the school vs. in special education.
as a result, they implemented two different approaches (TAT? and CAP) along with preferrals. While there were no specific results at the end of the case study, based on teacher surveys and the available results the program showed significant promise.
These numbers represent a significant disparity between the minority representation in the school at large and within the special education department.
