News - Development: Cape residents oppose nuclear power station
Residents opposed to the building of a nuclear power station at Bantamsklip on the southern Cape coast staged a protest march through Hermanus on Saturday and handed a memorandum to the Overstrand municipality, saying the local authority had failed to represent their interests by supporting the proposed nuclear power plant.
John Williams, chairperson of the Save Bantamsklip Association, said on Sunday that about 300 people had marched through the town to protest against a proposal by Eskom to build nuclear reactors in "one of the hottest biodiversity hot spots in the world".
Proposal for uranium mill moves to next phase
The Pinon Ridge Uranium Mill to be located 12 miles west of Naturita got initial approval Friday on its application to build a mining facility.
But that doesn’t mean the Paradox Valley plant is anywhere near approved to actually be built, said Warren Smith, community involvement manager for the radiation program of the Colorado Department of Public Health and Environment.
All Friday’s announcement means is Energy Fuels Resources Corp. had all the pieces it needed to go forward with the next licensing phase, which is far more technical, he said.
Smith said the approval triggers a yearlong comprehensive technical review by the department, which means the company will have to provide detailed information about various aspects of the project’s construction and hold a series of formal public hearings on each.

The siting of airports, dams, and nuclear power plants, are all examples of major siting decisions and contestations. As Daniel Aldrich observes in Site fights: Divisive Facilities and Civil Society in Japan and the West (Cornell University Press, 2008), even within democracies, some targeted communities have low potential for resistance. More generally, he terms siting decisions targeting vulnerable social elements, as “public bads,” as opposed to “public goods,” the latter conferring public benefits. Rather than neutral technocratic grounds, he shows, official frequently single out localities with weak civil societies for controversial siting decisions. Moreover, coercive measures are frequently employed, as opposed to incentive packages such as those frequently cited in the NIMBY literature. Only intense societal resistance obliges the state to adopt soft solutions.

The leader of a group formed in Payette to fight a proposed nuclear plant there has questioned whether the company has the resources necessary to make the plant work.
James Underwood, chairman of People for Payette's Future, called Alternative Energy Holdings "wandering opportunists" who keep filing applications for a plant they are unlikely to build.
"We have serious doubts about AEHI's ability to follow-through with the application," Underwood said. "They don't have the money. Even their own accountants in their SEC filings gave them a restricted opinion, saying they may not be able to stay in business as a going concern."

While Alternate Energy Holdings Inc. officials are optimistic their preliminary applications to build a nuclear power plant in Payette County will move in a timely fashion, Payette resident Gary Abshire, 46, isn’t so sure.
The Payette Planning & Zoning Commission will revisit AEHI’s application for a comprehensive plan amendment Thursday, and if that is approved, it will then move to the Payette County commissioners for their consideration shortly after. The plan amendment is the first, critical step to pave the way for construction of a nuclear plant.
Daewoo to build Jordan's first nuclear reactor
Amman Daewoo Engineering & Construction Co. and the Korea Atomic Energy Research Institute received an order to build Jordan's first nuclear reactor.
The five-megawatt reactor, for research and training purposes, will be completed by 2014, South Korea's science ministry said yesterday in an official statement.
According to the Seoul daily Korea Times, the deal is valued at $173 million and represents Korea's first export of a locally-designed nuclear plant. Daewoo edged out Argentina's Invap, China's CNNC and Russia's Atom Story Export (ASE).

NIGERIA yesterday took a more pragmatic step towards generating power from nuclear energy as it officially unveiled a 10-year strategic plan of action.
Meanwhile, the Minister of State for Finance Remi Babalola, said yesterday that the Federal Government had released in full the capital budget for this year to all its ministries, departments and agencies (MDAs) since October ending.
This is coming as Nigeria was certified by the International Atomic Energy Agency (IAEA) as having met the first requirement set by the agency for countries wishing to generate power from nuclear energy. Nigeria is now ready to undertake the significant work necessary to prepare for ordering its first nuclear power plant.

DAVID Cameron’s green adviser last night threw more doubt on where the party stands over nuclear power after declaring no new stations would be built under a Tory government.
Zac Goldsmith, the Tory candidate for Richmond, and one of Mr Cameron’s closest advisers on the environment, insisted no new nuclear power stations would be built if the Tories were to win the next general election.
He said Tory policy “was to give a green light to nuclear power as long as there is no call on the taxpayer, not just in terms of building, but maintenance, security and disposal of waste. In the history of nuclear power there has never been a station built without huge use of taxpayers’ subsidy.”
It is the most outspoken a Tory has been about the next generation of nuclear power stations.
Mr Cameron himself two years ago said the power source was a “last resort”.

