Government facing key decisions about plutonium stockpile
The UK Government is facing key decisions about what to do with what is the world's largest plutonium stock pile.
A report, published in full for the first time last night (November 26), revealed the UK's estimated 100 tonnes of plutonium is not just a potential terrorist target it's increases the 'risk of nuclear weapon proliferation'.
The report, by the highly regarded working party British Pugwash, is called The Management of Separated Plutonium in the UK.
The report is an 'optioneering study' which identifies some major issues which it believes must be tackled if the expansion of nuclear power is to be considered as a 'viable future energy option' both in the UK and worldwide.
Deputy chairman of British Pugwash, Dr Christopher Watson, said: "The strategy developed in the 1990s for utilising the UK stockpile of separated plutonium is currently in disarray.

Outgoing IAEA Chief Presses Iran to Resolve 'Issues of Concern'
With just four days left in his term of office, International Atomic Energy Agency (IAEA) chief Mohamed ElBaradei lashed out at the Iranian government, declaring that their ongoing probes “have effectively reached a dead end, unless Iran engages fully with us.”

ElBaradei also expressed disappointment that the Iranian government didn’t immediately accept the draft third-party enrichment deal. Iran has called for more talks on the issue and is seeking guarantees that Western nations, notably France, will follow through on their part of the deal.
Japan Finds Documents Indicating Secret Nuclear Pact, NHK Says - Bloomberg.com
Japan’s government has discovered documents indicating the existence of a secret agreement allowing the U.S. to transport nuclear weapons through its territory, public broadcaster NHK reported on its Web site.
The government will set up a panel of experts to examine the documents and will announce the findings early next year, Foreign Minister Katsuya Okada said yesterday, according to NHK.

Sharp differences between Pakistani leaders over safeguarding the country's nuclear arsenal are placing increasing pressure on the embattled administration of President Asif Ali Zardari.
Zardari is already seriously at odds with the military establishment over dealing with the Taliban-led insurgency and there is a strong likelihood that his government will face a make-or-break test within weeks in the form of mass street protests.

No Need for New Nuclear Warheads, Agency Says | Union of Concerned Scientists
— The National Nuclear Security Administration (NNSA) today released the executive summary of a new report that should put an end to claims that new nuclear weapons are required to maintain a safe, secure and reliable nuclear arsenal, according to experts at the Union of Concerned Scientists (UCS).
"This new scientific report should be the final nail in the coffin for proposals to build new nuclear weapons," said Stephen Young, senior analyst in the Global Security Program at UCS. "The report finds that we can maintain our nuclear weapons indefinitely by simply continuing to do what we are already doing."
The report, by a prominent, independent scientific panel called the JASON group, concluded that the United States can maintain current high levels of safety, security and reliability indefinitely without designing a new generation of warheads or testing current warheads. The panel found that the arsenal can be maintained by two existing programs: the Stockpile Stewardship Program, which monitors the arsenal for signs of aging, and the Life-Extension Program, which refurbishes existing warheads with new components.

Russia's Armed Forces are to receive 30 new ground and sea-launched ballistic missiles, three nuclear submarines, and an assortment of other weapons, the Russian president said on Thursday.
Dmitry Medvedev said the list would also include "five Iskander [tactical] missile complexes, about 300 modern armored vehicles, 30 helicopters, 28 warplanes, one corvette-class warship, and 11 spacecraft."
In his state-of-the-nation address to parliament, Medvedev stressed provision of advanced weapon systems to the military was a priority.
"There is no room for debate here: These weapons simply must be procured," he said.
He instructed the government to put in place an effective contract system to strike the right balance between arms manufactured for export and for domestic needs.
U.A.E. Nuclear Program May Send Region Into Arms Race - Bloomberg.com
The United Arab Emirates, which plans to award the Persian Gulf’s first nuclear power contracts this year, may start a regional arms race as its neighbors seek similar technology, according to a Chatham House report.
“Risks from nuclear proliferation cannot be eliminated entirely” from the U.A.E.’s program, Ian Jackson wrote in “Nuclear Energy and Proliferation Risks: Myths and Realities in the Persian Gulf,” published today. “It is possible that the genuine desire of Gulf states to engage in civil peaceful nuclear power could possibly tip the region into a nuclear arms race, especially if state intentions are misunderstood.”
The U.A.E., the fourth-biggest OPEC producer, is turning to nuclear power because it doesn’t produce enough natural gas to meet demand. The government has an atomic-energy agreement with the U.S., a necessary step to awarding construction contracts, and will prohibit the enrichment of uranium on U.A.E. soil.
A French group including Areva SA and Electricite de France SA is competing for U.A.E. power-plant contracts against groups led by General Electric Co. and Korea Electric Power Corp.
AFP: Russia to boost Obama with nuclear treaty: report
Moscow and Washington want to reach a deal on a key nuclear disarmament treaty before US President Barack Obama receives his Nobel Peace Prize on December 10, a Kremlin source was quoted as saying Friday.
The source, quoted in the Kommersant daily, said the Obama administration wanted to sign an agreement on replacing the Strategic Arms Reduction Treaty (START) before the Nobel ceremony and that Moscow was willing to oblige.
"On December 10 the ceremony for awarding Nobel laureates will take place... Our partners want the document to be signed before the Nobel Peace Prize is given to Barack Obama," the Kremlin source was quoted as saying.

