Also, we've seen a case where the service startup timeouts due to network time-outs. The problem occurs while validating file certificates and checking certificate revocation list. If the connection to CRL timeouts (instead of failing the request quickly or succeeding), you may experience this problem. A workaround is to turn off certificate revocation list checking. If you are running SSIS Service as domain user, run IE, open advances internet properties, uncheck 'check certificate revocation list'. If the service is running as Network Service account, you may use this registry file to disable checking certificate revocation list.
