"ملف الخصخصة فى عهد حكومة الدكتور كمال الجنزورى الأولى، يمتد على 115 صفحة، هى إجمالى عدد الشركات التى تخلص منها خلال 3 سنوات فقط فى واحدة من أقصر الحكومات عمرا فى عهد ما بعد يوليو 1952، ليحتل «الجنزورى» المركز الثانى حسب تصنيف تقرير حقوقى بـ«قائمة أكثر رؤساء الوزارات الذين باعوا شركات حكومية، بعد حكومة نظيف، وقبل حكومتى عاطف عبيد وعاطف صدقى»"

«شركة النيل لحليج الأقطان تأسست بالقرار الجمهورى رقم 106 لسنة 1965 بغرض صناعة الحليج والصناعات المكملة له، بالإضافة إلى تجارة وتسويق وتصدير الأقطان والبذرة والصناعات المتعلقة بالزيوت والشحوم والمسلى والأعلاف، ونظرا لقيام الشركة بهذا النشاط الضخم، فإنها امتلكت العديد من المحالج الضخمة الموزعة على عدة محافظات، من محافظة البحيرة شمالا، حتى محافظة سوهاج جنوبا، ويبلغ إجمالى مساحات الأراضى الواقعة عليها تلك المحالج أكثر من 11 مليوناً و52 ألفاً و60 متراً مربعاً، وتبلغ قيمتها وقت بيع الشركة أكثر من 17 مليار جنيه، بالإضافة إلى معدات المحالج وأسطول النقل الخاص بها، وبالرغم من ذلك لم تتعد قيمة بيع الشركة 299 مليون جنيه»

تقول محكمة القضاء الإدارى فى حيثيات حكمها الصادر فى 3 ديسمبر 2011 إن «القيمة الفعلية للشركة وقت بيعها لا تقل بأى حال من الأحوال عن 80 مليون جنيه إلا أنه تم بيعها مقابل مبلغ 13 مليوناً و680 ألف جنيه، لم يدفع المشترى منها حال توقيع العقد إلا 50% من قيمة الصفقة وقدرها 6 ملايين و840 ألف جنيه والباقى يسدد بعد سنة كاملة، يستحق فى 4 أغسطس 2000 وحتى هذا المبلغ المتبقى لم يسدد حتى صدور الحكم»
