Foreign Affairs - A New Deal for Globalization - Kenneth F. Scheve and Matthew J. Slaughter

  • Globalization has brought huge overall benefits,
    but earnings for most U.S. workers -- even those with college degrees -- have been
    falling recently; inequality is greater now than at any other time in the last 70
    years. Whatever the cause, the result has been a surge in protectionism. To save
    globalization, policymakers must spread its gains more widely. The best way to do
    that is by redistributing income.

  • EU rigidities are well known, but low US energy-productivity and low social mobility (probability of the poor breaking out of poverty) are less often noted. Structural reforms are necessary if the US is to emulate European successes on social mobility and energy efficiency.

  • To give a few examples: According to the OECD-index of employment-protection legislation, Ireland, Belgium, Denmark and Italy have about the same level of employment-protection (call it a structural rigidity). Yet since the start of the decade, Ireland has experienced an average yearly productivity growth rate of 3%, Denmark of 1.6%, Belgium of 1.1% and Italy a dismal 0.2%

  • It is obvious that by every standard, the recovery and expansion after the
    1990-91 recession was significantly better than that after the 2001-01
    recession.

    evidence whatsoever to support this claim.
