• 2ND VIDEO GIVES NYPD BLACK EYE

• The day after a video emerged of a cop knocking a cyclist to the ground, a second video alleging police brutality surfaced today in which an NYPD officer is seen whaling away at a man's legs with a baton.
• The footage - shot on July 4 on the Lower East Side - shows Officer Maurice Harrington repeatedly hitting Michael Cephus, 46, on his legs with a collapsible metal baton as he struggles with officers trying to cuff him.
• Harrington - a four-year veteran working out of the 52nd Precinct in The Bronx - had his badge and gun taken away and was placed on modified duty when the tape was turned over to the department's Internal Affairs Bureau.
• The video does not show how the confrontation began.
• According to the criminal complaint, Harrington and fellow Officer Joel Medina said they encountered Cephus - who they thought was drunk - around 8 p.m. on Delancey Street under the Williamsburg Bridge.
• When they stopped him from entering a nearby park, they said he swung an umbrella at them and struck both officers "with closed fists about the body."
• Cephus says he wasn't drinking that day and denies having gotten physical with the officers.
• "I was with some friends at a cookout," he said. "I stepped out of the park to get some ice. The officers told me I couldn't return because they said I had alcohol. I told them it was only ice.
• "They thought I was drunk and they just came at me. They started swinging and hitting me with the batons."
• Cephus was charged with assault, criminal possession of a weapon, menacing and resisting arrest.
• His attorney, Adam Orlow, said that even if his client did what he is accused of, Harrington used "excessive force."
• "Let me be clear - he is maintaining that he absolutely did not do anything they say he did," Orlow said. "He never took a swing at them. He never was aggressive to them." Patrolmen's Benevolent Association president Patrick Lynch called the use of force "necessary."
• Cephus - a truck driver from Brooklyn - said that when he arrived at the police station following a trip to the emergency room, he saw the two men who shot the video. They said they had been busted for disorderly conduct. But earlier, they had managed to slip the tape to one of Cephus' friends..

• It was recently announced that a man in Louisiana was  tasered 9 times by polilce - and DIED. At 247lbs he couldn't get up fast  enough! The taser was invented in a garage by two guys - the only TESTING  done was on a PIG.
• This weapon is very dangerous - in that it shocks the  body with some 50,000 volts.
• A person on certain medications - medical  conditions - a heart condition etc, can DIE for a damn misdemeanor.
• The  Arizona Republic, is the one newspaper that has tracked these DEATHS -  which are numerous --and mostly POOR - mentally ill - or BLACK.
• Here you have a young boy - who is badly injured having  fallen some 30 ft / he was incoherent / could not respond to commands to  get up etc, because he had a BROKEN BACK. This just makes me ill.
• I have worked in an institution, with extremely agitated  - out of control residents. We were trained in crisis control --nobody  gotten beaten up / we didn't have taser guns. I also worked for years in  a soup kitchen - homeless shelter - on the streets as the director of a  homeless program.
• In these situations we dealt with persons high on crack  - having a psychotic break - drunk - violent etc. One man had a machete  for goodness sakes. NOT once did the police in this CT - city beat anybody  senseless - kick them- beat them senseless, with their night sticks, or  TASER them. No person EVER DIED ---
• THIS BARBARISM HAS GOT TO STOP.

• A New York City cop has been stripped of his gun and badge after a video camera caught him on tape lowering his shoulder and slamming a bicyclist to the ground.
• Officer Patrick Pogan, a 23-year-old policeman working his first month on the job in the city's Midtown South Precinct, was standing in the middle of the street near Times Square, monitoring traffic as a parade of bicycle riders passed by as part last week's Critical Mass ride, a monthly protest of urban reliance on motorized vehicles.
• As the video shows, Pogan began walking toward the curb, then took a hard step toward an oncoming cyclist identified as Hoboken, N.J., native, Christopher Long.
• Pogan then delivered a massive shoulder check into the bicyclist, sending Long sprawling to the ground.
• The video of the assault has since been posted on YouTube.

• Craig Radhuber was riding his bike behind Long and witnessed the event.

   

  "He was body-slammed," Radhuber told Newsday. "I was so angry. I was ready to jump on the police officer. ... This was totally uncalled-for."
• "It was unprovoked," Radhuber told the Associated Press. "It was like the cop was waiting for him and then just checked him as he got closer. I couldn't believe it."
• Officer Pogan then arrested Long on charges of attempted assault, disorderly conduct and resisting arrest, according to papers filed in Manhattan Criminal Court. Pogan reported that Long was weaving in traffic, "forcing multiple vehicles to stop abruptly or change their direction" to avoid a collision.
• Pogan also cited Long for physically struggling during the arrest, refusing to put his hands behind his back, "thereby making handcuffing difficult."
• Radhuber disagreed with the police report.
• "There was no traffic behind us – there was no traffic to weave in and out of," he told the New York Times. "The police officer looked to see who he was going to pick off."
• Police spokesman Paul Browne told the Associated Press that Pogan has since been placed on desk duty pending the outcome of a police department investigation.
• Christopher Long was released from custody without bail but faces a Sept. 5 court hearing on the charges filed against him. Long's attorney, Mark Taylor, told the New York Times he hoped the charges would be dropped against Long, saying, "We believe the video speaks for itself."

• DENVER -- Police in Denver arrested an ABC News producer today as he and a camera crew were attempting to take pictures on a public sidewalk of Democratic senators and VIP donors leaving a private meeting at the Brown Palace Hotel.
• Police on the scene refused to tell ABC lawyers the charges against the producer, Asa Eslocker, who works with the ABC News investigative unit.
• A cigar-smoking Denver police sergeant, accompanied by a team of five other officers, first put his hands on Eslocker's neck, then twisted the producer's arm behind him to put on handcuffs.
• 

  Police in Denver arrested an ABC News producer today as he was attempting to take pictures of Democratic senators and VIP donors leaving a private meeting at the Brown Palace Hotel.

