If combined with the reopening of almost 500 shuttered hotel rooms recently identified by the Carnegie Community Action Project, the Stop Gap plan would provide enough homes to house nearly all of the 1,547 individuals found in Vancouver during the spring 2008 homeless count, and leave hundreds of shelter beds left over for the newcomers expected to arrive as the 2010 Games approach.

A plan to house Vancouver's homeless is taking shape on the drawing board of a local architect. It calls for the rapid erection of temporary villages assembled from the same type of modular units that mining companies provide for remote workers.

Maclean's will no doubt get trashed by all the usual suspects for this article, but there's a lot of truth in it. The underground economy, the black market, the "cottage industry" that takes on the mantle of natural rights, the exporting of the problem to other countries, the cavalier attitude toward "BC Bud" ... it can't be swept under the rug or discounted.

By almost any measure it was a thriving enterprise, with subsidiaries in eight countries and a flourishing distribution business. Even more impressive, it was run out of Vancouver, a city that's seen many head offices disappear over the years. And with its strong sales, the venture would easily have been considered one of British Columbia's largest private companies. That is, if the operation at the heart of it all wasn't a criminal syndicate trading in marijuana, cocaine, heroin, guns and real estate.

2. Strengthening local government in British Columbia
In mid-May, Bill 14 was introduced in the British Columbia Legislature, completing a reform process for local government in the province. Municipalities gain the status of being called local governments and Bill 14 includes provisions to clarify various issues relating to regional governments, land use planning and various other matters.
From an Ontario stand-point, what is remarkable about the British Columbian approach is that the provincial government seems ready and willing to treat local governments as independent entity entirely capable of exercising autonomous powers.
