Sarkozy had read The Bad Life and called Mitterrand’s “sex
tourism book 'courageous.’” -
Polanski
posed for French magazines with young girls and in his book, Mitterrand
said he sought “young boys” for sex. Despite their public
personas as child sex predators Polanski and Mitterrand were lionized
by the French elite. -
After
his vocal defense of Polanski, some of the French opposition party demanded
Mitterrand’s resignation. -
One political opponent quoted from the
Minister’s autobiography in a TV debate. Even a Socialist party
spokesman said it was “shocking” that the Culture Minister
was a child sex tourist. -
Sarkozy
has not called for the arrest of his “courageous” pederast
Minister who now says by “young boys” in Asia, he really meant
men his age. -
Certainly
Mitterrand is not the only powerful European government leader who brags
about child molesting. -
In 1975,
Bendit, a German socialist popular in France, wrote in Le Grand Bazar,

unit, told the Poston Wednesday he had encountered approval and enthusiasm
for the project, which he hoped would receive funding from the European

The United States has continued to intensify its confrontation
with Russia in the wake of Moscow’s withdrawal of troops
from most of the Georgian territory it held following the five-day
war provoked by the invasion of the breakaway province of South
Ossetia by the US-backed government of Georgian President Mikheil
Saakashvili. -
On Sunday, the US guided missile destroyer USS McFaul docked
at the Georgian port of Batumi as part of what President Bush
and the Pentagon have called a “military humanitarian mission”
to aid the former Soviet republic in the southern Caucasus. -
The McFaul, an Arleigh Burke-class destroyer, is outfitted
with an array of weapons, including Tomahawk cruise missiles,
which can carry either conventional or nuclear warheads, and a
sophisticated radar system. -
According to US Defense Department
spokesman Bryan Whitman, the US Coast Guard cutter Dallas has
also been dispatched to the Georgian coast, while a third vessel,
the Navy command ship USS Mount Whitney, is being loaded in Italy. -
Russian military officials on Monday denounced the US-led naval
buildup, and hours later Russia’s flagship cruiser re-entered
the Black Sea, ostensibly for weapons tests. -
Anatoly Nogovitsyn,
the deputy chief of the Russian military’s general staff,
said, “The fact that there are nine Western warships in the
Black Sea cannot but be cause for concern. -
They include two US
warships, one each from Spain and Poland, and four from Turkey.” -
Reuters cited unnamed sources in Russian military intelligence
as saying the NATO ships in the Black Sea are carrying more than
100 Tomahawk cruise missiles, with more than 50 onboard the USS
McFaul alone that could hit ground targets. -
On the ground, the Georgian military has concentrated equipment
and forces along the border with South Ossetia, near Russian troops
that have set up checkpoints in a five-mile buffer zone around
the pro-Russian enclave. -
The Georgian parliament voted on Saturday
to prolong the official “state of war” with Russia until
September 8. -
Russian military officials this weekend vowed to boost their
forces in the breakaway provinces of South Ossetia and Abkhazia
in direct proportion to American military spending to rebuild
the Georgian army. -
In addition to its provocative military moves, Washington is
stepping up its political and diplomatic offensive against Moscow. -
American officials continue to charge Russia with violating the
terms of the cease-fire agreement brokered two weeks ago by French
President Nokolas Sarkozy, acting in behalf of the European Union. -
The Bush administration moreover announced that Vice President
Dick Cheney would visit the Georgian capital of Tbilisi next week
as part of a tour of former Soviet republics and Warsaw Pact nations
that are now allied to the US and ruled by virulently nationalistic
and anti-Russian governments. -
Cheney heads a faction within the
Bush administration that has long pushed for an even more belligerent
and aggressive policy toward Russia than that carried out by Secretary
of State Condoleezza Rice. -
Early in the five-day Georgia-Russia war, while Bush was still
attending the Olympics in Beijing and issuing relatively muted
statements on the conflict, Cheney telephoned Saakashvili and
placed the blame for the fighting squarely on Moscow. -
His office
issued a statement saying that Russian “aggression ... must
not go unpunished.” His visit to the -region indicates that
his faction has gained the upper hand within the administration. -
On Sunday, Sarkozy announced that he was calling an emergency
EU summit for September 1 to consider the European Union’s
relations with Russia and the provision of aid to Georgia. -
Sarkozy,
who said he was calling the meeting at the request of “some
EU governments,” last week threatened to call such a summit
and warned of “serious consequences” if Russia failed
to adhere to the cease-fire terms. -
He, along with German Chancellor
Angela Merkel and British Foreign Minister David Milibank, are
echoing US charges that Moscow continues to defy the agreement. -
Russia on Friday withdrew almost all of the forces it had sent
into Georgia to repel the attack on the South Ossetian capital
of Tskhinvali, which, Moscow contends, killed over 2,000 civilians
and leveled 70 percent of the buildings in the city. -
However,
it is retaining over 500 troops within the borders of South Ossetia
and Abkhazia and has established military checkpoints in what