• A police official later told lawyers for ABC News that Eslocker is being charged with trespass, interference, and failure to follow a lawful order. He also said the arrest followed a signed complaint from the Brown Palace Hotel.
• Eslocker was put in handcuffs and loaded in the back of a police van which headed for a nearby police station.
• Video taken at the scene shows a man, wearing the uniform of a Boulder County sheriff, ordering Eslocker off the sidewalk in front of the hotel, to the side of the entrance.
• The sheriff's officer is seen telling Eslocker the sidewalk is owned by the hotel. Later, he is seen pushing Eslocker off the sidewalk into oncoming traffic, forcing him to the other side of the street.
• It was two hours later when Denver police arrived to place Eslocker under arrest, apparently based on a complaint from the Brown Palace Hotel, a central location for Democratic officials.
• During the arrest, one of the officers can be heard saying to Eslocker, "You're lucky I didn't knock the f..k out of you."
• Eslocker was released late today after posting $500 bond.
• Eslocker and his ABC News colleagues are spending the week investigating the role of corporate lobbyists and wealthy donors at the convention for a series of Money Trail reports on ABC's "World News with Charles Gibson."

• Video shows attack on girl in US police custody

• Prosecutors in the US have released CCTV footage of an assault on a 15-year-old girl in police custody.
• The teenager is seen being punched and shoved into a wall before being pushed to the floor to be handcuffed and then dragged out of the cell by her hair.
• The video is evidence in the case against a Washington state deputy, Paul Schene, who is accused of using excessive force against the girl in November.
• Schene, 31, denies assaulting the teenager in SeaTac City hall, Washington state.
• A fellow police officer is also shown in the video, which has no audio.
• The girl, who has not been named, was brought to the police station during an investigation into a car theft. Schene's partner said the girl became "lippy" and called them "fat pigs" before the assault.
• The county prosecutor, Daniel Satterberg, said the video showed Schene using "excessive force".
• "We believe this case is beyond just police misconduct, it's criminal misconduct," Satterberg said.
• The teenager was treated by paramedics after complaining of breathing difficulties after the assault.

• Boise police already had the suspect handcuffed when they rammed a Taser gun into his anus and fired.

• Then they placed the Taser gun against his genitals and threatened to do the same.

   

  At the time, the domestic violence suspect was lying face down with three officers on top of him, according to the Idaho Statesmen.
• He couldn’t even breathe.
• It was all caught on tape. Here is the exchange that took place:

• Cop: Do you feel this?

   

  Suspect: Yes, sir.

   

  Cop: Do you feel that? That’s my …

   

  Suspect: Okay

   

  Cop: … Taser up your ass.

   

  Suspect: Okay

   

  Cop: So don’t move.

   

  Suspect: I’m trying not to. I can’t breathe.

   

  Cop: Now do you feel this in your balls?

   

  Suspect: I do, sir. I’m not going to move. I’m not gonna move.

   

  Cop: Now I’m gonna tase your balls if you move again.

   

  (A full minute goes by)

   

  Cop: Okay, I’m gonna take this Taser out of your asshole now. Are you going to fight with me?

   

  Suspect: No, not at all, sir.

   

  Cop: (to another cop) So far, for the last two minutes, he’s been cooperative.  But then my Taser’s in his ass.
• Not only was the exchange documented on the cop’s own tape recorder, the suspect ended up with burns on the inside of his right buttock. These were evident in photographs taken ten and 13 days after the incident.

• Also, another cop who taped an interview with the suspect at the jail later that night ended up erasing the taped interview.

   

  So you would think the first cop would be prosecuted for sexual assault? Or maybe the second cop be charged with tampering with evidence?

   

  After all, we have a case in Florida where a group of 14-year-old boys are going to be tried as adults because they sodomized one of their classmates with broomsticks and hockey sticks.
• But the rules are different when you are a cop.

• After an internal investigation, police determined that the first officer violated the department’s use-of-force policy. And the second officer also violated department policy when he erased the taped interview.

   

  Both officers have been “disciplined”, according to police.

• But details of the discipline were not released. And neither were the names of the cops.

   

  After all, police say, this is an “internal personnel matter.”
• That’s right, nothing to see here. Move along now.

• In fact, we would probably not have even heard of this story if it wasn’t for Boise’s Community Ombudsman, Pierce Murphy, who happens to be a former cop. His job is to investigate complaints of misconduct against cops.

   

  Although he never names the cops, he did provide an extensive and graphic 43-page report on his findings.
• The officers all told Murphy that the suspect was fighting, resisting and using profanity the entire time they were dealing with him, yet he notes that none of this is evident in the audio recording.
• The Complainant was not completely still in response to the orders from police to stop moving.  The Complainant was moving his torso and his legs in a manner consistent with trying to breathe more easily.  The Complainant’s movements were not consistent with trying to escape from the police, attempting to head butt them, trying to kick any officer, or assaulting the officers.
• Discussion of Finding: Consistent statements from the Complainant, Officer #1, Officer #2, Officer #6, and Officer #7.  Although Officer #4 described the Complainant as “fighting” with the officers, yelling profanities, not doing what was commanded, kicking, and attempting to head butt them, the audio recording does not support her contention.  No yelling of profanity by the Complainant can be heard.  When the officers first entered the residence, the Complainant exclaimed, “God damn it.  What the fuck?”  The Complainant used no profanity after this.  Officer #3 also stated that the Complainant was kicking.  However, no officer can be heard on the recordings telling the Complainant to, “Stop kicking,”  or, “If you kick again, I’ll tase you.”  Instead, between the two of them, Officer   #3 and Officer #4 told the Complainant several times to, “Stop moving,”.
• Murphy also determined that the officers could have killed the suspect by piling on top of him like they did.
• In the course of this investigation, it was clear that the involved officers were familiar with the concept of Positional Asphyxia as it relates to prisoners who are hobbled.  However, none of the officers seemed to be aware of the possible danger posed by Positional Asphyxia to the Complainant in this case.  This was a situation where a heavy, not terribly physically fit, middle-aged man had engaged in heavy physical exertion at the door.  He was then placed face-down on the ground and handcuffed with his hands behind his back and the weight of three officers on his body.  This may have had the effect of restricting the expansion of the Complainant’s chest and diaphragm, thus inhibiting the ability of the Complainant to get adequate oxygen and exhale sufficient carbon dioxide to compensate for the physical exertion in which he had just engaged.
• Around the nation, many in-custody deaths have been attributed to Positional Asphyxia.  The following is taken from an article appearing in the June, 1995, National Law Enforcement Technology Center Bulletin produced by the US Department of Justice, National Institute of Justice.
• But despite the sodomy, the torture, the destruction of evidence and even the attempted manslaughter, Murphy’s recommendation was that these officers simply needed more training.

