AFP: French bid for Emirates nuclear plant at risk: report

A French attempt to win a 41-billion-dollar (27.2-billion-euro) contract to build nuclear power stations in the Emirates is at risk over pricing, the La Tribune newspaper reported on Wednesday.

The newspaper reported that the top official at the presidential Elysee Palace, Claude Geant, had held a meeting with the heads of big French companies concerned on Tuesday to discuss a further reduction in the price which the government in Abu Dhabi considered too high.

Present at the meeting were the head of French nuclear power group Areva, Anne Lauvergeon, the head of GDF Suez, Gerard Mestrallet, Christophe de Margerie who leads oil group Total and Henri Proglio of the electricity group EDF, the report said.

France, which relies on nuclear power for 80 percent of its electricity, has seen its nuclear availability at record lows in the past few months because of strikes in the spring which delayed maintenance and a high number of unplanned outages.

EDF stops refuelling at Tricastin 2 after incident | Reuters

An incident at EDF's Tricastin plant in southeast France late on Thursday forced the company to stop refuelling operations at the reactor 2, which started on Oct. 31, it said on Friday.

The incident occurred during refuelling of the reactor, when a fuel assembly got stuck in the pressure vessel, EDF said in a statement.

A similar incident took place in Sept. 2008 in the same reactor during refuelling operations and it took around two months for EDF to resolve the problem. "The incident took place at 2215 GMT," a source at the plant told Reuters on Friday. "We are very worried about this especially as this already happened just a year ago," he added.

The Maryland Public Service Commission has approved EDF's 50% purchase of Constellation Energy that could lead to the construction of an EPR at Calvert Cliffs, provided the two utilities meet several conditions.

First, they must hand residential ratepayers a $110 million rebate before March 2010. Second, the utilities must invest $250 million cash in Baltimore Gas & Electricity, a wholly-owned subsidiary of Constellation Energy, before July 2010. There were several other additional financial stipulations.

The US state of Maryland on Friday approved a plan for France' EDF Group to take a stake in Constellation Energy Group, clearing the final hurdle for a new nuclear power plant in the state.

US regulators earlier this month had green-lighted the joint venture plan for the French state-controlled company to acquire nearly half of Constellation's nuclear assets.

The companies say the nuclear joint venture is critical to the proposed construction of a new nuclear generation plant at Constellation's Calvert Cliffs Nuclear Power Plant, which they say would represent one of the largest industrial development projects in the East Coast state.

Secret files reveal covert network run by nuclear police | Environment | The Guardian

The nuclear industry funds the special armed police force which guards its installations across the UK, and secret documents, seen by the Guardian, show the 750-strong force is authorised to carry out covert intelligence operations against anti-nuclear protesters, one of its main targets.

The nuclear industry will pay £57m this year to finance the Civil Nuclear Constabulary (CNC). The funding comes from the companies which run 17 nuclear plants, including Dounreay in Caithness, Sellafield in Cumbria and Dungeness in Kent.

Around a third is paid by the private consortium managing Sellafield, which is largely owned by American and French firms. Nearly a fifth of the funding is provided by British Energy, the privatised company owned by French firm EDF.

Private correspondence shows that in June, the EDF's head of security complained that the force had overspent its budget "without timely and satisfactory explanations to us". The industry acknowledges it is in regular contact with the CNC and the security services.

EDF, the French firm which owns eight of Britain's nuclear power stations has shipped hundreds of tons of used radioactive material to Russia.

More than 1,500 tons of spent fuel produced by the power company EDF was discovered in metal containers near a Siberian town.

The company claims that it recycles almost all of its fuel. Environmental experts have claimed that 13 per cent of the spent fuel from the company's French power plants is on the site and described it as "really dirty stuff".

The Nuclear Regulatory Commission has decided to open its hearing process in a dispute over a proposal to build a third nuclear reactor at Calvert Cliffs in Lusby.

The NRC made the decision Tuesday in the application process for UniStar Nuclear, which is a joint venture of Baltimore-based Constellation Energy and the EDF Group, a French company.

Several groups argue the third reactor would be owned and controlled by foreign interests, contrary to the Atomic Energy Act and NRC regulations.

But UniStar counters that the proposal would not put a third reactor into control by foreign interests.

The NRC hasn't taken a position, and the hearing process can take more than a year.

The Nuclear Regulatory Commission staff has approved the transfer of the operating licenses for the Calvert Cliffs Units 1 and 2, Nine Mile Point Units 1 and 2, and Ginna nuclear reactors, as well as the license for the Calvert Cliffs Independent Spent Fuel Storage Installation (ISFSI), to a new ownership structure created by the joint venture of Constellation Energy Nuclear Group (CENG) and EDF Development, a U.S. subsidiary of Électricité de France S.A., a French limited company. As provided by NRC regulations, the staff's approval of the transfer is effective October 9.

CENG and EDF Development submitted an application Jan. 22 requesting approval of the license transfer, and the companies provided supplemental information Feb. 26, April 8, June 25 and July 27. Following EDF Development’s proposed purchase of 49.99 percent of CENG, Constellation Energy Group (CEG) would hold the remaining 50.01 percent through two intermediate companies, Constellation Nuclear and CE Nuclear. The current Constellation Nuclear Power Plants corporation would become an LLC and exist between CENG and the individual power plants.

PARIS, Oct 9 (Reuters) - France offered Turkey cooperation on civil nuclear energy and closer trade ties on Friday, seeking to improve relations that have been damaged by President Nicolas Sarkozy's opposition to Turkey joining the European Union.

Sarkozy proposed to his Turkish counterpart Abdullah Gul during a working lunch at his Elysee palace that the two countries could work together on nuclear projects not only in Turkey but also in central Asia, Sarkozy's office said.

"President Gul said he was interested. He noted that he had met several times with Anne Lauvergeon, chief executive of (nuclear technology group) Areva (CEPFi.PA), and that there were very interesting prospects," said an Elysee source.
