In line with the federal government policy to promote the use of free software in public administration, the portal was made using only free and open source tools.
“The development project of the Brazilian Open Data Portal takes the concept of social participation to the extreme. From the beginning, planning meetings and development forums were open to any interested citizen, announced in advance on open discussion lists and where possible relayed via live streaming video to the Internet (webcast).

The good news is that you can find a number of excellent sites for keeping an eye on the U.S. government. Not surprisingly, most of these are provided by third parties, rather than the government itself. To help ReadWriteWeb readers as the election season approaches, we've pulled together a list of the best sites for seeing just how the sausage is made. Just remember: What's been seen can't be unseen.

Here are some good examples of digital communications that caught my eye over the last few months.
She's worked tirelessly for years on building a platform for her engaged followers. Some of her methods have been analyzed through a marketing lens in Chris Brogan and Julien Smith's Trust Agents.
But on her new show, Lifeclass, she's taken her social media use to the next level.
And her lessons can provide brands and businesses of all shapes and sizes, new insights into using social media to build their businesses.
Here's how Oprah is taking advantage, and how you can do the same.

In the context of these changes, public servants have begun using social media to share information and engage with citizens. NASA’s original Open Government Plan outlined 147 goals across 22 organizations to demonstrate how NASA is becoming an open government in its policy, technology, and culture. To celebrate two years of efforts toward the Initiative, NASA created an infographic to communicate it’s progress towards achieving the original goals in version 1.0 of the Agency’s Plan. As we release version 2.0 of the Plan, this infographic has been updated to reflect the final status of the original goals. Go to the end of this document for a plaintext version of the infographic.
The steps necessary to making government more transparent are often not that expensive or cumbersome. What is needed more than anything is a change of mindset among government officials.
Several civic organizations including Citizens Union, Common Cause New York, League of Women Voters of New York State, and the New York Public Interest Research Group , and Reinvent Albany, have released a report that highlights how to make the operation of government in New York State more open and transparent.
The full report which you can read here also puts forth seven basic principles for using technology to open up government, that can serve as a useful guide for other municipalities. Simple steps like putting documents online in a searchable format can go a long way in promoting open government.
NASA has revamped its two-year-old Open Government Plan with a new website and a commitment to building a community-focused online architecture, featuring new tools for data sharing and open source development.
The new Open Government Plan, “Flagship Initiative,” is the creation of an “accessible, participatory and transparent web environment,” a goal reflected in the new site. Users are welcomed to a colorful, easy-to-read and easy-to-browse database of NASA projects and information — and they’re encouraged to comment on everything.