it calls a “security zone” around the two provinces. -
Moscow insists that it is in compliance with the cease-fire,
which includes a point allowing Russia to take unspecified “additional
security measures” besides keeping peacekeepers in the disputed
territories. -
Russia has maintained peacekeeping troops in the
provinces since they ended effective control by Tbilisi in fighting
that followed the breakup of the Soviet Union in 1991. A subsequent
agreement between Moscow and Tbilisi sanctioned the presence of
Russian peacekeepers in the breakaway republics. -
In a telephone conversation with Russian President Dimitry
Medvedev over the weekend, Sarkozy said the agreement allowed
Russian peacekeepers to “patrol” areas near the borders
of the two republics, but not to set up checkpoints. -
He also demanded
that Russia remove military checkpoints near the Georgian port
of Poti and the air base at Senaki, which are outside the five-mile
buffer zone around Abkhazia. -
From the moment the cease-fire agreement was announced, Washington
began accusing Russia of violating its terms. -
Both Georgia and
the US have refused, in practice, to acknowledge the point allowing
Russia leeway to station some forces beyond the borders of the
disputed provinces. -
The Financial Times reported Monday that “US diplomats
have voiced their frustration at the terms of the subsequent ceasefire
deal brokered by Nicolas Sarkozy, France’s president, which
they consider too vague and too favourable to the Kremlin.” -
In a separate article based on an interview it conducted over
the weekend with Saakashvili, the newspaper reported that “Saakashvili
put the blame on the ‘vague’ ceasefire agreement.” -
Divisions within the EU over how closely to adhere to the extremely
provocative line of the US and how far to take the confrontation
with Russia were reflected in a statement by French Foreign Minister
Bernard Kouchner, who ruled out EU sanctions against Russia at
the upcoming summit. -
However, Sarkozy’s announcement of the meeting reiterated
the US mantra of support for the “independence and territorial
integrity” of Georgia, a formula for rejecting demands of
separatists in the two breakaway provinces, broadly supported
by the local populations in the wake of the Georgian assault on
South Ossetia, for independence from Georgia. -
The question of independence for South Ossetia and Abkhazia
is becoming the flashpoint for further conflict. -
On Monday, both
houses of the Russian parliament—the upper Federation Council
and the lower State Duma—voted unanimously in favor of a
non-binding resolution calling on Medvedev to recognize the independence
of the provinces. -
The Russian parliament and the governments of South Ossetia
and Abkhazia have cited as precedent American and European recognition
of Kosovo, which last February, over vehement objections from
Russia, declared itself independent of Serbia, a traditional ally
of Moscow. -
Intensifying the conflict, Abkhaz President Sergei Bagapsh
called on Monday for a military cooperation agreement between
an independent Abkhazia and Russia. -
Russian Deputy Foreign Minister Grigory Karasin in an interview
with Spiegel Online on Sunday attacked the US for its “deceitful
role” and pointed out: “American was arming Georgia
for five years, and Georgia tripled its military budget.” -
Of Washington’s intense lobbying for Georgian admission
to NATO, he said, “That would be very dangerous ... It is
a decision by all of NATO, a decision on what relations it wants
with Russia in the future.” -
The Russian government is incapable of responding to the aggressive
and provocative policy of the US except by counterposing to Washington’s
drive for hegemony in the Caucasus and the Eurasian continent
its own Russian nationalism and militarism. -
Resting as it does on the dominant factions of the new bourgeoisie
that enriched itself from the plundering of the nationalized economy
of the former Soviet Union, the Russian regime is incapable of
making any appeal to the masses of former Soviet republics such
as Georgia and Ukraine which are being lined up against it. -
On Sunday, Ukraine held a large military parade in Kiev to
mark the 17th anniversary of independence from the Soviet Union. -
Ukrainian President Viktor Yushchenko gave a televised address
in which he declared that only NATO membership and military rearmament
could protect Ukraine from Russian domination. -
Yushchenko published an op-ed column in Monday’s Washington
Post in which he reiterated earlier threats to limit Russian
naval access to the Black Sea port of Sevastopol. -
Russia and Ukraine
agreed in 1997 to a 20-year renewable lease for the Russian naval
base in the Crimean port. -
Yushchenko went on to declare his support for the “territorial
integrity” of Georgia and insist on Ukraine’s admission
to NATO. -
Indicative of the bipartisan support for the Bush administration’s
reckless and belligerent policy toward Russia, with its ominous
implications of a potential military clash between nuclear armed
powers, is an interview with Saakashvili reported in Monday’s
New York Times. -
The article notes that the Georgian president
is convinced of unqualified US support for his drive to reassert
control over South Ossetia and Abkhazia, saying he “spoke
by phone with the presumptive Republican nominee for president,
Senator John McCain, as often as twice a day, and that he was
in regular contact with Senator Joseph R. Biden Jr., who has been
picked to run for vice president on the Democratic ticket.”