• American Police Force Corporation Takes Over Small Town Police Force and Prisoner-Less Jail

• HARDIN, Mont. (CBS/AP) This is the strange story of how American Police Force, a little known company which claims to specialize in training military and security forces overseas, has seemingly taken control of a $27 million, never-used jail, and a rural Montana town's nonexistent police force.
• After arriving in this tiny city with three Mercedes SUVs marked with the logo of a police department that has never existed, representatives of the obscure California security company said preparations were under way to take over Hardin's jail, which has no prisoners.
•

• Significant obstacles remain - including a lack of any contracts to acquire prisoners from other jails or other states.
• And on Friday came the revelation the company's operating agreement for the facility has yet to be validated - two weeks after city leaders first unveiled what they said was a signed agreement.
• Still, some Hardin leaders said the deal to turn over the 464-bed jail remained on track.
• The agreement with American Police Force has been heavily promoted by members of the city's economic development branch, the Two Rivers Authority. Authority Vice President Albert Peterson on Friday repeated his claim to be “100 percent” confident in the company.
• The lead public figure for American Police Force, Michael Hilton, said more than 200 employees would be sought for the jail and a proposed military and law enforcement training center.
• That would be a significant boost to Hardin, a struggling town of 3,500 located about 45 miles east of Billings. An earlier announcement that a job fair would be held during the last week never came to fruition.
• The bonds used to pay for the jail have been in default since May, 2008.
• Hilton also said he planned a helicopter tour of the region in coming days to look at real estate for a planned tactical military training ground. He said 5,000 to 10,000 acres were needed to complement the training center, a $17 million project.
• But the company's flashy arrival this week stirred new questions. The logo on the black Mercedes SUVs said “City of Hardin Police Department.” 
   
  Yet the city has not had a police force of its own for 30 years.
• “Pretty looking police car, ain't it?” Hardin resident Leroy Frickle, 67, said as he eyed one of the vehicles parked in front of a bed and breakfast where Hilton and other company representatives were staying. “The things you hear about this American Police, I don't know what to think.”
• Hilton said the vehicles would be handed over to the city if it forms a police force of its own. The city is now under the jurisdiction of the Big Horn County Sheriff's Office.
• After meeting briefly with Hilton on Friday, Mayor Ron Adams said he wanted the police logos removed. 
   
  “This helps, but it doesn't answer everything until the contract is signed,” Adams said. “Talk is cheap.”
• Hilton said the company's arrival in Hardin would help allay such concerns. And he promised that on Feb. 1, 2010, Hardin would receive its first check under a deal said to be worth more than $2.6 million annually.
• Little has been revealed to date about American Police Force. The company was incorporated in California in March, soon after Hardin's empty jail gained notoriety after city leaders suggested it could be used for the Guantanamo Bay terrorism detainees.
• Members of Montana's congressional delegation say they have been closely monitoring the events in Hardin, but the city has largely been going it alone.
• In the two years since the jail was built, city leaders have clashed repeatedly with the administration of Gov. Brian Schweitzer, who opposed efforts to bring in out-of-state prisoners.
• After then-Attorney General Mike McGrath issued a 2007 opinion saying prisoners from other states were prohibited, Hardin successfully sued the state.
• Despite the city's contention that the state has continued to foil its efforts to find prisoners, Montana Department of Corrections spokesman Bob Anez said his agency is no longer involved. “That's water under the bridge,” Anez said.
• On Friday, American Police Force announced its first local hire: a reporter for the Billings Gazette, Becky Shay, who has covered events surrounding the jail since its construction. She will be the company's spokeswoman for $60,000 a year.
• Shay said she intended to bring new transparency to the process, but declined to directly answer the first question posed to her: Where is American Police Force getting the money to operate the jail and build the training center?
• “I know enough about where the money is coming from to be confident signing on with them,” she said.
• Gazette Editor Steve Prosinski said he was first informed about Shay's decision to leave the paper on Friday. “We weren't aware that she was talking with them about employment,” he said.
• Hilton said he also had a job discussion with Kerri Smith, wife of Two Rivers Authority Executive Director Greg Smith, who helped craft the deal to bring American Police Force to Hardin. Greg Smith was placed on unpaid leave two weeks ago for reasons that have not been explained.
• Kerri Smith is one of two finalists in the city's mayoral race. Hilton said he asked her to call him about possible employment if she did not win the race. 
   
  Kerri Smith could not be reached immediately for comment. A message was left by The Associated Press at a theater owned by the Smith family. Her home number is unlisted.

