To me, these constraints scream "elevation-aware perfect maze generation algorithm", rather than "fractal". A simple maze generation algorithm that repeatedly places a link at the cheapest transit it can find to an linked zone should work, and should generate believable rivers that fit the above conditions.

Tony Bowes on 2009-06-07Have different types of transit. Unless deliberately isolated, they still would have methods of communication / trade. It just may be that they can travel more efficiently on a river.