European leaders warned Russia today to withdraw forces rapidly from Georgia or face unspecified "consequences", as Moscow stalled on its pledges to honour a ceasefire and pull back thousands of troops from the Caucasus republic.

With the US and European governments due to meet on Tuesday to consider their options for the first time since the crisis erupted, the French president, Nicolas Sarkozy, threatened the Kremlin with an ultimatum for the first time, warning that more delays to a pullout "would have serious consequences on relations between Russia and the European Union".

The French warning echoed similar statements from the Americans in recent days, none of which appear to have rattled the Russians, whose forces remain in firm control of large tracts of Georgia well beyond the two separatist enclaves of South Ossetia and Abkhazia.

"People are going to begin to wonder if Russia can be trusted," Condoleezza Rice, the US secretary of state, said today of the Russian failure to keep its promises.

Mr. Bush's move to provide humanitarian assistance may have been geared in part to assuage critics at home and reassure allies abroad.

Daring Russia

Russian troops on Wednesday fanned into the countryside near Gori, where local militias drove ethnic Georgians from their villages and burned houses, according to fleeing residents and witnesses from Human Rights Watch, the civil-liberties group.

Mr. Bush cited reports that Russian armored vehicles are blocking access to the port of Poti, and that "Russia is blowing up Georgian vessels" there.

The Bush administration has concluded that Russia is not abiding by the peace deal brokered by French President Nicolas Sarkozy.

Mr. Bush is demanding that both sides pull their forces back to where they were before the hostilities began. "We insist that the sovereignty and territorial integrity of Georgia be respected," Mr. Bush said.

The White House, in essence, is employing mercy missions to Georgia -- with echoes of the 1948 Berlin airlift -- to reassert its security interests in the Caucasus, daring Russia to block the U.S. diplomatic and relief efforts.

"We expect Russia to honor its commitment to let in all forms of humanitarian assistance," Mr. Bush said.

When five leaders of Eastern European countries tried to fly into the Georgian capital of Tbilisi on Tuesday, Russia refused to allow them to land. Instead, they had to land in neighboring Azerbaijan, and drive to Georgia.

The U.S. sent a C-17 cargo plane, which arrived unmolested in Tbilisi on Wednesday night, carrying 31 metric tons of gear, ranging from medical equipment to cots, sleeping bags and sheets.