Your revelations about Iraq's modern-day atomic aspirations (Iraq seeks permission for new nuclear programme, 28 October) raise the question whether the UK nuclear industry – with encouragement of the government, now all reborn atomic aficionados – will seek to gain a foothold in the re-emerging Iraqi nuclear industry.
The UK has form on this: on 31 March 1957 the Baghdad Pact Nuclear Centre opened, with full British support. This pact was created in 1955 by Britain, Turkey, Pakistan, Iran and Iraq with the primary aim of strengthening regional security. A year later, on 29 March 1958, the centre was honoured by a lecture from Sir John Cockcroft, director of the UK's Atomic Energy Research Establishment.

The Barack Obama administration claims that construction of a second Iranian uranium enrichment facility at Qom began before Tehran’s decision to withdraw from a previous agreement to inform the International Atomic Energy Agency (IAEA) in advance of such construction. But the November 2007 U.S. intelligence estimate on Iran’s nuclear program tells a different story.
The Iranian decision to withdraw from the earlier agreement with the IAEA was prompted, moreover, by the campaign of threats to Iran’s nuclear facilities mounted by the George W. Bush administration in early 2007, as a reconstruction of the sequence of events shows.

The high alert levels for U.S. and Russian strategic nuclear forces are more political statements carried over from the Cold War than military necessities for the 21st century, according to a multinational study released last week.
The two nations "could examine how measures to reduce operational readiness can accompany the bilateral arms control process" as part of the current negotiations over renewal of the Strategic Arms Limitation Treaty, according to the study by the EastWest Institute, a nonprofit think tank. The study, "Reframing Nuclear De-Alert: Decreasing the Operational Readiness of U.S. and Russian Nuclear Arsenals," was supported by the governments of Switzerland and New Zealand governments.
The study reminds readers that the United States "keeps roughly 1,000 nuclear warheads on alert" atop 450 Minuteman III land-based intercontinental ballistic missiles (ICBMs) and on the submarine-launched ballistic missiles (SLBMs) aboard as many as four Trident subs patrolling in different parts of the world.

The first step toward rebuilding one of the nation's tactical nuclear weapons so it could be put in the stockpile well into the 21st century has been approved by House and Senate conferees.
The lawmakers permitted $32.5 million to be spent next year on feasibility, design and cost studies for the non-nuclear components of the B61-12 tactical nuclear bomb, according to their report released this week on the fiscal 2010 Energy and Water Appropriations Bill. The measure contains funds for the nation's nuclear weapons programs.
Associated Press: Syria calls for Israel to join nuclear treaty
Israel must comply with the demands of the International Atomic Energy Agency if the Mideast is to become a region free of weapons of mass destruction, Syria's foreign minister said Monday.
Foreign Minister Walid Al-Moualem echoed calls by many Arab nations during the current U.N. General Assembly session for Israel to comply with the IAEA's demand to submit its nuclear facilities to the agency's safeguard regime and to adhere to the Non-Proliferation Treaty. The treaty restricts any nuclear program to nonmilitary purposes.
Israel has never said it has nuclear weapons, but is universally believed to possess a sizable arsenal of such warheads.
Associated Press: Brazil VP says country should build nuclear arms
Brazil's vice president says in an interview published Friday that his country should develop nuclear weapons. Other officials stressed that his comments were not government policy.
Jose Alencar, who also served as defense minister from 2004 to 2006, said in an interview with journalists from several Brazilian news media that his country does not have a program to develop nuclear weapons, but should: "We have to advance on that."
"The nuclear weapon, used as an instrument of deterrence, is of great importance for a country that has 15,000 kilometers of border to the west and a territorial sea" where oil reserves have been found, Alencar said.

Egyptian Foreign Minister Ahmed Aboul Gheit called on the UN Security Council to monitor the Israeli nuclear program, and to further order Mideast countries to strip of nuclear arms, Egyptian daily al-Masri al-Youm reported.
"Israel's nuclear capabilities cannto evade world attention," Gheit said in a letter sent to the 15 nation members of the Security Council.

Turkish Foreign Minister Ahmet Davutoğlu has denied media reports that Turkey is buying missile interceptors against a threat posed by Iran, the daily said. Iran was the main target of the missile defence shield initiative of former US president George W Bush, to be deployed in Poland and the Czech Republic, scrapped by Barack Obama on September 17.

The Associated Press earlier today leaked the details of what it believes is the “secret annex” to the IAEA report on Iran, which claims that the IAEA “assesses that Iran has sufficient information to be able to design and produce a workable implosion nuclear device based on HEU as the fission fuel.”
The IAEA would not confirm the authenticity of the document, but reiterated that it has “no concrete proof that there is or has been a nuclear weapon programme in Iran.”

Overriding Western objections, a 150-nation nuclear conference on Friday passed a resolution directly criticizing Israel and its atomic program for the first time in 18 years. Iran hailed the vote as a "glorious moment."
The result was a setback not only for Israel but also for the United States and other backers of the Jewish state, which had lobbied for 18 years of past practice — debate on the issue without a vote. It also reflected building tensions between Israel and its backers and Islamic nations, backed by developing countries.
Of delegations present at the International Atomic Energy Agency meeting Friday, 49 voted for the resolution. Forty-five were against and 16 abstained from endorsing or rejecting the document, which "expresses concern about the Israeli nuclear capabilities," and links it to "concern about the threat posed by the proliferation of nuclear weapons for the security and stability of the Middle East."
