- Before the estrangement of recent decades, the American and the Chinese people had a long history of friendship. We've already begun to rebuild some of those previous ties. Now our rapidly expanding relationship requires the kind of structure that only full diplomatic relations will make possible.
- We have already begun to inform our allies and other nations and the Members of the Congress of the details of our intended action. But I wish also tonight to convey a special message to the people of Taiwan—I have already communicated with the leaders in Taiwan—with whom the American people have had and will have extensive, close, and friendly relations. This is important between our two peoples.
  
  As the United States asserted in the Shanghai Communiqué of 1972, issued on President Nixon's historic visit, we will continue to have an interest in the peaceful resolution of the Taiwan issue. I have paid special attention to ensuring that normalization of relations between our country and the People's Republic will not jeopardize the well-being of the people of Taiwan. The people of our country will maintain our current commercial, cultural, trade, and other relations with Taiwan through nongovernmental means. Many other countries in the world are already successfully doing this.

The chart shows the correlation between the number of conflicts and the average temperature during most of the second half of the millennium, the period for which the data are best. Until the mid-18th century, this correlation is continuously and significantly negative (the line remains close to the 95% confidence level, suggesting there is only one chance in 20 that it is an accidental, random effect). In other words, lower temperatures mean more wars. Then, suddenly, the negative correlation vanishes. The line goes into positive territory, but not enough to be statistically meaningful. The inverted correlation between temperature and conflict has therefore disappeared.

- They argue that the reason the relationship between warfare and cold vanishes in the mid-18th century is that this is the moment when the industrial revolution began
- These developments meant farmers could often produce reasonable yields during colder weather—and even when they could not, long-distance trade provided a buffer against crop failure. Meanwhile, the growth of cities and non-agricultural occupations meant there was money to buy such traded crops.
- The lesson, rather, is that the way to minimise the likelihood of climate-induced conflict in the future is to continue the process of crop improvement (for example, by taking advantage of the potential of genetic engineering) so that heat- and drought-tolerant varieties are available; to make farmers aware of these new crops and encourage their use; and to promote free trade and non-agricultural economic development. That way people will have no cause to fight, and tyrants no excuse to stir them up.

- GE’s argument: Cleaning up the world means installing more—not less—clean-tech gear. And that means fewer—not more—restrictions on clean-energy trade, even as the U.S. is desperate to jumpstart its domestic clean-energy industry and close a perceived gap with rivals such as China.
- Countries such as China, Mexico, Russia, India, and South Korea all slap higher tariffs on wind turbines than the U.S. does. Other countries, especially China, also use other trade weapons, from “Buy Chinese” provisions to questionable bidding procedures for energy projects that seem to always exclude foreign firms.

- Changing that rule might encourage some factory-building in Afghanistan. Similarly we see here that some of Afghanistan’s key trade partners have very high tariffs on Afghan agricultural products. Perhaps we could persuade Turkey and India that they don’t need to be charging 50+% taxes on imports of Afghan grapes. India is Afghanistan’s largest export market right now despite those high taxes; changing it would open some additional economic opportunities for people.