Another plane is expected to arrive Thursday with additional medical supplies, including 104,000 doses of antibiotics. The State Department is also moving in thousands of blankets, tents and jerrycans.

Mr. Bush's statements Wednesday contrasted with the tone of remarks by top administration officials on Tuesday, when Russia appeared ready to accept a cease-fire and remove its forces from Georgia. Bush aides said that if Russia withdrew, no clear consequences would flow from the invasion.

President Bush spent the morning in the White House Situation Room with his top security advisers. He announced he was sending Ms. Rice to Europe, and then on to the Georgian capital of Tbilisi.

Reports of continuing Russian troop movements prompted the White House to get much tougher.

Georgian President Mikheil Saakashvili later said Mr. Bush told him he was up throughout the night weighing the move.

Ms. Rice, in a news conference, echoed the tougher tone. "This is not 1968 and the invasion of Czechoslovakia, where Russia can threaten a neighbor, occupy a capital, overthrow a government and get away with it," she said. "Things have changed."

Russian Foreign Minister Sergei Lavrov accused the U.S. of ignoring Georgia's aggression in attacking South Ossetia, describing Georgia's leadership as "a special project of the United States."

He told reporters that Russian forces Wednesday had not targeted Georgian ships in Poti, and that military actions within the country were aimed at eliminating large troves of ammunition and supplies left behind by fleeing Georgian troops.

The French government said Russian President Dmitry Medvedev had reiterated that Russia was abiding by the six-point cease-fire agreement. Among other things, the pact calls for a lasting end to hostilities, and international discussions on the future of Abkhazia and South Ossetia, the two Georgian regions that sparked the conflict.

Georgian President Saakashvili praised the U.S. move to help, terming it "long overdue" but "very strong."

Mr. Saakashvili said Mr. Bush's offer was critical to defeating a Russian tactic of shutting down Georgia's airports and ports in order to squeeze its economy and demoralize its population.

Those tactics, he said, were designed to secure "all of Georgia" for Russia, and to force a change of government.

Mr. Saakashvili said Mr. Medvedev twice pressed the French president, Mr. Sarkozy, to make the removal of Mr. Saakashvili part of Tuesday's cease-fire deal, but that Mr. Sarkozy had refused.

The U.S. remains constrained in its options. Ms. Rice sought to damp suggestions that U.S. troops would somehow be securing Georgian territory and infrastructure. "It's not the intention of the U.S. to take control of facilities" in Georgia, she said.

Likely Republican presidential nominee Sen. John McCain, who has long taken a hawkish position on Russia, said he supports the steps outlined by President Bush. In an opinion piece published in The Wall Street Journal Thursday, Sen. McCain backed an independent peacekeeping force in the separatist regions. (See article on page A13.)

Humanitarian Response

Many aspects of the U.S. humanitarian response remain unclear.

The Navy's chief hospital ship, the USNS Comfort, was in its home port of Baltimore and would take weeks to arrive in the Black Sea. Navy officials said that any Navy excursion to the Georgian Black Sea coast would be restricted by a 1936 convention governing the size and type of naval vessels that can pass through the Bosporus.

"I strongly doubt that [Russian Prime Minister Vladimir] Putin is going to be deterred by the prospect of a U.S. humanitarian effort," said Frederick Kagan of the conservative American Enterprise Institute.

Some experts said the U.S. hasn't gone far enough.

Mr. Kagan suggested the U.S. could resupply the beleaguered Georgian military, call a session of the former Group of Seven leaders, halt negotiations over Russia's accession to the WTO, and accelerate reconsideration of Georgia's NATO application.

The U.S. official described eyewitnesses accounts for The Associated Press on condition of anonymity. The official said the Russian strategy seems like a deliberate attempt to cripple the already battered Georgian military.

"We are very concerned about these reports; it is a serious situation," said State Department spokesman Robert Wood.

Georgia's coast guard said Russian troops had burned patrol boats and destroyed radars and other equipment at the port city of Poti, home to Georgia's main naval base and a major hub for oil exports to Europe.

An AP Television News crew in the oil port city of Poti saw one destroyed Georgian military boat, and two Russian armored vehicles and two Russian transport trucks.

