The Clinton administration must fill 15 vacant ambassador slots out of 162 worldwide. At least a half dozen posts are also up for grabs:

Britain: William Crowe Jr., retired chairman of the Joint Chiefs of Staff, agreed to stay on as ambassador until a successor is named. Swanee Hunt, ambassador to Austria and a big donor to Clinton's '92 campaign, is a candidate.

Canada: In the running to replace former Michigan Gov. James Blanchard, a Democratic loyalist, is Clinton friend Phil Lader, former Small Business Administration chief and co-founder of Renaissance Weekends, the annual political retreats in Hilton Head, S.C. Also mentioned: Atlanta attorney Gordon Giffin, head of Clinton's '92 and '96 campaigns in Georgia.

Czech Republic: State Department spokesman Nicholas Burns, a career foreign-service officer, is expected to be offered the job in the developing former Eastern Bloc country.

France: New York investment banker and Democratic donor Felix Rohatyn is Clinton's choice to replace party patron Pamela Harriman, who died in February.

Germany: John Kornblum, assistant secretary of state for European and Canadian affairs, is expected to succeed Charles Redman.

Greece: Career diplomat John Negroponte, onetime envoy to both the Philippines and Mexico, is expected to replace Kenneth Brill.

Japan: Former House Speaker Tom Foley of Washington is expected to replace former Vice President Walter Mondale.

Korea: Diplomatic veteran Stephen W. Bosworth, ex-ambassador to the Philippines and Tunisia, is expected to be picked to oversee what could be some difficult times on the peninsula.

Russia: James Collins, ambassador-at-large for the newly independent states of the former Soviet Union, is a shoo-in to replace Thomas Pickering, soon to be undersecretary of state for political affairs.

Other open embassy posts: Argentina, Bosnia, Djibouti, Guyana, India, Israel, Malta, Micronesia, Mongolia, Mozambique, Turkey and the U.S. Mission to the European Office of the United Nations.

Other envoy candidates: Charles Manatt, former chief of the Democratic National Committee, and Jerry E. Abramson, Louisville, Ky., mayor.
