"All these details prove that Aadhaar work is progressing in Kerala along with this controversy. Somehow a person who has taken Aadhaar already"
"KOCHI: Kaladharan V N, a retired BSNL employee, has been taking the road to LMCC High School, Chatyat, for the past four days to register his family’s name for the Unique Identification (UID) Card. He stands in the queue from morning but returns home disappointed after 5.30 pm every day. Even on Monday he headed to the school with great hopes of registering the names but in vain. Same is the case with hundreds of people standing in front of the LMCC school. All because of the lack of staff support from Keltron that has undertaken the project of enrolment of UID card registration.
The registration of Aadhaar cards commenced at the LMCC High School from September 3 and the registration is for Ayappankav, division 68. But people from other divisions are also heading to the school. To accommodate or direct the crowd there is no proper management. The lack of awareness about the procedures of the Aadhaar is also creating confusion. Some people wait for long hours only to go back home to collect the necessary documents. “I had to go back to take my child’s document after waiting for hours,” said M D Chandrashekaran, who came for the registration for the third consecutive day."
"KOCHI: The biometric registration of Kochiites for Unique Identification Number (Aadhaar) project will begin on Monday. Excise Minister K Babu will inaugurate the function to be held in this regard at the District Panchayat Hall in Kakkanad.
Unlike the Voters ID, PAN Card and Ration Card, the Aadhaar can be used for more than one purpose. The Unique Identification Number is expected to reduce impersonation cases as it help identify a citizen easily. After its implementation, bank accounts based on the 12-digit number will be used to give away government benefits. This will help to restrict benefits to the undeserved. Aadhaar will also address the issues of expatriates. The number, which will be given to each citizen, will be stored in a centralised database. It will be linked to the basic demographics and biometric information - photograph, 10 fingerprints and iris - of each person.
The Unique Identification Authority of India (UIDI) has enrolled registrars all around the country, who will make their services available through enrolment agencies. In Kerala, the state government will be the registrar and its IT undertaking Akshaya will be the enrolment agency."
"THE UNIQUE Identification Number Database, also known as the Adhar number is about to be implemented in Thrissur, according to official sources. Deputy Mayor Subi Babu said that the corporation has received instructions to initiate proceedings to collect the mandatory information pertaining to the UID project. They have also received instructions to stick to the deadline.
UID comes under the jurisdiction of the Unique Identification Authority of India (UIDAI), a central government agency responsible for implementing the Adhar. It was established in February 2009, and will own and operate the unique identification number database. The UID is a unique number to all Indians, but not smart cards. The authority will provide a database of residents containing very simple data in biometrics."
"Thiruvananthapuram: The new UDF government in Kerala is taking a headlong plunge into the R15,000-crore Unique Identification Card (UID card) project. To splash it out as the country’s first state with 100% coverage in UID, the state government has offered R49.50 crore for the project now.
Chief minister Oommen Chandy has asked UIDAI (UID Card Authority of India) chairman Nandan Nilekani what would it take for the project, forked out for three phases in Kerala, to be implemented in one year, in a single go. ‘‘This is to speed up the identifity card for those under BPL (below poverty line) ambit and fasttrack their welfare measures. To cover the expenses of the surveyors at field work, about R49.5 crore would be required. Although this is Centre’s share as part of the project work, to expediate the project, the state is ready to advance this amount,’’ Chandy told FE. "
"Tvm: The Kerala Government has decided to enrol all the residents of the State under the ambitious Unique Identification (UID) programme of the Central Government within a year. This was announced by Chief Minister Shri Oommen Chandy today.
Briefing the media after the weekly Cabinet meeting, the Chief Minister said, “If everything works out according to the plan, the enrolment would be completed in the next one year and Kerala can have the distinction of being the first State in the country with 100% enrolment”.
Aadhaar, the UID project was launched in Kerala on February 24, 2011. Launching the project, the then Chief Minister, Shri V S Achuthanandan had said that the enrolment for Aadhaar would be voluntary in the State. But today, talking to Kerala IT News, Shri Oommen Chandy clarified that the enrolment would be mandatory for all. “Full enrolment would enable the State to get many benefits from the Central Government and the citizens would be able to take the maximum advantage from these schemes. The UID project would also help us identify the real beneficiaries of such schemes”, he added."
"KOCHI: It looks like the state government has failed in doing its homework before initiating Aadhaar, the unique identification project. Though it commenced a few days ago, it is yet to pick up for want of proper planning. There are lots of hurdles which the authorities concerned have to overcome, lack of awareness being the main one.
Many people are ignorant about this unique identification cards and the authorities have not taken a single step with regard to creating awareness. The project which was inaugurated on August 1 by Excise Minister K Babu was initiated by the Central Government which has appointed the registrars and enrolment agencies — the state government and Akshaya Centre respectively. An office was opened at the community hall of the district panchayat for the purpose."