• Michael Hilton of American Police Force arrived in Hardin with promises of Mercedes police cars and expertise in operating prisons.
• He delivered the cars last week, but may have learned about prisons following a 1993 conviction for grand theft.
• Public records from police and state and federal courts in California show that Michael Anthony Hilton, using that name and more than a dozen aliases over several years, is cited in multiple criminal, civil and bankruptcy cases, and was sentenced in 1993 to two years in state prison in California.
• Hilton pleaded guilty in March 1993 to 14 felonies, including 10 counts of grand theft, one count of attempted grand theft and three counts of diversion of construction funds, according to Orange County court records. He was sentenced to two years in prison, but it is unclear how much time he served.

• Court records in that case list his real name as Michael Hilton, but they also include the aliases Midrag Ilia Dokovitch, Midrag Ilia Dokovich and Michael Miodrag.
• Hilton, who speaks heavily accented English, has told reporters that he is a naturalized U.S. citizen originally from Montenegro, a country bordering Serbia, and once part of the former Republic of Yugoslavia.
• The same aliases and other similar ones, all with slightly different spellings, show up in many other court documents citing Hilton, including a May 2003 Orange County case in which Hilton pleaded guilty to driving under the influence of alcohol.
• A booking photo from the Huntington Beach Police Department from Hilton's DUI arrest on March 14, 2003, shows him heavier, beardless and with more hair than he has now.
• It also shows the same facial features, including a distinct arched wrinkle over his left eye, along with three deep brow furrows, small, circular indentations in the center of his forehead and a cleft tip on the nose.
• Michael Hilton and his aliases are listed as defendants in various Orange County civil cases alleging fraud and breach of warranty, including a March 2000 case where he is accused of fraud, larceny, breach of contract and false pretenses.
• Court documents in that case allege that Hilton and others solicited investments of hundreds of thousands of dollars from the plaintiff for the creation of collectible Super Bowl commemorative coins.
• The complaint alleges that Hilton and others falsely told the plaintiff that the money would be used for the design and manufacture of the coins, and to pay for a National Football League license to produce them.
• In fact, the complaint states, no such license was ever issued by the NFL.
• Court documents show that the plaintiff obtained a 2001 judgment for $200,000 against Hilton, listing his aliases of Miodrag Dokovich and Midrag Ilia Dokovich.
• Hilton also declared Chapter 13 bankruptcy twice during a 15-month period.
• He filed under his real name, citing the alias Miodrag A. Dokovich, in November 2002, listing a Stanton, Calif., home address and a Fountain Valley, Calif., business address tied to the Belgrade Market Liquor and Deli.
• In February 2004, Hilton filed under his real name, citing the alias Miodrag Dokovich, and listing a Santa Ana, Calif., home address. He estimated his assets at less than $50,000, and listed as creditors only a credit union and his landlord.
• Both bankruptcy filings appear to have been intended to delay eviction proceedings against him. Under federal bankruptcy law, tenants are generally protected from eviction while they reorganize their finances.
• Anh Q.D. Nguyen, a Garden Grove attorney, said in an e-mail that he represented Hilton's landlord in an eviction case against Hilton that was filed in January 2004.
• Nguyen said that Hilton "filed an eleventh-hour bankruptcy petition in which my office successfully obtained relief from the bankruptcy automatic stay, in order to reclaim possession of the rented premises."
• Hilton had also been named as a defendant in July 2002 as part of separate eviction proceedings before his bankruptcy filing that year.
• Hilton filed both bankruptcies without an attorney, paying less than $275 in filing fees for each. Both petitions were dismissed by the court after Hilton failed to provide necessary documentation, including a financial reorganization plan.
• Chapter 13 bankruptcies generally remain on personal credit histories for seven years, and show up on standard credit checks.
• When asked on Wednesday about Hilton's business dealings before his involvement with APF, company spokeswoman Becky Shay said, "That information is not going to be made available at this point."
• "That's his private business. He is a man who distinguishes between private and business, between personal and corporate," she said.
• Shay said she would check with Hilton for a comment about his DUI arrest, but did not provide further details.

• Having lived in the Washington, D.C. area for the better part of  the last 10 years, I've attended my share of protests, though,  again as a resident of the Beltway, I've spent far more time  trying to avoid them and the traffic nightmares they spawn.
• Among  the various classes of protesters—pro-lifers, environmentalists,  anti-war activists, and now Tea Partiers—the most destructive are  easily the anti-globalization/anarchist protesters.
• So when  police clashed with anti-globalization protesters last weekend in  Pittsburgh, one could assume that most altercations represented  justified police responses to overzealous protesters.
• But a number of disturbing images, videos, and witness accounts  have come out of Pittsburgh, as well as from similar high-stakes  political events in recent years, that reveal the disquieting  ease with which authorities are willing to crush dissent—and at  the very sorts of events where the right to dissent is the entire  purpose of protecting free speech.
• That is, events where  influential policymakers meet to make high-level decisions with  far-reaching consequences.

• On the Friday afternoon before the G20 kicked into high gear, a  student at the University of Pittsburgh sent me this photo, which  he says he snapped on his way back from class. 

