The Political and Demographic Predictors of Candidate Emergence in City Council Elections

Legislative scholars have shown that candidates emerge when political conditions are most favorable. The topic of candidate emergence in city council elections is addressed using data collected on all 50 of Chicago’s wards from 1979 to 1995. The results show that wards with open seats or vulnerable incumbents on the ballot generally have a larger and more politically experienced crop of candidates than other wards. The findings also reveal that wards with higher concentrations of black residents have significantly larger and more politically experienced candidate pools than wards with fewer blacks. Explanations for these findings are discussed.

Candidate Emergence in State Legislative Elections: Does Public Funding Make a Difference?

This paper examines the effect of public funding on candidate emergence in state legislative elections. Using new data from a survey of community leaders in three states, it examines factors that influence the decision to run for state representative, looking especially at whether the availability of public funds induces qualified citizens to become candidates. The findings remain tentative because not all the data have been collected, but they point to the conclusion that public funding of elections appears to encourage low income candidates and those who dislike fundraising or perform poorly at it. Public funding also appears to encourage high quality candidates to run, as well as those who tend to be more liberal ideologically.

The Candidate Emergence Study

The Candidate Emergence Study is a multi-year project that seeks to understand how potential candidates for the United States House of Representatives decide whether to run for Congress. The decisions potential candidates make about whether to run directly affect the competitiveness of House election campaigns, how much money is spent, the kinds of campaigns that are run, etc. As a result, our study extends beyond the decision-making of potential House candidates to examine the intensity and content of House campaigns, and how voters respond to variations in campaigns. We draw on extensive surveys of potential candidates, district informants and voters in House election campaigns in 1998, 2002, and 2006. We have received research funding from the National Science Foundation, the Carnegie Corporation, Colby College, and the University of California, Davis. None of the funding organizations is responsible for the analysis or interpretations we present.

Save the Waves Coalition

Save The Waves would like to congratulate President-Elect Barack Obama on his historic victory. While much well-deserved attention has focused on his unprecedented rise as the first African American president in the nation's history, lesser-known is the fact that Obama is, to the best of our knowledge, the first-ever surfing president.

It's true. Not only was he photographed last August bodysurfing at Sandy Beach on Oahu's south shore (above photograph), but Save The Waves supporter and Reef founder Fernando Aguerre reports that upon meeting Obama at a fundraiser this fall, the president elect told him, "Well, I surfed but I wasn't any good at it." Obama then signed Fernando's t-shirt, "Obama Surfs," right across the heart.

Mr. Obama sure looks like he understands the value of waves, and how to ride them!
