Studies by the International Institute for Environment and Development (IIED) revealed, ‘Many countries do not have sufficient mechanisms to protect local rights and take account of local interests, livelihoods, and welfare. Moreover, local communities are rarely adequately informed about the land concessions that are made to private companies. Insecure local land rights, inaccessible registration procedures, vaguely defined productive use requirements, legislative gaps, and other factors all too often undermine the position of local people vis-à-vis international actors.’[1]

In Madagascar, a 99-year lease on 3.2 million acres of land – 50 per cent of Madagascar’s arable land, granted to multinational Daewoo ‘ensuring food security’ for South Korea, lead to a coup. ‘In the constitution, it is stipulated that Madagascar’s land is neither for sale nor for rent, so the agreement with Daewoo is cancelled,’ said current president Andry Rajoelina, a baby-faced former DJ, backed by the army – and allegedly, the majority of Malagasys, 70 per cent of whom depend on farmland for income. ‘One of the biggest problems for farmers in Madagascar is land ownership, and we think it’s unfair for the government to be selling or leasing land to foreigners when local farmers do not have enough land,’ an official from Madagascar’s Farmer’s Confederation revealed to Reuters.

These monetarist schemes have helped to make Africa poorer and even more dependent on foreign donors and capital, and thus more vulnerable to still more of the big plans, so that now, even as Africans struggle to confront the perfect storm of the global food crisis, financial crisis and climate change – all of which are the offspring of the unfettered free-market financial system – the same big planners are at it again with more sweeping solutions (profitable ones) for the problems they themselves caused.

On 16 October, another international aid agency, ActionAid, issued a report, Who's really fighting hunger, questioning why one billion people the world over were hungry.

It added: "Hunger begins with inequality -- between men and women, and
between rich and poor. It grows because of perverse policies that treat
food purely as a commodity, not a right. It is because of these
policies that most developing countries no longer grow enough to feed
themselves, and that their farmers are among the hungriest and poorest
people in the world. Meanwhile, the rich world battles growing
obesity."

In general, governments ought to liberalise markets, not intervene in them further. Food is riddled with state intervention at every turn, from subsidies to millers for cheap bread to bribes for farmers to leave land fallow. The upshot of such quotas, subsidies and controls is to dump all the imbalances that in another business might be smoothed out through small adjustments onto the one unregulated part of the food chain: the international market.
For decades, this produced low world prices and disincentives to poor farmers. Now, the opposite is happening. As a result of yet another government distortion—this time subsidies to biofuels in the rich world—prices have gone through the roof. Governments have further exaggerated the problem by imposing export quotas and trade restrictions, raising prices again. In the past, the main argument for liberalising farming was that it would raise food prices and boost returns to farmers. Now that prices have massively overshot, the argument stands for the opposite reason: liberalisation would reduce prices, while leaving farmers with a decent living.
Quest for economic development in agrarian localities: Lessons from West Nile, Uganda
This paper describes the transformations that have taken place in the honey production and marketing in West Nile since the launch of the National Agricultural Advisory Services (NAADS) programme in 2001. In pursuing local economic development, emphasis has been placed on community-based development and the formation of clusters of survival enterprises. \n\nThe West Nile initiative organised regional beekeepers into groups for effective participation, planning and management. Communities were sensitised to available opportunities to address constraints to production. Strategies for apiary management, honey processing and packaging were developed. Collective production and bulk marketing were stimulated and linkages with buyers and micro-credit providers were built. \n

a new study released by the Common Fund for Commodities at an international forum on biofuels held recently in Kuala Lumpur. “Fundamentally, there is a link between poverty reduction and biofuels sector development that can be promoted,” said Ambassador Ali Mchumo, the managing director of the Common Fund in Amsterdam.
