Days before the publication of the report I made one small comment about it on Twitter and suddenly my Rwanda connected ‘followers’ increased. Many of them seemed very confident in their knowledge of the contents of the report long before it was published, some of the accounts were new, all of them took exactly the same stance in their tweeting. This fascinated me so I began to investigate who they were. It was an interesting if somewhat monotone cast.

Jean-Yves Dupeux, a lawyer for Habyarimana’s children, said the latest report did not support the Rwandan government’s account. “What the experts are saying is that the shots could not have been fired from Paul Kagame’s camp. That doesn’t mean it is the other side,” he said. Jacques Myard, a French MP, also countered the fresh findings, repeating claims that the Soviet missiles used in the attack were from a batch sold to Uganda, the RPF’s rear base.

Les conclusions du rapport n'accusent pas directement les hutus mais elles sont saluées par la population rwandaise.
“This a big issue in this country. Certainly, in terms of public perception the fact that there was a French judge who messed up. And now, there is another French judge who is working in a professional manner,” Mushikiwabo said in an interview. “This is a small part of the repair that has to be done on the relationship, but it certainly helps.”
Rwanda said on Wednesday a French investigation that reportedly cleared President Paul Kagame of sparking the 1994 Rwandan genocide would help repair relations between the two countries and could boost trade.
L’impact ne pourra être que positif, même si certains ne manqueront pas de sous-entendre qu’il tombe à pic pour les deux pays qui sont engagés dans un processus de normalisation. Cependant, la fonction de ce rapport n’est pas de renforcer les relations diplomatiques entre la France et le Rwanda ou alors ce n’est plus un document judiciaire mais politique, ce qui revient à faire insulte à la justice française et à sous-entendre qu’elle est aux ordres des politiques.

Colette Braeckman - Certainement, c'est un revirement. Parce que depuis 17 ans, le FPR, le Front patriotique rwandais (les Tutsis), a été mis en cause et aujourd'hui le juge Trévidic démontre l'impossibilité matérielle pour lui d'avoir commis cet attentat.

"It does not matter where the shooting took place," Habyarimana's son Jean-Luc told the BBC's Great Lakes service. "What matters is who fired the missile," he said.

Le rapport rendu public hier par le magistrat Marc Trévidic vient enfin restaurer l’honneur d’une justice française qui refuse cette fois de plier face à la trop commode raison d’Etat brandie par des responsables politiques de gauche comme de droite - cohabitation Balladur-, Mitterrand oblige. Même partielles, les conclusions du rapport permettent désormais de considérer l’attentat du 6 avril 1994 comme le lancement d’un génocide minutieusement préparé, sous l’œil attentif de Paris. Cette vérité-là est désormais un fait historique.
A French investigation has found that a missile attack which brought down the Rwandan president's aircraft in 1994 and prompted the country's genocide, was not carried out by close aides of Paul Kagame, the current Rwandan president.
“The investigation explains why evidence and testimony essential to the initial findings had to be discounted or simply thrown out as inaccurate,” says a French official who closely followed the case. “The findings don’t establish exactly who staged the attack, but it does have the merit of clarifying things with reliable new testimony and evidence, and removing misleading elements and conclusions from the early inquiry. If it doesn’t say just who is guilty, it does indicate who almost certainly isn’t.”
The vexed question of which side assassinated Rwandan president Juvénal Habyarimana in 1994, triggering that country’s horrific genocide, may have been finally laid to rest. For almost 18 years, both sides in Rwanda’s civil war have blamed each other for the killing. Despite its centrality to the genocide — and subsequent prosecutions at the International Criminal Tribunal for Rwanda (ICTR) — the downing of Habyarimana’s Falcon jet has never been investigated by an international body. At the heart of the matter are allegations that the Rwandan Patriotic Army, a military force drawn predominantly from Rwanda’s Tutsi exiles and led by current president Paul Kagame (pictured), was responsible for killing Habyarimana, scuppering a peace process and helping to unleash a pre-planned genocide by Hutu hardliners.
The Government of Rwanda today welcomed the report of the experts appointed by French Judges Marc Trévidic and Nathalie Poux that identified Kanombe Military Barracks as the launch site of the missile that brought down the plane carrying former President Juvenal Habyarimana on 6 April 1994.

D'où le missile est-il parti ? La question peut paraître anecdotique, voire dépassée, dix-huit ans après les faits. Elle est pourtant l'une des clés de l'attentat qui a coûté la vie au dirigeant hutu et donné le signal du génocide de 800.000 Tutsis. Pour le juge Jean-Louis Bruguière, qui a le premier instruit l'affaire, sans jamais se rendre sur place, la roquette a été tirée par des rebelles du Front populaire rwandais, le FPR de Paul Kagamé, depuis Masaka, une colline boisée, située à quelques 4 km de l'aéroport. Le but ? Déclencher un processus de guerre pour faire tomber le régime.
Le 6 avril 1994, deux missiles abattaient l’avion du président du Rwanda Juvénal Habyarimana alors qu’il s’apprêtait à atterrir sur l’aéroport de Kigali. Cet attentat allait servir de prétexte au déclenchement du génocide contre les Tutsi du Rwanda et au massacre politique des Hutu démocrates, causant la mort d’environ un million de personnes en cent jours.