   

  
• It depicts a University of Pittsburgh police officer directing  traffic at a roadblock. What's troubling is what he's wearing:  camouflage military fatigues.
• It's difficult to understand why a  police officer working for an urban police department would need  to wear camouflage, especially while patrolling an economic  summit.
• He's a civilian police officer, dressed like a soldier.
• The symbolism is clear, and it affects the attitudes of the both  the cops wearing the clothes and the people they're policing.
• He wasn't alone. A number of police departments from across the  country came to Pittsburgh to help police the summit, and nearly  all were dressed in paramilitary garb.
• In one widely-circulated video from the  summit, several police officers dressed entirely in camouflage  emerge from an unmarked car, apprehend a young backpack-toting  protester, stuff him into the car, and then drive off.
• It evoked  the sort of "disappearance" one might envision in a Latin  American junta or Soviet Block country.
• Matt Drudge linked to the  video, describing the officers in it as members of the military.  They weren't, though it's certainly easy  to understand how someone might make that mistake.
• Another video shows a police unit with what seems to be a  handcuffed protester. Officers surround the protester and prop  him up, at which point another officer snaps what appears to be a  trophy photo. (YouTube has since removed the  video, citing a terms of use violation.)
• Other Twitter feeds  and uploaded photos and videos claim police fired tear gas  canisters into dorm rooms, used sound cannons, and fired bean  bags and rubber bullets.
• One man was arrested for   posting the locations of riot police on Twitter.
• Emily Tanner, a grad student at the University of Pittsburgh who  describes herself as a "capitalist" and who doesn't agree with  the general philosophy of the anti-globalization protesters, has  been covering the fallout on  her blog.
• The most egregious police actions seemed to take  place on Friday September 25, when police began ordering students who  were in public spaces to disperse, despite the fact that they had  broken no laws. Those who moved too slowly, even from public  spaces on their own campus or in front of their dorms, were  arrested.
• Lucy Steigerwald, a libertarian student at Chatham University  (and daughter of Reason contributor Bill Steigerwald),  describes the scene via email: "I'm truly disappointed in my  city's reaction to Friday night....hundreds of riot cops  attack[ed] Pittsburgh's biggest, most jockish, mainstream  college. And people still have no sympathy for peaceful  protesters or curious college students on their campus.  They just feel comfortable and confident that people who have the  right to use force on other people are always in the right when  they do so. It's pretty scary and disappointing that they're so  trusting with people's right to assembly being at the whim of the  government.
• A University  of Pittsburgh spokesman said the tactic was to break up  crowds that "had the potential of disrupting normal activities,  traffic flow, egress and the like...Much of the arrests last  night had to do with failure to disperse when ordered."
• Note that  a group of people needn't have actually broken any laws, only  possessed the "potential" to do so, at which point not moving  quickly enough for the liking of the police on the scene could  result in an arrest.
• That standard is essentially a license for  the police to arrest anyone, anywhere in the city at any time,  regardless of whether those under arrest have actually done  anything wrong.
• Pennsylvania ACLU Legal Director Vic Walczak said the problem is  that police didn't attempt to manage the protests, they simply  suppressed them.
• In the process, they rounded up not only  innocent protesters, but innocent students who had nothing to do  with the protests.
• "The reason it's bizarre is it seemed to focus  almost exclusively on peaceful demonstrators," Walczak said on September 26.
• "Police  can't indiscriminately arrest people. On [Friday] night they  didn't even have the excuse of property damage going on or any  illegal activity. It's really inexplicable."
• It certainly can't be easy to both keep order and protect civil  liberties at these sorts of events. But that doesn't mean police  and city officials shouldn't be expected to try.
• A few unruly  protesters (and there was very little property damage at the G20  summit) doesn't give the police license to crack down on every  young person in the general vicinity, nor should it give the city  free rein to suppress all dissent.
• The leaders of the world's 20 largest economies and the press  covering them came to Pittsburgh last weekend. It's unfortunate  that the images that emerged were not of a society that values  free expression and constitutional rights, but one that at big  events gives its police the sort of power to impose order  normally seen in authoritarian states.
• In all, 190 people were  arrested, including at least two journalists. One, a reporter  from the left-leaning IndyMedia, says her camera was returned  broken, with her footage of the protests and police reaction  deleted.
• At last year's Republican  National Convention in Minneapolis, police conducted peremptory raids on the homes of  protesters before the convention.
• Unfortunately, the projection of overwhelming force at such  events is becoming more common.
• Journalists who inquired about  the legitimacy of the raids and arrests made during the  convention were also arrested.
• In all, 672  people were arrested, including at least 39 journalists.
• The Minneapolis Star-Tribune reported in February that 442 of  the 672 who were arrested had their charges either dropped or  dismissed.
• These are precisely the kinds of events where free speech and the  freedom to protest is in most need of protection.  Instead, the more high-profile the event, the more influential  the players, and the more high-stakes the decision being made,  the more determined police and political officials seem to be in  making sure dissent is kept as far away from the decision makers  as possible. Or silenced entirely.

