Canada, India reach nuclear deal
Canada and India announced a major nuclear trade deal Saturday.
Officials in Prime Minister Stephen Harper’s office say the agreement, which has been in the works since the summer, will allow Canadian firms to export and import “controlled” nuclear materials, equipment and technology to and from India.
The deal, expected to be signed and implemented soon, has been controversial because Canada cut nuclear trade in 1974 after India used Canadian materials to manufacture its first nuclear weapon.
But the Harper government has been keen to re-establish the relationship because they estimate the energy market in the world’s largest democracy will be worth between $25 billion and $50 billion during the next 20 years.
AFP: French bid for Emirates nuclear plant at risk: report
A French attempt to win a 41-billion-dollar (27.2-billion-euro) contract to build nuclear power stations in the Emirates is at risk over pricing, the La Tribune newspaper reported on Wednesday.
The newspaper reported that the top official at the presidential Elysee Palace, Claude Geant, had held a meeting with the heads of big French companies concerned on Tuesday to discuss a further reduction in the price which the government in Abu Dhabi considered too high.
Present at the meeting were the head of French nuclear power group Areva, Anne Lauvergeon, the head of GDF Suez, Gerard Mestrallet, Christophe de Margerie who leads oil group Total and Henri Proglio of the electricity group EDF, the report said.
Sellafield decommissioning job worth £1.5bn attracts big hitters | News | Construction News
A host of international firms are lining up to battle for a package of decommissioning works at Sellafield that could be worth as much as £1.5 billion.
Balfour Beatty is understood to be bidding for the three-phase contract in a joint venture with Amec and French nuclear specialist Areva.
Meanwhile, Costain is believed to have teamed up with US engineering giant Fluor to bid for the job, which will eventually see the construction of a highly active liquid effluent facility.
Laing O’Rourke is also thought to be in a consortium with Jacobs, Nuvia and Doosan Babcock to tender for the work – valued at between £250 million and £1.5bn.

A Nov. 1 deadline set by legislative leaders came and went, and still no deal between Vermont Yankee and the state’s largest utilities on a post-2012 power contract.
House Speaker Shap Smith said that means it will be “very difficult” for the Legislature to vote next year on whether Vermont Yankee should be allowed to continue operating after its license expires in 2012. The Vernon nuclear power plant needs the Legislature’s approval before the state Public Service Board can decide on a new 20-year operating agreement.
AREVA TA Wins a Contract to Design a Low and Medium Level Waste Disposal Center in Lithuania | Reuters
ollowing an international tendering process, the team of companies headed up by AREVA TA (Paris:CEI) was awarded a contract to design a near surface repository for low and medium level waste on the Ignalina nuclear power plant site in Lithuania. The project, funded primarily by the EBRD, includes the design studies for the repository and on-site support during construction. The repository will receive low and medium level operational waste recovered from the dismantling of the Lithuanian power plant. As part of AREVA's Reactors and Services division, AREVA TA has extensive experience in the design of such facilities for radioactive waste, or in providing support to projects for their design and construction. Other team members include the French national radioactive waste management agency ANDRA, which will provide its expertise in this field, the Lithuanian Energy Institute (LEI), which brings experience in safety an environmental assessment, and knowledge on national regulations, the company Specialus Montazas-NTP (SM-NTP), which contributes skills in geology, civil engineering, seismic design and mechanical design, and the company Pramprojektas (PP), which brings infrastructure know-how.
Update: EnergySolutions Moab Project Receives American Recovery and Reinvestment Act Funding of Nearly $23 Million
EnergySolutions, Inc. (NYSE: ES) announced today that $22.9 million of American Recovery and Reinvestment Act funding has been allocated to the Moab UMTRA project. The total amount of American Recovery and Reinvestment Act funding for the Moab project is $108 million. The funding is being used to accelerate removal of uranium mill tailings away from the banks of the Colorado River. Thus far 160 jobs have been created this year as a result of Recovery Act funding.
"We are thrilled that the U.S. Department of Energy (DOE) has allocated sufficient funding to the Moab project to accelerate the cleanup of the site. This is great news for the community and for all who use the Colorado River and Lake Powell," said Steve Creamer, CEO and Chairman of EnergySolutions.
The Recovery Act funding is being used to excavate, transport and dispose of additional mill tailings from the Moab site to the Nuclear Regulatory Commission-approved disposal cell at Crescent Junction. This additional work began in June and will continue through September 2011. Additionally, this additional funding supports increasing the size of the disposal cell as well as crushing, transporting, and placing final rock cover on the disposal cell. This portion of the work began in August and continues through September 2011.
Sixteen million tons of uranium mill tailings will eventually be relocated 30 miles north of Moab to a location designated by the DOE.

