SAN FELIPE, VENEZUELA - Beyond the gates of his farm, Alfonso Puche sees sunburnt farmers slashing his young sugar-cane crop with machete blades. He hears the motor of his own tractor uprooting seedlings at nightfall to make way for new vegetable crops.
