Looks like $4 level is the tipping point for any future changes in driver behavior, according to a new survey put out by Cars.com.

The survey found that if gas were to shoot to over $4 a gallon again, 40 percent of car shoppers would "consider purchasing a new fuel-efficient car right away."

By 2016, the proposed rule says, the entire American car and light truck fleet must be nearly 40 percent more fuel efficient than it is today. That means standards for cars and light-duty trucks will have to jump from the current laboratory average of 25 mpg to 35.5 mpg. (When cars are driven on the road, the actual miles per gallon drop by about 25 percent.)

An opinion poll in five major European countries—France, Germany, Italy, Spain and the UK— found a strong majority (87%) of those surveyed support an urgent reduction in new car fuel consumption of 25%—equivalent to the 120 g CO2/km target being discussed by the European Parliament.
