Trust is also very important in fostering a community of learners, as any classroom teacher can tell you. Co-created norms are still going to be a challenge, especially within the context of potentially punitive teacher evaluations, if teachers don't trust evaluators to apply those norms carefully, thoughtfully, compassionately, and judiciously.