Soldiers who identified themselves as Russian peacekeepers blocked the crew from going further.

In the morning, columns of Georgian police and military vehicles prepared to reoccupy Gori, but by afternoon, Russian tanks had blocked the entrance to the town, explosions were bursting on the other side of a hill and panicked Georgian troops were fleeing for safety in pickup trucks.

In Washington, a Pentagon official said U.S. intelligence had assessed that the number of Russians in Gori was small - about 100 to 200 troops.

But the Russian presence in Gori, only 60 miles west of Tbilisi, was viewed as a demonstration of the vulnerability of the capital.

Nogovitsyn said Russian troops went to Gori to establish contact with the local civilian administration and take control over military depots left behind by the Georgian forces.

"The abandoned weapons needed protection," he said.

A Russian general in Gori had said Wednesday it would take at least two days to leave the city.

In France, Secretary of State Condoleezza Rice issued another urgent call on Russia to honor the cease-fire with Georgia as she was bringing the formal agreement to Tbilisi to have it signed Friday by the president of Georgia, a democratic former Soviet republic that is now strongly aligned with Washington.

French President Nicholas Sarkozy said the documents are "intended to consolidate the cease-fire."

The EU-sponsored accord had envisioned Russian and Georgian forces returning to their original positions.

In Washington, Vice Chairman of the Joint Chiefs of Staff Gen. James Cartwright said Russian forces appeared to be forming up in Georgia in preparation for withdrawal.

U.S. aid arrived in the Georgian capital of Tbilisi on Wednesday and Thursday, but Nogovitsyn said he was not sure that the U.S. planes carried exclusively humanitarian cargo. "It causes our concern," he said.

Besides the hundreds killed since hostilities broke out, the United Nations estimates 100,000 Georgians have been uprooted; Russia says some 30,000 residents of South Ossetia fled into the neighboring Russian province of North Ossetia.

Georgia, bordering the Black Sea between Turkey and Russia, was ruled by Moscow for most of the two centuries preceding the 1991 breakup of the Soviet Union. More homes in deserted ethnic Georgian villages in the breakaway province of South Ossetia were apparently set ablaze Wednesday, sending clouds of smoke over the foothills north of the provincial capital, Tskhinvali.
One Russian colonel, who refused to give his name, blamed the fires on looters.

Those with ethnic Georgian backgrounds who have stayed behind - like 70-year-old retired teacher Vinera Chebataryeva - seem increasingly unwelcome in South Ossetia.

As she stood sobbing in her wrecked apartment near the center of Tskhinvali, Chebataryeva said a skirmish between Ossetian soldiers and a Georgian tank had gouged the two gaping shell holes in her wall, bashing in her piano and destroying her furniture.

Janna Kuzayeva, an ethnic Ossetian neighbor, claimed the Georgian tank fired the shell at Chebataryeva's apartment.

"We know for sure her brother spied for Georgians," said Kuzayeva. "We let her stay here, and now she's blaming everything on us."

North of Tskhinvali, a number of former Georgian communities have been abandoned in the last few days. "There isn't a single Georgian left in those villages," said Robert Kochi, a 45-year-old South Ossetian.

But he had little sympathy for his former Georgian neighbors. "They wanted to physically uproot us all," he said. "What other definition is there for genocide?"

Russian troops invaded Georgia proper yesterday after building up their military presence in two breakaway regions of the pro-Western state, prompting the Georgian President to accuse Russia of attempting the "cold-blooded, pre-meditated murder" of his country.

