Comprehensive Area Assessment
- CAA (2007) - In 2009 CAA will take over from the Comprehensive Performance Assessment (CPA) of local government. CAA will continue to provide assurance about how well run local public services are and how effectively they use taxpayers’ money. But it also aims to be relevant to local people by focusing on issues that are important to their community. It will develop a shared view about the challenges facing an area, such as crime, community cohesion, a sustainable environment or public health issues such as obesity. Local Public Service Agreements: The Second Generation
¨ Focused on local priorities evidenced from sources such as the Community Plan, the CPA Improvement Plan and the Neighbourhood Renewal Strategy.
¨ Increased focus on partnership working.
¨ Increased support from central government with increased scope for local authorities to negotiate freedoms and flexibilities to deliver more innovative or radical ways of addressing local priorities and improving performance.

Securing the Future (2005) - The Government has a new purpose and principles for sustainable development and new shared priorities agreed across the UK, including the Devolved Administrations. The strategy contains:
o Five principles – with a more explicit focus on environmental limits
o Four agreed priorities – sustainable consumption and production, climate change, natural resource protection and sustainable communities, and

People and Places (Local Government Association, 2006) Over recent years public service reform and new investment has helped to raise performance. But today the UK is characterised by a centralism unique among the democracies of the developed world. This centralism is impeding further progress in improvement, failing to make best use of public taxes, and leading to frustration amongst local people over their inability to influence their future.

Strong and Prosperous Communities (2006) Vol.1 & Vol.2 - Our vision is of revitalised local authorities, working with their partners, to reshape public services around the citizens and communities that use them.

o We will simplify procedures to enable co-ordination of consultation on Sustainable Community Strategies, Local Area Agreements and Local Development Frameworks.
o A new performance framework
o We propose a radical simplification of the performance framework. There will be around 35 priorities for each area, tailored to local needs through the Local Area Agreement. Instead of the many hundreds of indicators currently required by central government there will be a single set of about 200 outcome based indicators covering all important national priorities like climate change, social exclusion and anti-social behaviour.
o In addition we will put in place a new regime for dealing with monitoring, support, assessment and intervention, building on the success of Comprehensive Performance Assessment. The new regime – Comprehensive Area Assessment – will be a more proportionate risk-based regime which will cut bureaucracy and allow more targeted support or intervention when things go wrong.

- Gershon Efficiency Review (July 2004) - Local Authorities are one of a number of public authorities who are required to make annual efficiency savings following the Gershon Efficiency Review. The “target” efficiency savings required are 2 ½ % per annum for the next 3 years. - pixelf on 2008-12-18

The Local Development Framework is part of the new Development Plan System, introduced by the Planning and Compulsory Purchase Act 2004. The key aims of the new system are:
¨ Flexibility.
¨ Strengthening community and stakeholder involvement in the development of local communities.
¨ Front loading. Local planning authorities should take key decisions early in the preparation of local development documents.
¨ Sustainability appraisal.
¨ Programme management. The efficient management of the programme for the preparation of a range of local development documents in accordance with the local development scheme; and
¨ Soundness. Local development documents must be soundly based in terms of their content and the process by which they are produced. They must also be based upon a robust, credible evidence base.

Audit Commission - Comprehensive performance assessment
- CPA - CPA was introduced as a result of the Local Government Act 2002 as a means of supporting Councils to deliver improvements in services to local people. It is an independent and rigorous assessment of how Councils are managed and how they perform. CPA achieves this by bringing together existing information on core service performance, combined with a self-assessment of a Council’s ability to improve and a subsequent formal inspection undertaken by the Audit Commission. - pixelf on 2008-12-18
The National Neighbourhood Management Pathfinder Programme

The Neighbourhood Management Pathfinder programme (2001 – Phase 1) is a process not a project. It involves communities working with local agencies to improve services at neighbourhood level.
Neighbourhood management aims to tackle quality of life ("liveability") issues in communities through:
· Better management of the local environment;
· Increasing community safety;
· Improving housing stock;
· Working with young people; and
· Encouraging employment opportunities.
Many Neighbourhood Management Pathfinders are working with Warden schemes as a proven way of addressing many of these issues. The key to neighbourhood management is that residents concerns should be more important in defining what is done than agencies' assumptions. Local authorities, the police, health services, development trusts, housing associations and regeneration companies all have an important part to play. - pixelf on 2008-12-18
