It’s not a matter of being overly cynical about the priorities of China’s highest leaders. The system is broken, or rather, it was never designed to protect and empower individuals and the public in the first place (just the opposite; it was designed to empower the rulers at the expense of the people).
the best quote is the one about the idea of the user being sovereign, which has transformed the meaning of free speech. Once the individual has greater autonomy vis-a-vis platforms, it's harder to pursue the Decider model, let alone consistent censorship. But isn't achieving this what the distributed model of the internet is all about? Seems the web has cut that development short.
Go google! that's the kind of thing i'd like to hear from any company doing business with China.

Tor, one of the most effective proxy services have been blocked by the chinese government. Fortunately, there are other ways of distributing the access to the service. It's an arms race in a continuing war.
