Veterans Report - Beneficiaries, Vets Shielded From Health Reform
"The national health reform bill passed by the House last month and the Senate version to be debated in early December pose no threat to current health care benefits provided to military families, retirees or veterans, say advocates for these beneficiaries as well as congressional committee staffs. The House-passed Affordable Health Care for America Act (HR 3962) states in Section 311 that "nothing" in the bill "shall be construed as affecting" authorities used by the departments of Defense and Veterans Affairs to provide TRICARE programs or VA health care benefits. Veterans Report - VA to Launch Women Veterans Study
"The Department of Veterans Affairs is launching a comprehensive study of women veterans who served in the military during the Vietnam War to explore the effects of their military service upon their mental and physical health. The study, which begins this month and lasts more than four years, will contact approximately 10,000 women in a mailed survey, telephone interview and a review of their medical records. The study will assess the prevalence of post-traumatic stress disorder (PTSD) and other mental and physical health conditions for women Vietnam veterans. The study will be managed by specialists in the VA's Cooperative Studies Program and is projected to cost $5.6 million."
Veterans Report - VA Pilots E-Health Records
"The Department of Veterans Affairs (VA) and Kaiser Permanente recently announced a new, pilot program designed to exchange electronic health record (EHR) information using the Nationwide Health Information Network (NHIN) created by the Department of Health and Human Services. VA and Kaiser Permanente is currently sending a joint letter to veterans in the San Diego area who receive care from both institutions to invite them to participate in this first-ever pilot program. Veterans who respond and ask to participate will enable their public and private sector health care providers and doctors to share specific health information electronically, safely, securely and privately. The pilot program will connect Kaiser Permanente HealthConnect and the VA's electronic health record system, VistA, two of the largest electronic health record systems in the country. This initial pilot is planned to begin in mid-December 2009."
Veterans Report - Senate Passes Vets, Caregivers Reform
"The U.S. Senate voted 98-0 to pass the Caregivers and Veterans Omnibus Health Services Act of 2009, a sweeping reform bill sponsored by Senate Veterans' Affairs Committee Chairman Daniel K. Akaka (D-Hawaii) for wounded warriors and the families who care for them. S. 1963 merges two veterans' health bills which passed the Committee with unanimous bipartisan support this summer, only to be blocked from a floor vote by a single Senator until today. "
Veterans Report - Veterans Employment Bills Pass

Two bills addressing veteran employment -- H.R. 1170 and HR. R. 1088 -- have been approved in the House and are moving to the Senate. HR 1170, would give would give the Office of Special Counsel responsibility for investigation and prosecution of cases of employment & re-employment rights violations made by federal agencies. This bill also allows for $200,000 to be used in grants to encourage development of technologies to make home life easier for severely disabled veterans. Read the text of HR 1170. HR 1088 would require state employees assigned to duties such as Disabled Veterans Outreach Program Specialists and Local Veterans' Employment Specialists to attend training sessions within one year of receiving the position. GeneaBlogie: No-fee Passports Available to Visit Veterans Graves Overseas
In one of our Memorial Day posts, we mentioned that there are thousands of American veterans buried overseas. I've recently learned that “No-fee” passports are available to immediate family members (spouse, children, parents, brothers and sisters) for the purpose of visiting their loved one’s grave or memorialization site at the American military cemeteries on foreign soil. AnceStories: "In Memory" Day Honors Those Who Died As a Result of the Vietnam War
While presenting my Military Records lesson during my Intermediate Online Genealogy class Tuesday night, one of my students, a widow of a Vietnam veteran who died as a result of Agent Orange exposure, informed us of the In Memory program. Veterans such as her husband do not fit the Department of Defense criteria for inclusion on The Wall. However, an annual memorial event, In Memory Day, held on the third Monday of April, pays tribute to those men and women who sacrificed for their country. The latest inductees' names are read aloud, and certificates bearing their names are placed at the Vietnam Veterans Memorial. These are later collected by the National Park Service and archived, and the names written in an In Memory Honor Roll book. A list of the 2007 Honorees is searchable online.

A couple of days ago, I noticed the slightest change in the sounds of the 'hood. Being the son of a jet engine mechanic, and then a maintainer myself (and yes, a "boy"), I notice the sounds of cars and trains and planes. Most of us (boys!) begin identifying these sounds at the age of 4 or 5 (easily!). One sound many of us relate to is the sound of the UH-1 Huey helo as it alone captures our imaginations as it whop whop whop's its way across our sky. But this ... this was another sound. A low, thud thud thud'ing ... almost a word, po-ta-to, po-ta-to, po-ta-to ...
