Clinical commissioning: our vision for practice-based commissioning : Department of Health - Managing your organisation

  • The Department of Health has worked with a wide range of clinicians, PCTs and strategic health authorities to produce a collective vision for clinical commissioning. This vision is presented in the document ‘Clinical Commissioning: our vision for practice-based commissioning’, which was launched on 4 March 2009.
    The document sets out the hallmarks of successful clinical commissioning, the support and entitlements that practice-based commissioners can expect, and the principles underpinning vibrant, productive practice-based commissioning partnerships between PCTs and their clinical communities.
    It confirms the direction of practice-based commissioning and firmly embeds it as a core aspect of World Class Commissioning.

Practice-based commissioning budget guidance for 2009/10 : Department of Health - Publications

  • PCTs are responsible for ensuring that practices receive an indicative budget that reflects the needs of their population as accurately as possible. This allows a practice to access a 'fair share' of the resources available to the whole of the PCT for its patients. The Department has updated the toolkit that can be used to determine weighted capitation indicative budgets at practice level. This is part of our ongoing commitment to refine the methodology and improve accuracy.
    To accompany the toolkit we have also produced guidance which sets out:

Healthy Weight, Healthy Lives: Commissioning weight management services for children and young people : Department of Health - Publications

  • This guide has been developed to support local areas in commissioning weight management services for children and young people. It is designed to reflect the move towards world class commissioning and joint commissioning of children’s services, and complements the existing suite of Healthy Weight, Healthy Lives publications.
    The guide includes an introduction setting out the wider context and additional plans to provide support to commissioners in this area, and 15 separate tools covering key steps in the commissioning process.

Putting prevention first- vascular checks: risk assessment and management - next steps guidance for primary care trusts : Department of Health - Publications

  • Putting prevention first, published in April 2008, outlined proposals for a system of vascular checks to be carried out in primary care. This document has been developed in consultation with PCT commissioners, those who will be carrying out the checks and the Learning Network, which has been set up to share learning across the NHS on vascular risk assessment and management. It draws on some real life case studies and examples of how PCTs have already implemented vascular checks in their areas. It provides practical tools to support commissioning and links to existing resources and guidance.

  • Vascular diseases include heart disease, stroke, diabetes and kidney disease. A significatn amount of vascular morbidity and mortality could be prevented through primary prevention and early detection of these diseases. A universal risk assessment and management programme could significantly increase uptake of the preventative interventions, and offers a real opportunity to reduce health inequalities.

New measures for the Manual for Cancer Services 2004 : Department of Health - Health care

  • Revised measures have been published which update those in the Manual for Cancer Services and are relevant to cancer outcomes and their commissioning.

Children and young people in mind: the final report of the National CAMHS Review : Department of Health - Publications

  • The independent CAMHS Review was commissioned to look at how mainstream and universal settings are meeting the educational, care and support of children and young people at risk of and experiencing emerging emotional, behavioural, psychological and mental health problems.
    The Review has looked at how CAMHS are meeting the needs of some of the most vulnerable children, with complex and challenging needs to ensure that they are delivered in a more integrated way. It has considered how we can deliver better outcomes for children with mental health problems and identified practical solutions to how those delivering, managing and commissioning services can address the challenges they face.

Transfer of Learning Disability SC Funding and Commissioning from the NHS to Local Government : Department of Health - Social care

Directions to Primary Care Trusts concerning the exercise of Dental Public Health functions 2008 : Department of Health - Publications

  • Directions have been made on implementation of The Functions of Primary Care Trusts (Dental Public Health) (England) Regulations 2006. The functions are to provide oral health programmes and undertake oral health surveys. PCTs will need to have regard to Delivering Better Oral Health An evidence-based toolkit for prevention published in September 2007 in developing oral health programmes and the guidance issued in January 2007 Dental screening (Inspection) in schools and consent for undertaking screening and epidemiological surveys in undertaking oral health surveys. PCTs will also need to make appropriate staff available in exercising the function to undertake oral health surveys in accordance with the national programme and protocols.

PBC Development Framework : Department of Health - Managing your organisation

  • The Department of Health has established a PBC Development Framework, which SHAs, PCTs and practice-based commissioners (PBCs) can now use to appoint appropriately skilled organisations to provide a range of PBC capability development support.
    Clinical leadership through PBC is at the heart of world class commissioning; driving improvements and stimulating innovation in service delivery. Commissioning is strongest and most effective when it is the product of a partnership between local clinicians and health service managers working in tandem.
    The PBC Development Framework provides a structured and time efficient method for NHS bodies to rapidly procure high quality support to boost their PBC capability and skills.

New Horizons for Mental Health Commissioning - An opportunity to help shape the agenda. 7th May 2008 : Department of Health - Publications

  • Letter inviting attendees for an event on the 7th May to be held at the Victoria Park Plaza Hotel in London, a seminar focussing on World Class Commissioning for Mental Health, Integrated Mental Health Commissioning, and Mental Health Priorities.

NICE 18th work programme: technology appraisal minded referrals in March 2008 : Department of Health - Publications

  • The Department of Health has asked NICE to co-ordinate the consultation on the remits for the proposed technology appraisals and the Institute will be seeking comments from the health/pharmaceutical industry, professional organisations and patient groups. NICE will, at the same time, consult on the draft scopes for the proposed appraisals. This process is in line with the published process for the development of technology appraisals, which can be found on the NICE website.

NICE 18th Work programme: clinical guidelines and public health guidance referred in March 2008 : Department of Health - Publications

  • Department of Health Ministers have referred various topics to the National Institute for Health and Clinical Excellence for the production of clinical guidelines and public health guidance.
    NICE will begin consultation on these in due course and details will be made available on the NICE website

NHS - The Improvement Network - Evaluation of One-Stop Shop (Oss) Models of Sexual Health Provision

  • In 2001, the Government published the National Sexual Health and HIV Strategy and one of the recommendations is the provision of more comprehensive and integrated sexual health services. One of the commitments in the strategy was to undertake an evaluation of different models of One Stop Shops. This report, which has just been published provides valuable findings and information for PCT commissioners and service providers considering an integrated approach as well as those already providing integrated services.

NHS - The Improvement Network - PBC: Personalise your Improvement with the No Delays Achiever

  • The No Delays Achiever from the NHS Institute now offers (from 29 February 2008) Practice Based Commissioners the ability to select their PBC groups and examine their patients’ 18 week journeys. The No Delays Achiever is a web-based tool that creates Referral to Treatment pathways. Once you have registered on the No Delays Achiever site you can create a personalised Cluster view for your PBC network, selecting individual GP practices based either on PCT affiliates or from further afield. You can then analyse patient journeys from trust level all the way down to HRG and (anonymised) consultant level. You can learn more about how to use the tools in the No Delays Achiever from a commissioning perspective using the Commissioner’s Guide.

NHS - The Improvement Network - More Choice Greater Voice - a toolkit for producing a strategy for accommodation with care for older people

  • The Housing LIN (Learning and Improvement Network) has published 'More Choice Greater Voice - a toolkit for producing a strategy for accommodation with care for older people'. This document provides a toolkit for undertaking work that will support a whole system approach to planning and developing accommodation and care. It is published by the Housing Learning and Improvement Network at the Care Services Improvement Partnership at the Department of Health and the Department of Communities and Local Government. It is good practice rather than mandatory and has been prepared specifically to accompany the government's new National Housing Strategy for an Ageing Society, to offer guidance for commissioners and providers to enable them to produce accommodation and care strategies for older people.