• "RAVENWOOD"   COMES TO AMERICA

• Fans   of the CBS-terminated TV series JERICHO will recognize the name "Ravenwood."
• This was the ruthless mercenary force used by the illegitimate federal   government at Cheyenne to subjugate the citizens of Kansas in the aftermath   of a massive nuclear attack against two dozen American cities.
• As with   much of JERICHO's superbly written story line, Ravenwood reflected real-world   entities.
• Private mercenary forces have been used extensively throughout   the Iraq and Afghanistan wars, as well as in many other theaters.
• And   as JERICHO correctly depicted, these "private contractors"   have largely operated without oversight or accountability. (Can anyone   say, "Blackwater"?)
• For the most part, the American people   are unfamiliar with these mercenary forces, because they normally operate   in foreign theaters of war.
• JERICHO put them on the streets of U.S.   cities. Now it looks like JERICHO was more prophecy than fiction.
• An   underreported (what's new?) story out of a little town in Montana has   brought real-life drama to the CBS blockbuster TV series.
• Interestingly   enough, CBS is the only major news network that has covered the Montana   story.
• In   the little town of Hardin, Montana (which is about the same size as   the fictitious town of Jericho, Kansas, in the TV series), a private   security firm, American Police Force (APF), has been contracted to provide   all police services and to manage the operation of the town's jail.
• According to local news reports out of Billings, Montana, "American   Police Force officials showed up in Mercedes SUV's that had 'Hardin   Police' stenciled on the vehicles. The twist, the city of Hardin doesn't   have a police department.
• "Two   Rivers Authority [the city's economic development agency] officials   say having APF patrol the streets was never part of their agenda."   (Source: KULR-8 Television, Billings, Montana)
• Until   now, the Big Horn County Sheriff's Office was responsible for patrolling   the city. However, numerous Hardin citizens have testified to APF mercenaries   patrolling Hardin's streets.
• The   Hardin jail is an interesting situation, all by itself. Completed in   September 2007, the 464-bed facility has sat totally empty (which begs   an investigative analysis as to how and why the facility was built in   the first place).
• APF promises to fill the jail (with whom is not clear)   and also intends to build a 30,000-square-foot military-style training   facility and a 75,000-square-foot dormitory for trainees.
• Costs are   to be covered by Ravenwood's—excuse me—APF's "business   activities," which includes security and training, weapons and   equipment sales, surveillance, and investigations.
• Of   course, under our Constitution, there can be no such thing as an "American   Police Force" in the United States.
• Any kind of national police   force is not only unconstitutional; it is anathema to everything American   law and jurisprudence is built upon.
• Law enforcement is clearly and   plainly the responsibility of the states and local communities.
• That   a mercenary organization would take the moniker American Police Force   is, by itself, disconcerting. But there is much more.
• APF   touts itself as providing security and investigative work to clients   in "all 50 States and most Countries."
• It boasts having "rapid   response units awaiting our orders worldwide."
• It further brags   that it can field a battalion-sized team of Special Forces soldiers   "within 72 hours."
• APF states that it "plays a critical   role in helping the U.S. government meet vital homeland security and   national defense needs."
• Yet,   an Associated Press search of two comprehensive federal government contractor   databases turned up no record of American Police Force.
• Representatives   of security trade groups said they had never heard of APF.
• Alan Chvotkin,   executive vice president and counsel for the Professional Services Council,   said, "They're really invisible."
• An   attorney for APF, Maziar Mafi, said the company was a spin-off of a   major security firm, but declined to name the parent company or give   any other details.
• But   at least one source reports, "American Police Force, the paramilitary   unit patrolling a small town in Montana, has been exposed as being a   front group for the disgraced private military contractor Blackwater,   now called 'Xe'."

• Whoever   is backing APF has deep pockets; that much is for sure. That APF might   be connected to Blackwater makes this situation even more problematic.   But there is still more.
• According   to numerous local news reports, APF's lead figure has a criminal history.
• APF's head is a man named Michael Hilton. And recent revelations have   turned up the fact that Hilton has served several years in jail--along   with being served several civil judgments--for fraud.
• In fact, Hilton   is currently scheduled to appear in a California court over an outstanding   judgment in a fraud case.
• This has caused the Two Rivers Authority (TRA)   to step back from the APF deal. And at this writing, the future of the   agreement between TRA and APF is uncertain.
• Adding   to the dubious image of APF is the accusation that their on-the-ground   leaders seem to be Russians.
• According to Hardin residents, the APF   officer in charge had a "thick Russian accent." (Of course,   Hilton himself is Serbian, and it appears that many of his personnel   are likewise Serbian.)
• Residents also state that they were told seventy-five   percent of the security officers that were to be trained would be "international."
• Is this what we have to look forward to: foreign mercenaries--employed   by international corporations and backed by the federal government--being   used to police American cities?

• Local   protests against the introduction of APF mercenaries in Hardin have   already caused APF to change its name.
• Late news reports state that   the private contractor is now operating under the name of American Private   Police Force.
• In   the meantime, Montana Attorney General Steve Bullock has launched an   investigation into the Hardin matter.
• According to the AG's office,   the investigation is predicated upon concerns that the company might   be violating the Montana Unfair Trade Practices and Consumer Protection   Act.
• The   Hardin saga is both noteworthy and troublesome. It is the latest example--but   certainly not the first--of how private security companies are being   employed as law enforcement personnel.
• Retired   lawman Jim Kouri recently wrote a fascinating piece in which he chronicles   the growing trend of private security companies exercising police powers.
• Kouri summarizes an American Society for Industrial Security report,   saying, "There are more than one million contract security guards,   with perhaps another million guards who are proprietary security officers   who are hired directly by businesses and institutions.
• On the other   hand, there are about 700,000 sworn law enforcement officers working   for towns, cities, counties, states and the federal government."
• Of   course, most of these "private police" mercenaries are military-trained.   And they are also the ones providing most of the military-style training   to America's various law enforcement agencies.
• Kouri   goes on to point out that Lexington's (Kentucky) Police Department contracted   Blackwater Security International to provide "homeland security   training."
• And in New Orleans, Louisiana, mercenaries openly patrol   city streets.
• Kouri notes Blackwater officials as saying they are on   contract with the Department of Homeland Security and have been given   the authority "to use lethal force if necessary."

• All   of the above is disconcerting enough, but when one factors in President   Barack Obama's desire to create a "Civilian Defense Force,"   potential problems only intensify.
• For example, in 1995, the United   Nations' International Police Task Force (UNIPTF) was created.
• Ostensibly,   the UNIPTF was formed to "carry out programs of police assistance   in Bosnia and Herzegovina."
• Then, in 2003 the Civilian Police International   (CPI) was created. This was a joint venture between the U.S. State Department   and such notable private companies as Wackenhut and Kellogg Brown &   Root (a Halliburton company; and, by the way, so is Blackwater.
• But   this is just a coincidence, right?).
• The stated purpose was for "international   law enforcement and criminal justice programs." Inertia for mercenary-style   (backed by the federal--or even international--government) law enforcement   has been growing ever since.
• The   question must then be asked: "Could the whole APF and Hardin, Montana,   affair be a test run for Obama's budding Civilian Defense Force?"
• In   the CBS TV series, JERICHO, residents resisted the federal government's   mercenary force, Ravenwood, and fought ferociously for their freedom   and independence.
• At the time the show aired, it all seemed like fantasy.   But if you talk with the residents of Hardin, Montana today, they might   say that fantasy is fast becoming reality.

