Heretofore, joining large aluminum underground power cable to aluminum or copper power cable with compression connectors was not feasible because of premature failure of the connector joint under electrical current loading. Unlike the long andbulky compression connectors used on bare overhead power lines where space is not a premium, underground compression connectors must be short to keep manhole size small and to reduce the time required to insulate the joint with hand-wrapped tape or otherinsulating materials. Overhead line connectors receieve appreciable cooling from air currents whereas commonly used paper or plastic insulation restricts the cooling of underground cable joints. Metal particle-filled grease joint compounds used inoverhead line compression connectors are not used for underground cable for several reasons. First, its use is precluded because of the possiblity of migration of the compound into the paper or along the insulation resulting in voltage puncture of theinsulation from ionization. Secondly, joint compounds of grease do not offer much improvement over no compound because grease will move under pressure and therefore does not constrain relative movement of connector and conductor strands whereashardenable resins such as epoxy do.

However, an investment on that scale does no more than lay the foundations: a full smart grid for the US will require an investment that is orders of magnitude greater. The commercial and regulatory framework to deliver that investment has not yet been developed.

The epithet “smart” can be applied to a wide range of network technologies. But among industry leaders, there is broad agreement about what a smart grid entails: the use of intelligent devices at all points in the electricity network, from the high-voltage transmission lines to appliances in the home, that can send information and receive instructions.

proposal for a European Strategic Energy Technology Plan (see IP/07/1750).
Energy technology will be a key element of Europe's plans to reduce its
greenhouse gas emissions and move towards a low-carbon future. But there are
structural weaknesses in the current energy research system (see MEMO/07/469
– Why Europe needs a Strategic Energy Plan). The SET-plan (see MEMO/07/493
for details) should help the European Union position itself to develop the
technologies it needs to meet its political objectives and at the same time
ensure its companies can benefit from the opportunities of a new approach to
energy.

Nearly every room in our homes and offices has at least one electrical outlet from which we draw power for our gadgets and appliances. What if each of those outlets had an accompanying electrical "inlet" so that we not only drew power from the grid, but could also give some back? We already have solar and wind systems for homes, so why not extend this concept to all our habitable spaces through a system of integrated, easy-to-use plugs and inlets?
In addition to the inlet panels, adapter kits would be made available to easily convert common household products into energy-generating, inlet-ready devices. Applications include obvious kinetic sources such as exercise equipment, and emerging solutions such as cells that convert heat into energy. (Imagine a panel next to your oven or behind the refrigerator to capture the excess heat and convert it into electricity.) In more commercial settings, multiple inlets could be strategically placed. Your the local gym, for example, can become a mini-power plant by pairing each exercise bike to an electrical inlet.
Ultimately, the availability of an inlet panel/plug adapter kit system can encourage the development of new devices that harness energy to feed back into the grid.

Today’s energy situation is reminiscent of Soviet cold war times. In 1957, Russia launched the first satellite into space, and in 1961, Yuri Gagarin became the first human in orbit. Afraid Soviet space domination would make our country unable to defend itself, President Kennedy announced Apollo, a 10-year, $100 billion program (in today’s dollars) to land a man on the moon. Eight years later, Neil Armstrong made his “giant step for mankind” and America quickly regained world leadership.