MOVES away from using Druridge Bay for a nuclear power station have been welcomed by MP Sir Alan Beith.
Campaigners have fought for years to have the area struck off a list of potential sites and last week the Government confirmed it was not being pursued as an option.
Sir Alan, who represents the area, said: "Druridge Bay is the wrong site for the wrong energy policy.
"I am not in favour of an expansion of nuclear power because we still do not know what to do with the waste it creates, but even if you accept the policy, Druridge Bay is a site of enormous scenic habitat which is too far from the grid transmission lines, as the Government has rightly concluded.

Environmental activists yesterday took David Miliband to task over Britain’s renewable energy resources and his support for nuclear power.
The Foreign Secretary faced searching questions from the British Council’s Scottish young climate change champions at the organisation’s office in Edinburgh, as well as from their Japanese equivalents, who joined the debate via a video link.
Ahead of the Copenhagen talks, they questioned Mr Miliband over energy mixes, the viability of a profitable low carbon economy and the ability of the EU member states to work together on the issue.

The Government is considering fresh tax breaks for Britain’s nuclear power industry that could smooth the way for the construction of a new generation of UK reactors, The Times has learnt.
Whitehall insiders have told The Times that officials at the Department for Energy and Climate Change have been studying the possibility of an exemption for nuclear electricity from the climate change levy, a tax on industrial energy consumption that was created to boost energy efficiency.
The levy, which was introduced in 2001, raises an estimated £1 billion a year for the Treasury. Suppliers pay the levy on electricity provided to businesses to Customs & Excise and then pass on the costs to customers.

The government has approved 10 sites in England and Wales for new nuclear power stations, most of them in locations where there are already plants.
It has rejected only one proposed site - in Dungeness, Kent - as being unsuitable on environmental grounds.
A new planning commission will make decisions on the proposals "within a year" of receiving them, Energy Secretary Ed Miliband told MPs.

Saudi Arabia is conducting studies into the use of nuclear energy in meeting soaring power demands, the country’s water and electricity minister said on Saturday.
Abdullah al-Hussayen said the kingdom is looking at the use of nuclear power on its own as well as in conjunction with other Gulf Cooperation Council (GCC) member states.
"We are looking into the feasibility of nuclear energy (on our own) … and also with the GCC," Hussayen told reporters on the sidelines of a conference in Dubai.

A multinational consortium of energy companies is paying £70m for land adjacent to Sellafield suitable for building a new atomic power station.
Scottish & Southern Energy (SSE), Spain's Iberdrola and France's GDF Suez have acquired the 470-acre site, which is the fourth piece of land to be sold by the Nuclear Decommissioning Authority (NDA). The consortium plans to build an installation with a capacity of up to 3.6 gigawatts, starting in 2015.
The SSE/Iberdrola/GDF group is the third new entrant to the UK nuclear industry after France's EDF bought British Energy for £12.5bn in January, and a consortium of Germany's RWE Npower and E.ON was successful in earlier NDA land auctions in April.
SSE/Iberdrola/GDF was also a bidder in previous auctions for land at Wylfa, Oldbury and Bradwell. But the group pulled out after competition became so fierce it ran for six weeks rather than the expected one, and netted the Government a whopping £387m rather than the expected £100m.

A consortium of utility companies is planning to build a giant nuclear power station at Sellafield, the former home of the world’s oldest reactor, as part of Britain’s next generation of cleaner energy sources.
The Nuclear Decommissioning Authority (NDA) said yesterday that it had sold the right to develop the land for a 3.6 gigawatt station to Scottish and Southern, Iberdrola and GDF Suez for £70m.

The General Services Administration, acting on behalf of the Nuclear Regulatory Commission, has signed a 15-year lease with developer LCOR to build a 14-story 362,000-square-foot office building adjacent to the NRC’s two current Rockville Pike headquarters office buildings.
The site — North Bethesda Center, a 32-acre mixed-use development rising at the White Flint Metrorail station — is a joint venture between LCOR and USAA Real Estate Co.
North Bethesda Center ultimately is expected to generate almost 6,500 additional daily trips to and from the White Flint Metro station.
