AFP: Turkey scraps nuclear power plant tender
Turkey on Friday scrapped a 2008 tender won by a Russian-led consortium to build the country's first nuclear power plant -- a process that had been under threat of being invalidated by a court decision.
In a brief statement, the state-run electricity wholesaler TETAS said its board of directors decided "unanimously" to cancel the tender, citing an article in the bid specification that gave it the authority to scrap the process without any liability.
A consortium led by Atomstroyexport, Russia's state nuclear giant, had been the only bidder in the tender to build four nuclear reactors with a total capacity of 4,800-megawatts at Akkuyu, in the Mediterranean province of Mersin.
TETAS's decision comes ten days after a top administrative court suspended parts of the regulation governing the tender before moving on to review a demand by a civil society of engineers to cancel the process.

Evidence was growing this weekend that babies born in the Iraqi city of Fallujah – scene in 2004 of one of the few set-piece battles of the invasion – are exhibiting high rates of mortality and birth defects.
In September this year, say campaigners, 170 children were born at Fallujah General Hospital, 24 per cent of whom died within seven days. Three-quarters of these exhibited deformities, including "children born with two heads, no heads, a single eye in their foreheads, or missing limbs". The comparable data for August 2002 – before the invasion – records 530 births, of whom six died and only one of whom was deformed.

So there are 12 days in case the government wants to alter its decision or seek approval of the Council of Ministers for new regulations. This practically means a cancellation of the tender.

The United Arab Emirates, which plans to award the Persian Gulf’s first nuclear power contracts this year, may start a regional arms race as its neighbors seek similar technology, according to a Chatham House report.
“Risks from nuclear proliferation cannot be eliminated entirely” from the U.A.E.’s program, Ian Jackson wrote in “Nuclear Energy and Proliferation Risks: Myths and Realities in the Persian Gulf,” published today. “It is possible that the genuine desire of Gulf states to engage in civil peaceful nuclear power could possibly tip the region into a nuclear arms race, especially if state intentions are misunderstood.”
The U.A.E., the fourth-biggest OPEC producer, is turning to nuclear power because it doesn’t produce enough natural gas to meet demand. The government has an atomic-energy agreement with the U.S., a necessary step to awarding construction contracts, and will prohibit the enrichment of uranium on U.A.E. soil.
A French group including Areva SA and Electricite de France SA is competing for U.A.E. power-plant contracts against groups led by General Electric Co. and Korea Electric Power Corp.

"The Council of State has suspended three articles in the regulations governing the tender process," the Union of Turkish Engineers' and Architects' Chambers, or TMMOB, said in a statement.
"With this decision, the nuclear power plant tender has legally ended. It has been rendered invalid," it stated.
There was no immediate response from the government to the court decision.
The tender process has been under fire since it emerged in September last year that only one consortium had bid for the project and offered an above-market price.
The consortium, including Russia's Inter Rao and Turkey's Park Teknik, later revised down its proposed price for supplying electricity, but Ankara said the new offer was also very high.

Saudi Arabia is conducting studies into the use of nuclear energy in meeting soaring power demands, the country’s water and electricity minister said on Saturday.
Abdullah al-Hussayen said the kingdom is looking at the use of nuclear power on its own as well as in conjunction with other Gulf Cooperation Council (GCC) member states.
"We are looking into the feasibility of nuclear energy (on our own) … and also with the GCC," Hussayen told reporters on the sidelines of a conference in Dubai.

Vice President Dick Cheney told the FBI he had no idea who leaked to the news media that Valerie Plame, wife of a Bush administration critic, worked for the CIA.
An FBI summary of Cheney's interview from 2004 reflects that the vice president had deep concern about Plame's husband, Joseph Wilson, a former U.S. ambassador in Africa who said the administration had twisted prewar intelligence on Iraq.
Cheney's chief of staff, I. Lewis "Scooter" Libby, was convicted of perjury, obstruction and lying to the FBI in the probe of who leaked Plame's identity to the news media. At the end of Libby's trial, prosecutor Patrick Fitzgerald said that "there is a cloud over the vice president" in the leaking of Plame's identity.

PARIS, Oct 9 (Reuters) - France offered Turkey cooperation on civil nuclear energy and closer trade ties on Friday, seeking to improve relations that have been damaged by President Nicolas Sarkozy's opposition to Turkey joining the European Union.
Sarkozy proposed to his Turkish counterpart Abdullah Gul during a working lunch at his Elysee palace that the two countries could work together on nuclear projects not only in Turkey but also in central Asia, Sarkozy's office said.
"President Gul said he was interested. He noted that he had met several times with Anne Lauvergeon, chief executive of (nuclear technology group) Areva (CEPFi.PA), and that there were very interesting prospects," said an Elysee source.
US hails UAE as model for nuclear power - The National Newspaper
As American concerns rise over Iran’s nuclear ambitions, the UAE yesterday was once again held up as a model for countries seeking to develop nuclear energy.
In a Senate foreign relations committee hearing, high-level state department officials and an outside nuclear expert praised the UAE for agreeing to rigorous international inspections and a strict ban on enrichment and reprocessing technology.
Such transparency, they said, was a welcome contrast to Iran, which just two weeks ago revealed a secret nuclear site near Qom.
“They want to do it right; they have seen the example of Iran,” Janet Sanderson, the deputy assistant secretary for Near Eastern affairs, said of the UAE Government. “They are offering the international community an alternative example of how to move forward on peaceful nuclear power.”

When American diplomats sat down for the first in a series of face-to-face talks with their Iranian counterparts last October in Geneva, few would have predicted that what began as a negotiation over Tehran's nuclear programs would wind up in a stunning demand by the Security Council that Israel give up its atomic weapons.
Yet that's just what the U.N. body did this morning, in a resolution that was as striking for the way member states voted as it was for its substance. All 10 nonpermanent members voted for the resolution, along with permanent members Russia, China and the United Kingdom. France and the United States abstained. By U.N. rules, that means the resolution passes.
The U.S. abstention is sending shock waves through the international community, which has long been accustomed to the U.S. acting as Israel's de facto protector on the Council. It also appears to reverse a decades-old understanding between Washington and Tel Aviv that the U.S. would acquiesce in Israel's nuclear arsenal as long as that arsenal remained undeclared. The Jewish state is believed to possess as many as 200 weapons.