"The government has started distributing forms and collecting photographs from the citizens of the state as part of giving them ‘Aadhaar’ (Unique Identity Number). The project which has been initiated by the central government and is being carried out through the postal agency has also the backing of the state government which distributes forms through various sources like ‘Akshaya.’ But, apparently there seems to be confusion between the data collected by the state government and that collected by the central government.
'Aadhaar' registration in progress
Muraleedharan from Ambalamukku is completely bewildered by the project: “’Aadhar’ has been notified as a project that is being carried out by the central government. Then why is it that we get one kind of a form from the postal department and a completely different one from ‘Akshaya’? While forms given from ‘Akshaya’ ask you to enter details about your bank account number and gas connection, the postal department form asks only about things concerned with your post office. Doesn’t the public have the right to know what exactly is going on?”
‘Aadhaar’ was inaugurated in the state by Chief Minister Oomen Chandy on the 5th of July. For those who have not heard about ‘Aadhaar’, it is a 12 digit number which is to be the unique identification of a particular citizen as per Unique Identification Authority of India (UIDA). While the postal department holds responsibility for the functioning of ‘Aadhar’ on a national basis, the same job has been entrusted to Keltron, IT@school and ‘Akshaya’ in the state, along with the postal department."
"KOCHI: The authorities with the Akshaya project have decided to expedite the process of collecting data and biometrics for issuing Unique Identification (UID) cards.
They have taken measures to increase the number of processing applications a month to 20,000.
Now, the number of applications being processed a month is around 5,000.
“Till now, we have processed around one lakh applications. We have decided to expedite the process,” said Korath V Mathew, director of Akshaya Programme.
According to the state government, enrolment of UID cards will be completed in a year. Aadhar, the UID project, was launched in Kerala on February 24.
“Full enrolment will enable the state government to get many benefits from the Central Government and the citizens will be able to take the maximum advantage from these schemes."
"Thiruvanantha puram: CPI(M) senior leader V S Achuthanandan said that the Unique Identification Number Database system that gathers details of the citizens is motivated by vested interests and is dangerous to the integrity of the civil society. He demanded that the centre drop the Aadhar (UID) project considering the social and ethical impact that it can have on the public. "
"June 1: If the Chief Minister, Mr Oommen Chandy’s plan works out according to schedule, Kerala will become the first state to get unique identification number (UID) for its entire populace. Keeping with his “Fast and Forward” slogan the Chief Minister has decided to advance Rs 49.5 crore to the Unique Identification Authority of India (UIDAI) instead of waiting for the Centre to allot funds. Along with this, the cabinet also decided on Wednesday to create 31 posts and allocate Rs 140 lakh to speed up the work.
“The UIDAI officials told me that if the state advances the required fund and gives them staff, they will give UIDs to everyone in the 14 districts of Kerala in a year and not in three years as they originally planned,” the Chief Minister told mediapersons after a cabinet meeting. “So we decided to do likewise. We won't be losing any money since the Centre will refund us,” he added. “We are just advancing the money to speed up the work. If it happens as we plan, Kerala will be the first state to get UIDs for all.” The CM said that the previous LDF government had dragged its feet on UID instead of taking quick decision. "
"Government to limit LPG for domestic use, give subsidy in cash
By Kumar Anshuman
Subsidies are described as good politics and bad economics. The subsidy on liquefied petroleum gas has been more of politics than of economics: a householder pays only Rs395.35 for a 14.2kg cylinder which actually costs Rs710. Now the government is set to correct the imbalance, and is planning to limit the number of LPG cylinders given to a household in a year. If you want to get more, you will have to pay the market price."
"KOCHI: The district-level distribution of Aadhaar Unique Identity (UID) card will be inaugurated by Excise and Port Minister K Babu on August 1.
Aadhaar UID monitoring committee has decided that the distribution of the card will begin in Thrikkakara municipality and registration of the card will be completed in a time-bound manner.
The registration process will be conducted by Kudumbashree, Asha workers and Anganwadi teachers. The committee estimates to conduct 700 registration daily.
The form for the registration of Aadhaar UID card will be available through Akshaya centres in Thrikkakara municipality from July 23. To avoid rush in the centres, date and time for taking photos and finger prints will be noted in the form."
"THIRUVANANTHAPURAM: The State Assembly on Monday unanimously adopted a substantive motion moved by Food and Civil Supplies Minister T M Jacob asking the Union Finance Minister not to accept a task force recommendation that limits the yearly supply of subsidised cooking gas cylinders to just four per family. "
"There are few quite like the merry men of Communist Kerala. From a group’s 27-year crusade for senior citizens’ right to subsidised alcohol to others who shoot off indignant SMSes if a liquor shop delays opening its shutters by even five minutes, Soutik Biswas records the desperation of the Malayali alcoholic. "
"The Bihar government has set up e-kisan bhawans, information and advisory centres for farmers, in 324 blocks across the state. The remaining 210 blocks will be covered in the following year. "
"This working paper includes a twelve-step strategy for states and the Centre to improve capacity building for effective e-governance implementation. Areas identified include institution, NGO and citizen capacity building."