• UN and Interpol officials will meet today to discuss the formation of a “global police force” that would enjoy access to a worldwide database of DNA, biometric and fingerprint records.
• The effort will be spearheaded by a man known as “The Enforcer” who helped federal authorities both conduct and cover up the murderous Waco siege which killed 76 people in 1993.
• “Interpol and the United Nations are poised to become partners in fighting crime by jointly grooming a global police force that would be deployed as peacekeepers among rogue nations riven by war and organized crime, officials from both organizations say,” reports the New York Times.
• The emergence of a global police force is of course something that people like Alex Jones have been warning about for well over a decade.
• The global police force, just like the world army, is a key centerpiece of the march towards a dictatorial global government.
• Those who were once called paranoid conspiracy theorists for claiming that the plan all along has been to centralize law enforcement into a global body run by the world government under the auspices of the UN and Interpol have been proven right once again.
• For a taste of what Americans who aren’t so favorable to taking orders from foreigners on home soil can expect, consider the fact that the secretary general of Interpol, and one of the men at the forefront of setting up the global police force, is none other than Ronald K. Noble.
• Noble, who is known as “The Enforcer,” has been instrumental in working with Chinese authorities to provide policing in the Communist country for major national events.
• However, his most notorious role was in ordering and then, in his position as Undersecretary for Enforcement of the United States Department of the Treasury, whitewashing the actions of the BATF following the federal government’s murderous siege on the Branch Davidian compound at Waco which killed 76 people including more than 20 children and two pregnant women in April 1993.
• As Carol Moore writes, “Noble had approved the decision to go ahead with the raid,” and therefore, “had little interest in issuing a report that either would challenge significantly the BATF’s investigation or modus operandi or would admit these led to crimes against the Davidians.”
• Noble ignored in his report more than a dozen eyewitness reports, along with photographic and video evidence, of a BATF helicopter firebombing the Waco church during the siege.

• He also ignored David Koresh’s July 1992 invitation to the BATF to inspect the Waco compound, which if it had gone ahead could have prevented the siege and the murder of 76 innocent people altogether.

• “During the hearing, Friend-of-Bill Webster Hubbell denied repeatedly that he and Clinton had discussed the Waco situation informally, and improperly.
• However, an Associated Press article claimed Hubbell had revealed he was giving Clinton updates on Waco. And House staffers discovered a memorandum in which then-Treasury official Ron Noble asserted Hubbell would take the matter up with Clinton if the Treasury Department’s review did not downplay BATF errors.
• Clearly, Noble condones covering up government crimes against citizens,” writes Moore.
• Noble was picked directly for the position of secretary general at Interpol by fellow Waco siege accomplice, former Attorney General Janet Reno.
• During his September 2005 secretary general re-election acceptance speech in Berlin, Noble attributed Interpol’s ‘rebirth’ to the events of 9/11, saying that the terrorist attacks allowed the organization to go from being treated as largely irrelevant to setting it on the path to becoming an international police force.
• Noble told the New York Times that one of the main roles of the global cops would be to stop people to check their identities against a global database.
• “The police will be trained and equipped differently with resources,” Mr. Noble said. “When they stop someone, they will be consulting global databases to determine who they are stopping.”
• As we previously reported, Interpol is setting up a huge biometric facial scan database of international travelers so they can cross-check everyone against a database of terror suspects, international criminals and fugitives.
• The database will hold the records of every citizen who has ever traveled in and out of the virtually every country in the world, representing intelligence agency style bulk interception of information.
• According to the NY Times report, Interpol agents would be given special electronic passports that would allow them to speedily cross international borders.
• “With the meeting of justice ministers on Monday, which coincides with a general assembly of Interpol police members, the group is expected to debate the global police issue and to craft a declaration that would lead to an action plan for international police peacekeeping within 12 months,” reports the Times.
• The danger of having a global police force conducting law enforcement on U.S. soil under the control of Interpol and the UN is self-evident.
• Global cops who do not have to swear an oath to uphold the Constitution have no obligation to follow it.

• Attorney General Drops Investigation Into APF

• Montana’s Attorney General dropped his investigation in to California-based security company American Police Force Tuesday.
• A statement released by Montana’s Attorney General Steve Bullock said the goal was to guarantee that, “No Montanans were taken advantage of or conned by this company.”
• Since Michael Hilton and APF ended plans to do business in the state, Bullock’s office decided to suspend its inquiry.
• Officials asked APF to release documents about their funding, current contracts and corporate backing. APF did not provide these documents.
• Spokeswoman Becky Shay said the company faxed the AG a one-page letter saying APF did no business in Montana other than to negotiate the jail contract, which they discontinued.
• Bullock’s statement concludes, “Mr. Hilton’s failure to answer these simple questions about his company speaks volumes about his company’s legitimacy.”

  Stalin said the main purpose of propaganda was not to change people’s minds, but to create societal “norms”. Then anyone who thinks or says anything outside these “norms” will appear to be “fringe” and “crazy” to the masses who will then ridicule them back inside societal boundaries, or turn them in to the “authorities” for re-education.

  Good points. The phrase conspiracy and conspiracy theorists have been coopted by the elite as a shorthand for “if you use your intellect, logic, and reason, to determine if our enemy’s point is valid you will be ostracized from our group forever”. This is done by first creating an unease in the subject, and then offering them a panacea that makes them feel safe again. In accepting, first the feeling of unease and in turn the panacea, the subject regresses to a childlike state where they once again turn over to their parent or another figure of autrhority, their right and ability to make their own decisions. Their right of self determination. This is perfectly normal in a baby but perfectly dangerous in an adult.

