From the U.S. Department of Education and the Obama administration, Deputy Assistant Secretary at OII Jim Shelton brought the Summit participants a message of hope and encouragement. Proceed with your planning, he said; the Government is behind you and has $100 billion in stimulus funds to help.
"That's a lot of money, an awful lot," Shelton said.... "It allows us to put education on the table nationally."
Current R&D systems, Shelton said, lack the tools and strategies to do the job: "Our current apparatus was not designed to do it." Shelton noted that "behind every crisis there's an opportunity," and this economic meltdown "is a crisis we should not waste....Shame on us if we don't make something big happen."
Shelton said a reinvented system should have five components: emphases on outcomes, evidence, learning, sustainability and scalability.
