The Internet Public Library offers a free Ask a Librarian service via email. while the service runs 24 hours/day, 7 days/week, the email form states that at least 3 days are needed for most replies.
This page links users to free services of the Library of Congress, a great option for those who might not have a library affiliation (and thus access to a reference librarian). Certain fields (including digital reference) offer live chat.
