• In 2004, a very interesting study called ‘Vision 2020: Forecasting international student mobility’ (produced by the BC, Universities UK and IDP Education Australia and often cited) predicted that there would be more overseas students studying for UK qualifications abroad than on courses at universities and colleges in the UK itself by around 2008 (see graph).

• Predicted numbers were 345,000 by 2010 and 800,000 by 2020. This envisaged annual growth of some 9% – almost double the growth rate expected for international students coming into the UK.

   

  In spite of their caveats on the likely shortcomings of the forecasting model, they were close to bang on. The latest HESA numbers indicate 408,000 students studying for a UK qualification outside of UK in 2009-10 (including 340,000 non-EU students, while there were 309,000 non-EU students in the UK). BC colleagues suggest that the TNE number is an underestimate, if anything, though it is clear that the total includes distance education provided by, for example, the Open University and London International Programmes.

• ‘Strategy for the Internationalisation of Science and Research’ and the German Academic Exchange Service (DAAD) implemented an action programme, ‘Quality through internationality‘.
