"Ever since we opened up lots more of the Internet in our school district earlier this year, the district has received several requests from teachers and other staff to block resources that are distractions in the classroom. I’ve written a stock response to those requests that I thought might be worth sharing. It’s my hope that their requests and the conversations that come from this response lead to changes in classroom practice."

From Toy to Tool: Cell Phones in Learning: A 21st Century Global Acceptable Use Policy for Schools
While I have often given some suggestions, I recently came across Uni High. Uni is a school in Urbana, Il that has propsed a new, more cell phone friendly AUP. Here is a blurb of the new policy proposal. I think this policy is an excellent example of a policy that can keep structure and restaints around using cell phones inappropriately, while as the same time give classroom teachers the option to use them in their teaching and learning.

Forsyth County Schools | AUP Policy for web 2.0
It is the belief of the Forsyth County Board of Education that the use of technology for the purpose of information acquisition, retrieval, manipulation, distribution and storage is an important part of preparing children to live in the 21st century. The Board further believes that a “technology rich” classroom can significantly enhance both the teaching and learning process. This technology includes computer hardware, software, local and wide area networks and access to the Internet. Due to the complex nature of these systems and the magnitude of information available via the Internet, the Forsyth County Board of Education believes guidelines regarding acceptable use are warranted in order to serve the educational needs of students.

Wake County school officials say the Internet is too valuable an educational tool for them to completely bar students from using it at school, even when parents make that request. It's a case of parental rights pitted against what educators say is a skill that students need to know.
"They will not get unfettered access to school computers if parents object," said Bev White, the Wake school system's chief technology officer. "But there are educational situations where a child needs to go on the Internet with supervision."
That approach isn't good enough for Ranee Cloud, a Wake Forest mother who has tried to block her daughter from getting Internet access at elementary school. Cloud filed a grievance that was recently rejected by the Wake school board.
White said it's acceptable for a student to receive Internet access when the teacher is providing supervision. Even though the student can control the keyboard, White said, the teacher should be walking around the room to oversee what's on each monitor.
