Obama Administration on Open Government: More than Rhetoric? « UNREDACTED

To date, there have been some positive signs that the Obama Administration has been trying to shift the federal government away from the excessive secrecy that characterized the Bush 43 Administration. Many of these efforts, however, have been small steps that impact only a limited area of federal activity—although in some cases those have been important areas. Many open government advocates, however, have been frustrated that the inauguration of President Obama did not lead to a dramatic opening up of federal agency filing cabinets (and databases). More critically, many of the hardest secrecy issues that arose during the prior administration are still not resolved or have not been resolved favorably, from the open government perspective.

How We Have "Already Changed" Washington | The White House

The Congressional Research Service has released a report concluding that President Obama's historic reforms to the culture of lobbying in Washington have "already changed the relationship between lobbyists and covered executive branch officials."

- On January 21, 2009, the President signed an Executive Order imposing stricter ethics standards on this Administration than any in history. The Order restricts anyone who has been a registered federal lobbyist within the past two years from being appointed to an agency they lobbied or from working as an appointee on particular matters or specific issue areas on which they lobbied. The Order also prohibits all appointees from lobbying the Obama Administration after leaving government service.
- On March 20, 2009, the President issued a memorandum imposing restrictions on lobbyists' abilities to communicate with federal officials regarding Recovery Act funding. Those restrictions were expanded on July 24, 2009.
- On September 10, 2009, the Treasury Department announced that similar rules would apply to communications regarding Emergency Economic Stabilization Act (EESA) funds. (PDF)
- On September 23, 2009, the White House announced a goal of no longer appointing or reappointed federally registered lobbyists to agency advisory boards and commissions and federal agencies have implemented policies to achieve that goal.

All of these initiatives are intended to change Washington by putting the public interest ahead of the special interests, and we are very pleased the word is getting out.

As the Wonk Room’s Brad Johnson has reported, ACCCE President and CEO Steve Miller lied under oath when he told the committee that his organization has never opposed clean energy legislation.

Miller’s claim is another example of the coal industry’s perjury under oath. In a six month period of 2007 alone, ACCCE, under its previous name of Americans for Balanced Energy Choices, spent $2,660,000 lobbying the federal government. Senate disclosures show that the organization has spent millions more lobbying since 2001.
