Al-Qaeda suffered perhaps its greatest blow on June 24 when American soldiers
gunned down Abu Khalaf, the “emir of Mosul”. He had been a close associate
of Abu Musab al-Zarqawi, the most notorious leader of Al-Qaeda in Iraq, who
was killed in an airstrike two years ago.
Al-Qaeda was also bleeding support as allied Iraqi insurgents accepted an
amnesty. It did not apply to Al-Qaeda. “If you are fighting to install
sharia [Islamic law] on this country, you are going to have to be killed,”
said Colonel David Brown, an American adviser to 2nd Division
Nevertheless, the speed of Al-Qaeda’s decline in Iraq – not only in the north
but throughout the country – has taken many military strategists and
observers by surprise.
US and Iraqi forces were then able to retake large swathes of the country and
complete the “clearing” of cities such as Ramadi and Falluja and large areas
of Baghdad. The overall number of attacks in Iraq has fallen by 80% in the
past year alone.
Nouri al-Maliki, the prime minister, has gone on in recent months to reassert
control over Basra in the south and Baghdad’s Sadr City, the two main
strongholds of the Shi’ite Mahdi Army.
The last word was left to the beleaguered people of Mosul. Sa’ad Aziz, 47,
stood in his shop, with ice-cream in the freezer and fizzy drinks and sweets
on the shelves, watching the search for the Zanjali bomb in virtual darkness
because there was no electricity.

In their recent budget, Iraqis would outspend the United States on reconstruction by more than 10 to one, and American funding for large-scale reconstruction projects is approaching zero. The U.S. share of Iraq's security costs will drop as well, as Iraqis pay for the vast majority of their own Army and Police. Ultimately, we expect Iraq to shoulder the full burden of these costs.
Tribes and other groups in the provinces who fought terror are now turning to rebuilding local political structures and taking charge of their own affairs. Progress in the provinces is leading to progress in Baghdad, as Iraqi leaders increasingly act together, share power, and forge compromises on behalf of the nation.
elections will consolidate this progress and provide a way for Iraqis to settle disputes through the political process instead of through violence. Iraqis plan to hold provincial elections later this year, and these will be followed by national elections in 2009.
Cooperation from Iraqis is stronger than ever – they are providing more tips, more Iraqis are joining their security forces, and there is a growing movement against al-Qaeda called the "Sons of Iraq."
At the national level, there is much work ahead, but the Iraqi government has passed a budget and three major "benchmark" laws. The national government is sharing oil revenues with provinces, and many economic indicators in Iraq – from oil production to inflation – are now pointed in the right direction.
Iran would seek to fill the vacuum in Iraq, which would embolden Tehran's radical leaders and fuel their ambitions to dominate the region. The Taliban in Afghanistan and al Qaeda in Pakistan would grow in confidence and boldness.
If we fail in Iraq, al Qaeda would claim a propaganda victory of colossal proportions, and they could gain safe havens in Iraq from which to attack the United States and our friends and allies.

Once a high-ranking commander in the region's deadliest terrorist group, Abas, 38, has been born again as an antiterror evangelist. Working with the police, he visits his former comrades in jail in an effort to persuade them to cooperate and to mend their ways.
His conversion is a boon to the police, who have taken what Indonesia's counterterrorism chief, Asyaad Mbai, calls a "soft, humane approach" to detainees, treating them as wayward brothers rather than as criminals.
As part of this approach, Abas said he tries to persuade detainees that their view of holy war is misguided, that the police are not evil and that cooperating with them is not a sin.
"I explain to them that it is wrong killing people with bombs," Abas said. "This is not jihad in Islam. You are killing unarmed civilians. It is a shameful thing."
One thing led to another, and he soon felt a calling to fight for his fellow Muslims in Soviet-occupied Afghanistan. There, at a Qaeda training camp, he discovered a knack for weaponry and quickly became an instructor.
