When we first started using Articulate, we were having this issue. We found that in the Content Object, the Developer Tool must be configured into your system. Go to,
System Admin > Configuration > System Configuration > AICC > (we had to add Articulate

enable the debug by doing the following:
1. Publish for LMS.
2. In the Publish Successful dialogue select Open Folder.
3. Open the lms folder.
4. Open Configuration.js in Notepad.
5. Locate
SHOW_DEBUG_ON_LAUNCH = false;