   How am I supposed to know if that man in a “police” uniform, driving a “police” car is a REAL cop????? I CAN’T!!!!!!!!!!!!!!!!!!!!!!!!! If I can’t tell who is legitimate authority, then I won’t recognize any, but my own, and my god’s.

   Obama Executive Order Cedes US Sovereignty, Citizen Rights to Interpol

• With Obama, always, always look at the other hand…
• Yesterday, it was brought to my attention by Pierre Legrand that President Obama signed an Executive Order on December 17th that no one and I mean no one, reported on.
• As horrifying as the health care legislation is and I personally believe it is worthy of revolt, this Executive Order has the potential to be monstrous.
• Here is the Executive Order:

  EXECUTIVE ORDER

  AMENDING EXECUTIVE ORDER 12425 DESIGNATING INTERPOL
  AS A PUBLIC INTERNATIONAL ORGANIZATION ENTITLED TO
  ENJOY CERTAIN PRIVILEGES, EXEMPTIONS, AND IMMUNITIES

  By the authority vested in me as President by the Constitution and the laws of the United States of America, including section 1 of the International Organizations Immunities Act (22 U.S.C. 288), and in order to extend the appropriate privileges, exemptions, and immunities to the International Criminal Police Organization (INTERPOL), it is hereby ordered that Executive Order 12425 of June 16, 1983, as amended, is further amended by deleting from the first sentence the words “except those provided by Section 2(c), Section 3, Section 4, Section 5, and Section 6 of that Act” and the semicolon that immediately precedes them.

• Nudge, nudge folks… This seems a minor change but let us break it out for you as we see it. Let’s look at the section from Executive Order 12425.

• Here’s the text of 2(c), which this Executive Order now has applying to Interpol:

  (c) Property and assets of international organizations, wherever located and by whomsoever held, shall be immune from search, unless such immunity be expressly waived, and from confiscation. The archives of international organizations shall be inviolable.
• This now says that Interpol is no longer subject to the Freedom of Information Act.
• Their premises or staff can no longer be searched either. Their files are not subject to legal subpoena or discovery. Our government could just hand documents and files over to Interpol and Americans would no longer have access to them.
• Interpol can legally keep files now on all citizens of the US with no right to redress.
• In reality, we have just handed over our sovereignty.
• Interpol headquarters in the US is currently headquartered in the Department of Justice.
• A ‘separate’ Interpol agency has been created in the DOJ – let that sink in for a moment.
• Interpol has been granted diplomatic immunity now by Obama – they have exemption from being subject to search and seizure by law enforcement, US taxes and immunity from FOIA requests, etc.
• This action could also be used to divulge American military secrets and a whole host of horrific practices having to do with going after our military.
• It’s the road to internationalism on steroids.
• I contend this is the foundation for an international governing and policing body. A modern day SS here in the US if you like.
• Remember how Obama wanted to create a civilian police force? Well, it’s here, just from a direction I never saw it coming from.
• I really believe you will see Interpol police forces on US soil in the near future.
• It will resemble the Gestapo and their intelligence gathering techniques. This police force would not be subject to our normal Constitutional oversights – remember, no search and seizure etc.
• You have to admire the evil genius behind all this. Just stunning.

• INTERPOL, an international criminal police organization, is now poised to reside above the United States Constitution – in a place of sanctity beyond our FBI, CIA, DIA, and all other criminal investigatory domestic organizations.

  President Obama has just placed our Constitutional rights under international law.

• Garry Hamilton has this to say:

  It is well to know who these people are, and where they’ve been. Though the expression “modern day SS” sounds like a hyperbolic metaphor, an examination of Interpol’s roots shows that it is, in fact, more literally true than that.
• I was in Europe in 1973 when an expose was published, revealing that many, if not all, of the presidents of Interpol from the late 1930s or early ’40s until at least 1972 were Nazi Gestapo and SS officers.
• Reinhard (”The Hangman”), Heydrich (also head of Nazi SS Intelligence Service) and Gestapo chief Ernst Kaltenbrunner.
• By 1942 Interpol was consolidated with the Nazi Central Police, run by the Gestapo.
• As the Nazis invaded cities throughout Europe, police files from each were seized and evidently integrated into Interpol’s files.
• In 1972 the sitting Interpol President was Paul Dickopf, former Nazi SS officer (SS #337259).
• The source on this? The Simon Wiesenthal Center. Simon Wiesenthal is pretty much the most famous of the post-war Nazi hunters, having impressively thorough files.
• Interpol isn’t just any old bunch of thugs. They are rooted in one of the most effective and ruthless gang of thugs anywhere, ever.
• If there is anything at all that can be done to nullify this Executive Order, it needs to be done soonest.
• The idea of an American President enlisting the aid of both old Communists and old Nazis to bring about the fall of the United States is the stuff of rejected bad novel plots.
• No one would ever buy a plot that cheesy. I mean, really, would you go see a movie about a President who rose to power through voter fraud and union thuggery, and then brought in the survivors of the two most virulent enemies the country has ever had in order to deliver the knock-out punch to our culture and nation?
• No, you wouldn’t. It would be the stupidest piece of modern fiction on record. It’s totally unbelievable as a story line.
• Yeah, it’s really lame fiction.
• It makes for even worse reality.
• Interpol are not the good guys. Nothing good can come from giving them any domain at all in our country.
• Before we let you go, I want to remind you of some of the ‘civilian army’ items that we have showcased before:
• Remember, Obama did this while no one was looking and while they were distracted.
• No media outlet is looking into it. No one is ringing alarm bells. This is happening and it is here.
• The Trojan Horse of health care for all was definitely a pig with lipstick. The Interpol Executive Order is a shiny Trojan Horse that has the potential to grind America beneath Obama’s bootheel…
