Ostrich Project Blog debates whether YouTube is an OER repository. Seems it "can" be used in that fashion (videos can be hotlinked to go to other items/sites). Metadata is not always standard though; lots of sifting unless you use channel organization to fullest. Better than repositories "in a box" (e.g., D2L) though IMHO.
