SENA explicitly allows the registration of Japanese and Islamic heraldry under the Individually Attested Pattern section. However, to do this, the submitter needs to use documentable Japanese charges in a documentable manner. So the bottom line is, if you want to go outside the Core Style Rules it very much matters what culture you are trying to recreate.
