Yet in one sense, Obama achieved more in the first 11
months of his presidency than his predecessor managed to in eight years. My
research clearly shows that he has begun to restore America's good name, an intangible
asset with highly tangible (read: lucrative) consequences. As head of state,
Obama has boosted the value of "Brand America" by just over $2
trillion, up from $9.7 trillion in 2008 to $11.8 trillion this year. That means
U.S. goods, services, people, and even the country's landscape are about 20
percent more enticing to the global market than they were in 2008.

- Indeed, hardly any country's image has
  altered more than 1 or 2 percent since the NBI was launched. Perceptions about
  a given place remained more or less constant even as it was hit by political
  and economic upheaval, terrorist attacks, and natural disasters. Nor did the
  countless, ruinously expensive publicity campaigns optimistically designed to "brand"
  countries push up any ratings for the better.
- Following the publication in 2006 of cartoons
  lampooning the Prophet Muhammad, Denmark's image collapsed in Muslim countries
  in the survey. In Egypt, for example, Denmark had typically been ranked around 15th
  in most categories, with a high ranking of seventh for its governance.
- The
  second exception occurred this year and was even more dramatic. The United States,
  which had languished around seventh place in my index since 2005, shot up to
  first place, and not just in the perceptions of one or two countries. For a
  sample representing some 60 percent of the world's population and 77 percent of
  its economy, America is suddenly the most admired country on Earth.
- Closer analysis of the data shows that much of the boost
  comes from improved international opinion of the American people themselves.
  After the re-election of George W. Bush to a second term, I began to record
  falling scores not just for U.S. foreign policy but also for U.S. people,
  culture, products, and even -- by a delightfully illogical extension -- the U.S.
  landscape. Now, the world appears to have
  absolved Americans of any perceived sin, having elected the "right"
  president. Even the country's rolling hills and city skylines, it seems, are
  fully restored to their former grandeur in the eyes of the world.
- Redemption of the brand means more than just the warm
  and fuzzy feeling one gets when thinking about the United States. By
  combining the NBI data with a range of economic and industrial statistics, it
  is possible to hazard a brand valuation for a country, much as corporations
  value their brands. Working with Brand Finance, a consultancy that specializes
  in valuing the intangible assets of corporations, we estimate that the value of
  "Brand America" has jumped from $9.7 trillion in 2008 to $11.8
  trillion today. Even more remarkably, that increase comes even as the global
  recession has seen U.S. GDP growth decline 2.3 percentage points over the last
  year. That number is value that Obama has added
  to the U.S. economy simply by taking office and making the right speeches.

Environmental officials defended Taiwan’s record yesterday after the nation was ranked behind Japan and South Korea in an influential climate change performance report that evaluates emissions trends, levels and climate policy.
“The conclusions reached in the report draws on Taiwan’s information from the IEA [International Energy Agengy], which is from 2007,” Environmental Protection Administration (EPA) Minister Stephen Shen (沈世宏) told a press briefing last night. “[2007] was the worst year for us in terms of carbon emissions increases … that was accurately reflected in the report.”

- Information from the EPA shows that the nation’s total carbon emissions decreased 4.4 percent over the last year from 267 million tonnes to 257 million tonnes. Meanwhile per capita emissions have fallen to 11.17 tonnes from 11.73 tonnes.
- Officials also lamented that government policy only accounted for a small percentage in the report’s ranking. The report weighed “Emissions trends” as 50 percent, “Emissions Levels” as 30 percent and “Climate Policy” 20 percent in reaching its conclusions.
  
  The report — which looked at 57 countries that accounted for more than 90 percent of total global carbon emissions, last year ranked Taiwan 32nd in the overall category and third in its regional category.
  
  This year, however, the ranking dropped 15 places, landing Taiwan at a dismal 47th, meanwhile its regional ranking was in the bottom three.
  
  Germanwatch said Taiwan had the greatest decline in rankings in this year’s report, adding that this was mostly due to its lack of initiatives to curb emissions increases in the energy sector in comparison with other countries.
- “Its problems are primarily a lack of solutions for curbing emissions in the electricity sector as well as a lack of planning for renewable energy,” he said.
- Taiwan accounts for about 1 percent of total carbon emissions despite being home to only 0.3 percent of the world’s population.

Most revealing? Nearly 40 percent of respondents reported that these scholars have “no impact” on foreign policy or even the public discourse about it. Indeed, the only academics judged less effectual in the policy realm were historians.

- In 2006, 48 percent of respondents reported that contemporary case studies conducted by academics were “very useful” to policymakers, but by 2008 only 39 percent of respondents thought policymakers would find this work useful.
- It’s a largely liberal internationalist agenda, one that names the most important foreign-policy priorities facing the United States as: global climate change (37 percent), the war in Iraq (35 percent), global reliance on oil (34 percent), armed conflict in the Middle East (32 percent), and the proliferation of weapons of mass destruction (27 percent). A large majority of the experts favor increases in foreign aid (85 percent), free trade agreements (70 percent), and increased spending on the global aids epidemic (59 percent). Although these scholars oppose using military force against Iran even as it allegedly pursues a nuclear weapons program, a clear majority favors humanitarian intervention in Sudan if conducted under the aegis of an international institution such as nato or the United Nations. (It’s worth noting that had the survey been sent in December, after the global economic collapse, financial issues likely would have secured a higher spot.)
- So, which countries pose the greatest threat to the U.S. position today? Forty-three percent of respondents agreed that China’s growing military power could threaten international stability. In fact, specialists predict that the strategic importance of East Asia generally will continue to grow. Although only 30 percent see the region as the one of greatest concern for the United States today (up from 19 percent in 2006), 68 percent reported it would be the region of greatest strategic importance in 20 years.
- According to the scholars in this year’s survey, a U.S. commitment to take the lead on international climate treaties is long overdue. Although the election of President Obama—who has described the global climate change threat as “a matter of urgency”—promises movement on U.S. environmental policy, it might not be nearly high enough on Obama’s to-do list for these experts. Not only do academics consider the environment to be the greatest threat we face today, they predict it will be an even more important foreign-policy challenge for the United States in 10 years.
