White, green and black certificates: three interacting instruments | Leonardo ENERGY

  • This paper presents three different types of certificates ('white' for energy savings, 'green' for renewable electricity, and 'black' for greenhouse gas reductions in the European Emission Trading Scheme). The current limited experiences with these instruments already allow to define some of the success factors for these new instruments. A synthesis of their current application presents how much energy is saved today due to these certificates, and how much green electricity is produced. A discussion on the methods for setting the targets, measuring the impacts on the market and the interaction between these different instruments concludes this paper, followed by a reminder of the proposal to create an international agency on global stewardship for climate change issues.

STUDY: U.S. subsidises fossil fuels 2.5 times more than renewables — Autoblog Green

  • In this paper, we propose an innovative two-part FIT, consisting of both a capacity payment and a market-based energy payment, which can be used to meet the renewables policy goals of regulators.   • Bank of America says it has decided to start factoring a cost of carbon-dioxide emissions into its decisions about whether to underwrite debt for new coal-fired plants. Specifically, the bank says it anticipates a federal cap that would require a utility to pay between $20 and $40 for every ton of CO2 its power plants emit. Today in Europe, which already has imposed caps, a permit to emit a ton of CO2 is trading at about $29.


    Bank of America’s announcement comes a week after three other big banks – Citigroup, J.P. Morgan and Morgan Stanley – announced their own “Carbon Principles” – voluntary standards those banks say will make them less likely to underwrite financing on conventional coal-fired power plants.

Wind electricity in Denmark: A survey of policies, their effectiveness and factors motivating their introduction

This paper surveys the development of the policies supporting the introduction of wind electricity in Denmark in the last 15 years, with special attention to the new policy introduced after a 2-year long debate. The aim of this paper is to explore the roles of financial support, policy certainty and planning constraints in the diffusion of wind electricity in Denmark and the reasons prompting the change of the system in the current decade. It is discovered that political uncertainty has badly affected the effectiveness of the feed-in law in the years immediately after its introduction. With regard to the new system, it is concluded that the change has been prompted by generous conditions under the feed-in law and by the desire to facilitate the modernisation of old turbines. It is also concluded that incentive-based systems can be more effective than tradable quotas in promoting the modernisation of renewable plants. This finding is relevant to the development of energy policy in countries such as Germany and Spain, where the average age of wind turbines is much younger than those existing in Denmark.

India to provide subsidy for solar power plants | Environment | Reuters

India will subsidize the running of solar power plants to help develop a renewable energy infrastructure, where high costs can be prohibitive, the minister for renewable energy said on Wednesday.

Renewable energy accounts for about 7.5 percent of India's installed generation capacity of 127,673 MW, a rate that compares favorably with much of the rest of the world.

Much of this capacity is wind-based, and the share of solar power is small.

"My ministry will provide financial assistance amounting to 12 rupees (30 cents) per kilowatt hour in case of solar photovoltaic and 10 rupees per kilowatt hour in case of solar thermal power fed to the electricity grid," Vilas Muttemwar said in a press conference.