OTTAWA, Sept 24 (Reuters) - Canada and Kazakhstan have reached a nuclear cooperation agreement to open up Kazakhstan's civil nuclear market to Canadian uranium and technology suppliers, Trade Minister Stockwell Day said on Thursday.
In a statement, the government said that one of the Canadian companies that will benefit from the agreement with the Central Asian country is Cameco Corp (CCO.TO), one of the world's largest uranium producers.
Cameco owns 60 percent of a venture that operates the Inkai uranium deposit in Kazakhstan.
Japan: AREVA Signs a Contract to Supply MOX Fuel to Chugoku | Reuters
AREVA (Paris:CEI) has signed today a contract* to supply 40 MOX fuel assemblies for unit 2 of the Shimanenuclear power plant, owned and operated by Japanese utility Chugoku EPCo. Under the terms of the contract, the fuel will be fabricated at AREVA`s MELOX plant in southern France, using plutonium recovered from the treatment operations performed at AREVA`s La Hague plant, thereby recycling it to be used in Japan as MOX fuel.
Associated Press: USEC inks $1.2B deal with Exelon for uranium
The country's sole provider of enriched uranium for nuclear power plants says Exelon Generation Co. has signed a contract valued at nearly $1.2 billion to buy separative work units from its American Centrifuge Plant.
Bethesda, Md.-based USEC has been building the plant on the site of a former gaseous diffusion plant about 80 miles east of Cincinnati.
The company says Exelon will buy the separative work units to fuel its reactors. Separative work units are a standard measure of processed uranium.
USEC Inc. says customers have committed to buying output from the plant valued at more than $3.4 billion.

The U.S. Department of Commerce has approved a new long-term contract for imports by a U.S. company of Russian low-enriched uranium, Russia's state nuclear company Atomenergoprom said on Friday.
On August 19, the department "approved a direct contract for deliveries by Techsnabexport [Atomenergoprom's uranium export arm] of enriched uranium to the U.S. energy company Constellation Energy Nuclear Group," the company said in a statement.
The contract is the sixth in a series of deals between U.S. firms and Techsnabexport signed in May-July of this year.
The department earlier approved two Techsnabexport contracts with electricity supplier and distributor Exelon Corporation, and is currently considering approval of three other contracts with the fuel industry servicing company Fuelco.

Uranerz Energy Corporation has announced that it has entered into an agreement for the sale of uranium to one of the United States' largest nuclear operators, with plants located in several states.
This is the second contract signed by Uranerz for the sale of uranium to a U.S. utility; the Company announced its first such contract in July 2009.
This agreement is a long-term contract with deliveries over a five year period and pricing which contains market referenced prices, with combined spot and long term indicators, to set the final sales price. The agreement's pricing structure contains floor prices to provide Uranerz with downside protection and ceiling prices which protect the buyer from unlimited upside price risk.
Uranerz continues to pursue additional uranium off-take sales opportunities to develop a portfolio that reflects a balance between market-related and fixed price contracts thus providing appropriate security to market price fluctuations, production cost fluctuations and pricing diversification.

EnergySolutions Awarded Waste Remediation Contract at Los Alamos, New Mexico
EnergySolutions, Inc. (NYSE: ES) announced today it has been awarded waste remediation contracts for the management of transuarnic waste from the U.S. Department of Energy's Los Alamos National Laboratory (LANL). The contracts are valued at $16 million and will involve retrieval, packaging, and disposition of transuranic waste.
"EnergySolutions has worked closely with Los Alamos on many projects and appreciates the confidence the DOE has in EnergySolutions to manage this waste for final disposition," said Steve Creamer, CEO and Chairman of EnergySolutions.
Since 2005 EnergySolutions has been working with LANL to repackage transuranic legacy waste to meet the requirements for disposal at the Waste Isolation Pilot Plant located in Carlsbad, New Mexico. Under the newly awarded contracts, EnergySolutions will continue its operations in existing facilities as well as develop and operate two new transuranic debris processing lines through 2010.

