By modulating the ambient current flowing in the ionosphere, e.g., the auroral electrojet, it is possible to generate extremely low frequency (ELF) and very low frequency (VLF) radiation. This ionospheric modification technique can provide such waves for probing both the Earth and the ionosphere- magnetosphere. The modification occurs in the lower D-region and can provide information about the ambient conditions in one of the least diagnosed regions of the ionosphere.

In this Act:

(1) The term `space' means all space extending upward from an altitude greater than 60 kilometers above the surface of the earth and any celestial body in such space.

(2)(A) The terms `weapon' and `weapons system' mean a device capable of any of the following:

(i) Damaging or destroying an object (whether in outer space, in the atmosphere, or on earth) by--

(I) firing one or more projectiles to collide with that object;

(II) detonating one or more explosive devices in close proximity to that object;

(III) directing a source of energy (including molecular or atomic energy, subatomic particle beams, electromagnetic radiation, plasma, or extremely low frequency (ELF) or ultra low frequency (ULF) energy radiation) against that object; or

(IV) any other unacknowledged or as yet undeveloped means.

(ii) Inflicting death or injury on, or damaging or destroying, a person (or the biological life, bodily health, mental health, or physical and economic well-being of a person)--

(I) through the use of any of the means described in clause (i) or subparagraph (B);

(II) through the use of land-based, sea-based, or space-based systems using radiation, electromagnetic, psychotronic, sonic, laser, or other energies directed at individual persons or targeted populations for the purpose of information war, mood management, or mind control of such persons or populations; or

(III) by expelling chemical or biological agents in the vicinity of a person.

(B) Such terms include exotic weapons systems such as--

(i) electronic, psychotronic, or information weapons;

(ii) chemtrails;

(iii) high altitude ultra low frequency weapons systems;

To preserve the cooperative, peaceful uses of space for the benefit of all humankind by permanently prohibiting the basing of weapons in space by the United States, and to require the President to take action to adopt and implement a world treaty banning space-based weapons.

June 19, 2002: Sculptor Kenneth Snelson's "Needle Tower" is a fragile-looking thing. Criss-crossing rods suspended by taut wires soar perilously upward 20 meters high. Surely it ought to crumble or fall over. Yet it doesn't. When the wind blows, the Needle Tower bends, not breaks. When someone shoves it, it shoves back. After struggling to dislodge a meager few drops of the red liquid, an avalanche suddenly gushes out and buries your perfectly cooked burger. With suspiciously perfect timing, the ketchup changes from a thick paste to a runny liquid.

If you find yourself splattered and wondering "why?", you're in good company. Theoretical physicists are puzzled, too.

August 23, 2002: If you don't see it for yourself, you might not believe it.

A grey blob oozes down the side of a laboratory beaker. It's heading for the table, but before it gets there a low hum fills the air. Someone just switched on an electromagnet. The goop stiffens, quivers, then carries on oozing only after the hum subsides.

Is it alive?

No, just magnetized.

The biggest black holes may feed just like the smallest ones, according to data from NASA's Chandra X-ray Observatory and ground-based telescopes. This discovery supports the implication of Einstein's relativity theory that black holes of all sizes have similar properties, and will be useful for predicting the properties of a conjectured new class of black holes.

The conclusion comes from a large observing campaign of the spiral galaxy M81, which is about 12 million light years from Earth. In the center of M81 is a black hole that is about 70 million times more massive than the Sun, and generates energy and radiation as it pulls gas in the central region of the galaxy inwards at high speed.

WASHINGTON - A powerful jet from a super massive black hole is blasting a nearby galaxy, according to new findings from NASA observatories. This never-before witnessed galactic violence may have a profound effect on planets in the jet's path and trigger a burst of star formation in its destructive wake.

Known as 3C321, the system contains two galaxies in orbit around each other. Data from NASA's Chandra X-ray Observatory show both galaxies contain super massive black holes at their centers, but the larger galaxy has a jet emanating from the vicinity of its black hole. The smaller galaxy apparently has swung into the path of this jet.