Russian military columns were said to have gone forward from Abkhazia, where
they have intervened in favour of separatist forces, to capture the towns of
Zugdidi and Senaki, which are inside Georgia itself. -
The developments
contradicted statements by the Russian President, and military leadership,
that Russian forces would confine their war aims to South Ossetia. -
As the conflict escalated, Georgia's President, Mikheil Saakashvili, appealed
for international intervention to prevent what he claimed was in effect the
annexation of Georgia by Russia. -
He appeared at the presidential palace in
the capital, Tbilisi, to tell reporters: "It is so clear what is
happening. We are in the process of invasion, occupation and annihilation of
an independent democratic country. We are in the process of the destruction
of world order as it was established after the end of the Cold War." -
But in defiance of a chorus of international condemnation, Russian forces
thrust deeper inside the former Soviet republic, seizing strategic positions
in a signal that Moscow intended to hold its gains in the five-day-old war
in defiance of international appeals for a ceasefire, -
and was also prepared
for escalating confrontation with the United States. -
In a statement last night President George Bush said: "I am deeply
concerned by reports that Russian troops have moved beyond the zone of
conflict, attacked the Georgian town of Gori, and are threatening the
Georgian capital Tblisi." -
He cited evidence suggesting that Russian forces may soon begin bombing the
civilian airport in the capital city. -
"If these reports are accurate, these Russian actions would represent a
dramatic and brutal escalation of the conflict in Georgia," Mr Bush
added. -
He said the actions "would be inconsistent with assurances that
we have received from Russia that its objectives were limited" to
restoring peace in separatist pro-Russian areas. -
Witnesses confirmed claims
that the Georgian Interior Ministry in Zugdidi was in Russian hands. -
The
Russian Defence Ministry, meanwhile, justified the operation in Senaki
saying it was aimed at preventing Georgian forces from regrouping to carry
out new attacks on South Ossetia, where Georgian forces launched their
assault on Thursday night. -
A Russian fleet is already positioned off Poti, a key trading port for
Georgia, and the deployment put the port within range of Russian guns on the
landside. -
At the same time, Georgian forces to the west of Abkhazia were
given an ultimatum by Russian commanders to disarm or face military action. -
The deputy foreign minister of the separatist Abkhaz government told The
Independent: "All the Russian troops who arrived by ship have crossed
over to Zugdidi." -
Last night, the Georgian government claimed that Russian forces had also
captured Gori, a city on the route from South Ossetia, the scene of fierce
fighting, to Tbilisi. -
Mr Saakashvili had earlier described Gori, 45 miles from Tbilisi, as the
gateway to the capital as he repeated claims that the aim of the Russian
military operation was to topple his government. -
Asked whether he feared the
Kremlin intended to annex permanently the restive region of South Ossetia,
Mr Saakashvili said: "It's not South Ossetia only, but the whole of
Georgia." -
As Russia continued to pour armour into Abkhazia and South Ossetia, Mr
Saakashvili said that the invasion must have been planned in advance. A US
official levelled a similar accusation against the Russians. -
US deputy
assistant secretary of state Matt Bryza said after he arrived in Tbilisi to
join officials attempting to broker a ceasefire: "We heard statements
saying that the Russian railroad troops that entered Abkhazia a couple of
months ago were there for a humanitarian mission. Now we know the truth ...
these forces were there ... to aid a Russian invasion." -
The conflict intensified as Condoleezza Rice, the US Secretary of State, and
colleagues from the Group of Seven leading industrialised nations held
emergency talks on their call for a negotiated end to the conflict. -
Mr Saakashvili has accepted the conditions of an EU-designed peace plan
calling for an immediate ceasefire, medical and humanitarian aid for victims
of the violence and the controlled withdrawal of forces from both sides. -
President Nicolas Sarkozy of France, who has framed the plan, is due in
Tbilisi and Moscow today. -
According to diplomats, however, Russia has rejected pulling back its forces
insisting that would put the minorities in South Ossetia and Abkhazia in
danger from Georgian retribution. -
Moscow backed this up by sending more
troops and armour into Abkhazia. -
The West appears unwilling to sacrifice its
relations with Russia in favour of Georgia. -
Gordon Brown urged Russia to reciprocate Georgia's offer of a ceasefire,
saying: "There is a clear responsibility on the Russian government to
bring this conflict quickly to an end." -
David Cameron, the Conservative
leader, accused Russia of acting like a "dangerous bully". -
A statement last night from the Georgian Embassy in London said: Russian
actions in Georgia "have nothing to do with the enforcement of peace"
and are a "pre-planned strategy aimed at conquering Georgia". -