The cool waters of the Mediterranean swell gently against El-Daba’a’s deserted shoreline. About halfway between Alexandria and Marsa Matruh on the North Coast, the more than 100 kilometer-stretch of white sand and vibrant coral reef would be considered prime property for tourism development, if not for the fact it has been selected as one of five possible sites for Egypt’s first nuclear power plant. The nuclear project could also constitute a first for the region, aside from Israel. Planning for the 1,200-megawatt project, set for completion in 10 years time, is well underway, according to the plant’s official consultant, global engineering firm WorleyParsons.
The Nuclear Power Plants Authority (NPPA), a division of the Ministry of Electricity and Energy, awarded WorleyParsons the LE 900 million consulting contract two months ago. The parties signed the contract June 18, more than 50 years after Egypt’s nuclear program was established.
Nuclear Engineering International: Studsvik to treat waste from Italy's Caorso
Studsvik and Italy's SOGIN has signed a contract for the treatment and conditioning of organic low-level waste. The order value is estimated at around SEK 73 million.
"With the order from SOGIN Studsvik takes a first step into the Italian market. The order shows Studsvik's opportunities in the renaissance that the global nuclear power industry is undergoing," says Studsvik's CEO Magnus Groth.
The order concerns the treatment of approximately 270 tonnes of organic low-level waste from the Italian nuclear site Caorso at Studsvik's facility in Sweden.
Deseret News | EnergySolutions to manage Idaho N-waste
A Utah-based nuclear services company has been awarded a contract from Battelle Energy Alliance to manage waste from Battelle's lab operations at the Idaho National Laboratory in eastern Idaho.
EnergySolutions, of Salt Lake City, will treat, package and transport radioactive, hazardous and industrial waste from several INL facilities, including the Advanced Test Reactor site and the Materials and Fuels Complex.
Company spokesman Mark Walker says the $19 million contract will run for five years, with work beginning this summer. Approximately 20 workers will be employed under the contract.
SRS set to give huge construction contract | Aiken Standard | Aiken, SC
The National Nuclear Security Administration recently announced that a team led by Baker Concrete Construction Inc. of Monroe, Ohio, has been awarded a $91.5 million contract for the construction of NNSA's Waste Solidification Building at the Savannah River Site.
The Waste Solidification Building will process waste streams from the NNSA's plutonium disposition efforts at SRS - principally wastes from the Mixed Oxide Fuel Fabrication Facility and from weapons pit disassembly operations - by converting them to a cement-like material for off-site disposal.
"This announcement is an important step forward for our plutonium disposition program," said Ken Baker, principal assistant deputy administrator for defense nuclear nonproliferation. "The Mixed Oxide Fuel Fabrication Facility and the supporting Waste Solidification Building are key elements in this important nonproliferation effort to eliminate surplus plutonium in a transparent and irreversible manner."
The MOX program, a critical part of NNSA's nuclear nonproliferation efforts, will take at least 34 metric tons of surplus weapon-grade plutonium - enough material for about 8,500 nuclear weapons - and use it to create mixed-oxide fuel for use in nuclear power plants to generate electricity and render the plutonium unusable for nuclear weapons.
EnergySolutions Awarded Liquid Waste Contract
EnergySolutions, Inc. announced today the award of the first of two contracts from Savannah River Remediation (SRR), LLC. Together these contracts will provide funding up to $56 Million over the next 8 years. EnergySolutions was named a subcontractor to the URS led SRR team, which won the Liquid Waste Operations contract at the Department of Energy's Savannah River Site.

News Watchman - Waverly, OH > DOE seeks contractor for DUF6
The Department of Energy (DOE) last week released a request for proposals (RFP) for a contractor to perform Depleted Uranium Hexafluoride (DUF6) Operations at the two DUF6 conversion facilities at Piketon and Paducah, Kentucky.
The procurement will be for a single contractor to be awarded two cost-plus-award-fee contracts. The contract period will be for five years with a total estimated cost for the two contracts of $350-450 million.
These facilities will convert DOE’s inventory of DUF6, located at the Portsmouth and Paducah Gaseous Diffusion Plants, into a stable chemical form that will be acceptable for transportation, reuse or disposal.
The contractor will also provide cylinder surveillance and maintenance of the DUF6, low-enrichment uranium hexafluoride (UF6) and natural assay UF6 as well as empty the cylinders that store the DUF6 in a safe and environmentally acceptable manner.
The contracts are expected to be awarded in 2010
AFP: Medvedev seals nuclear, gas pacts with Nigeria
Russia is ready to invest billions of dollars in Nigeria, President Dmitry Medvedev said Wednesday as Moscow flagged up its bid to challenge Chinese and Western influence across Africa.
In a first visit by a Kremlin leader to the west African energy powerhouse, the two countries signed a raft of agreements with Russian gas giant Gazprom unveiling plans to link vast reserves in Nigeria to Europe via a Trans-Saharan pipeline.
"The basis for such work for years to come has been put in place today," Medvedev told reporters after talks with President Umaru Yar'Adua in Abuja.
"The prospects are very good," the Kremlin chief said. Russian potential investment in Nigerian energy sector could be worth "billions of dollars."
